City Council Minutes 1981 08-13-81 (119) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON AUGUST 13 , 1981 . Mayor Thanepohn called the meeting to order at 8 : 00 P .M . and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson called roll as follows : Ward 1 - York Ward 2 - Tilton Ward 3 - Dollman Ward 4 - Simmons Jennings A quorum was established . Alderman Beach was absent from Ward 1 , Alderman Harker was absent from Ward 2 and Alderman Pierce was absent from Ward 3 . The reading of the minutes was waived . Alderman Dollman moved the minutes be approved as presented , seconded by Alderman Tilton . Motion carried 5-0 . The reading of the Bills was waived . Alderman Tilton moved to authorize payment of the bills as presented , seconded by Alderman Jennings . Roll call vote was taken as follows : Dollman - Aye Simmons - Aye Jennings - Aye York - Aye Tilton - Aye Motion carried 5-0 . Aldermen Beach , Harker & Pierce were absent from voting . Alderman Pierce arrived at 8 :08 P .M. ATTORNEY ' S REPORT - Alderman York moved to pass "An Ordinance Annexing Territory to the United City of the Village of Yorkville , Kendall County, Illinois"known as the Syregalas Annexation , seconded by Alderman Tilton . Roll call vote was taken as follows : Tilton - Aye Dollman - Aye Simmons - Aye (#1981-8) Jennings - Aye York - Aye Pierce - Aye Motion carried 6-0 . Aldermen Beach & Harker were absent from voting . Alderman Jennings moved to tentatively adoptIth ax Levy Ordinance (#1981-9) and directed the City Clerk to make the necess ry publication and to by laid over until the Special City Countil Meeting on September 3 , 1981 at 8 : 00 P .M. at City Hall . The motion was seconded by Alderman B'ollman . Roll call vote was taken as follows : Dollman - Aye Simmons - Aye Jennings - Aye York - Aye Tilton - Aye Pierce - Aye Motion carried 6-0 . Aldermen Beach & Harker were absent from voting . Mayor Thanepohn set the Public Hearing for the 1981-82 Tax Levy Ordinance at 8 : 00 P.M. preceding the Special Meeting on September 3 , 1981 at Yorkville City Hall . Notification was sent by Attorney Dickson to the Bristol-Kendall Fire District regarding the City ' s offer of land for the Ambulance District . Alderman Jennings moved to authorize Attorney Dickson to communicate the City ' s feelings of disapproval & opposition of the Open Meetings Act to Governor Thompson , seconded by Alderman York . Motion carried 6-0 . Alderman Jennings moved to accept the Attorney ' s Report , seconded by Alderman Pierce . Motion carried 6-0 . MAYOR' S REPORT - Mayor Thanepohn reported that Baxter & Woodman, Engineering Consultants are following up on the Minority Business Enterprise requirements requested by the USEPA in regards to the SSES Grant . CITY CLERK - Clerk Erickson read a letter from Attorney Grant in behalf of Charles Baird stating that Mr . Baird is withdrawing his Petition to Rezone Lot 1 , Unit 1 in Harker ' s Subdivision at this time . Alderman Simmons moved to appoint Mayor Thanepohn as Voting Delegate to the Illinois Municipal League Conference in Chicago, September 25- 28 , 1981 , seconded by Alderman Jennings . Motion carried 6-0 . There is a Public Hearing scheduled before the Plan Commission on August 25 , 1981 at 7 : 30 P .M. regarding the James & Gayle Digate Petition for Special Use Zoning for the purpose of a day care center on E . Main Street . (120) Page 2 August 13 , 1981 Alderman Dollman moved to adopt the RESOLUTION #72-1981 Accepting a Gift of Land from Kendall-Grundy FS , Inc . , directing that the deed be recorded , seconded by Alderman Simmons . The condition of the deed is that the land be used for public purposes only . Roll Call vote was taken as follows : Pierce - Aye Dollman - Aye Simmons - Aye Jennings - Aye York - Aye Tilton - Aye Motion carried 6-0 . Aldermen Beach & Harker were absent from voting . TREASURER' S REPORT - Alderman Tilton moved to approve the Treasurer ' s Report , seconded by Alderman Jennings . Motion carried 6-0 . POLICE REPORT - Alderman York moved to approve the Police Reports , seconded by Alderman Jennings . Motion carried 6-0 . ADMINISTRATIVE ASSISTANT TO THE MAYOR - Administrative Assistant Madden reported the Senior Citizen Grant for the Beecher Building is in the hands of the Board of Review in Springfield following approval by the State Fire Marshall .with one correction noted . A copy of his letter with certification by the City of compliance with Regulation 504 . . The August 8 , 1981 deadline has been extended for the grant . The building is progressing well . Half of the roof is on and the mechanical work has been started . Preliminary Plans have been submitted to I .D. O.T . for review. Admini- strative Assistant Madden met with City Planner Clarage and I .D .O. T. representatives regarding the proposed Rt . 