MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS HELD AT CITY HALL
ON AUGUST 27 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P .M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk ERickson called roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman
York Tilton Pierce
Ward 4 - Simmons
Jennings
A quorum was established .
The reading of the minutes was waived . Alderman York moved to approve
the minutes as presented, seconded by Alderman Jennings . Motion carried
8-0 .
MAYOR' S REPORT - Mayor Thanepohn requested a meeting for September 1 ,
1981 at the Water Tower at 8 : 00 P.M. with Attorney Dickson , Alderman
Dollman , Administrative Assistant Madden and Identa Austin and her
Gifts & Bequests Committee of the Community Center Advisory Committee .
Alderman Jennings moved to adopt Resolution #73-1981 CONGRATULATING
SCOTT PFISTER UPON BECOMING NATIONAL AAU/USA JUNIOR OLYMPIC JUDO
CHAMPION , seconded by Alderman Tilton . Motion carried 8-0 .
The resolution was then presented to Scott Pfister by Mayor Thanepohn .
Bob Corwin , instructor of Yorkville Judo Club commented that Scott
Pfister is a leader in the judo club and helps with preparation of
students preceding tournaments . Mr . Corwin also commented that in
the realm of judo , everyone knows where Yorkville is located .
Mayor Thanepohn ' s intentions are to initiate another general meeting
with officials of Sandwich , Montgomery, North Aurora , Oswego , Plano &
Plainfield on October 29 , 1981 at 8 :00 P.M. to discuss common
problems . The place of the meeting will be announced at a later date .
Mayor Thanepohn read pertinent parts of the Resolution regarding
the establishment of the Yorkville Youth Advisory Commission . Alderman
Dollman moved to adopt Resolution #74-1981 ESTABLISHING THE UNITED CITY
OF THE VILLAGE OF YORKVILLE YOUTH ADVISORY COMMISSION , seconded by Alder-
man Pierce . Roll call vote was taken as follows :
Beach - Aye York - Aye Harker - Aye Tilton - Aye
Dollman - Aye Pierce - Aye Jennings - Aye Simmons - Aye
Motion carried 8-0 .
CITY CLERK - Clerk Erickson reminded Council of the Special Meeting
and Public HEaring set for September 3 , 1981 at 8 : 00 P.M. at City Hall
regarding the Tax Levy.
Clerk ERickson noted that Chris Sorenson, introduced earlier in the
meeting, has been working in her office and is funded by the Kendall
Family and Youth Services Youth Summer Employment program. Chris is
a willing and enthusiastic worker and the arrangment has worked well
for the City.
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
that the Yorkville T-shirts will be on sale Saturday , August 29 , 1981
at the Farmer ' s Market . The next meeting will be September 8 , 1981 at
7 : 30 P.M. at the Water Tower Conference Room .
PLAN COMMISSION - Alderman Simmons reported on the August 25 , 1