47 bridge and discussion on the proposed library . Construction on the bridge will becin as soon as the library is relocated . Alderman Simmons moved the Administrative Assistant ' s report be approved as presented , seconded by Alderman Dollman . Motion carried 6-0 . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported on the August 11, 1981 meeting . Copies of the Economic Profile for Yorkville was received from the State . Retail information and an update on the profile will be done before it' s final printing . Alderman Jennings moved to amend the Farmer ' s Market Ordinance to accomodate a booth for the City of Yorkville to be used by the Business & Economic Development Commission for the promotion of Yorkville , seconded by Alderman Dollman . Discussion followed . Roll call vote was taken as follows : Tilton - Abstain York - Aye Jennings - Aye Simmons - Aye Dollman - Aye Pierce - Nay Motion carried 6-1 . Mayor Thanepohn - Aye Alderman Jennings moved that the City Council advance to the Business & Economic Development Commission $300 from the Miscelaneous account for the purchase of T-Shirts to sell at the Farmer' s Market , seconded by Alderman York . Roll call vote was taken as follows : Simmons - Aye Dollman - Aye Pierce - Nay York - Aye Jennings - Aye Tilton - Aye Motion carried 5-1 . Aldermen Beach & Harker were absent from voting . Alderman Jenning equested that the sign in the City Park for the Farmer ' s Market e corrected to read 8 : 00 A.M. in place of 9 :00 P.M. Alderman Jennings reported the Commission would like to begin a local festival of some kind starting next year for the Yorkville Community to become an annual event . Mayor Thanepohn commented that it is good to finally have a working Business & Economic Development Commission . PLAN COMMISSION - Alderman Simmons requested the minutes show the Baird Petition to Rezone was denied unanimously by the Plan Commission . • SCHOOL COMMUNITY - Alderman Tilton reported there is a meeting scheduled for Monday,August 17 , 1981 at 12 : 00 Noon with Administrative Assistant Madden , Dr. Schoile , William Carpeenter and Mayor Thanepohn to discuss alternatives for the Game Farm property . KENDALL FAMILY & YOUTH SERVICES - Alderman York reported on the recent meeting . The Emergence Caretakers Program setting up temporary care for youth in the absence of their parents was discussed . The Homemhker Aide Program is going well . LEAP spent $61 ,060 . 20 in aide to 294 families . (121) Page 3 August 13 , 1981 CITIZEN ' S COMMENTS - A repiesen4of Harker ' s Subdivision relayed a thank-you from the residents cf the subdivision to the City Council for the City ' s decision on the rezoning petition of Charles Baird . Alderman Jennings moved to have Attorney Dickson draft a Resolution commending Scott Pfister and congratulating him on his gold medal championship at the AAU-USA Jr . Olympic National Tournament , seconded by Alderman York . Motion carried 6-0 . Scott Pfister will be invited to the next City Council meeting to receive the Resolution in person . COMMITTEE REPORTS FINANCE - Alderman Jennings reported on the August 6 , 1981 committee meeting . The Tax Levy Ordinance was discussed . The committee is reviewing the Liquor License rates . Alderman Tilton is working on job descriptions for City employees . Officer Barna is entering his 4th year of employment and next level in salary . TREES & PARKS - Mayor Thanepohn suggested that a bicycle & walking path be made along the riverfront property recently acquired . FUTURE PLANNING - Alderman Pierce reported there will be a committee meeting following the Special City Council meeting on September 3 , 1981 . LIGHTS , TELEPHONE , GAS & CABLE TV - Administrative Assistant Madden reported that the City , according to the Ordinance , should be receiving 3% of the gross receipts from Consolidated Cable TV as of August 1 , 1981 . Treasurer Merkel will check into the matter . PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported there will be a committee meeting September 17 , 1981 at the Water Tower . . YBS BOARD - Alderman Jennings reported that the Yorkville-Bristol Sanitary Disttict does not have the equipment necessary to mow the JayCee ' s park area and the City of Yorkville is presently doing the mowing .
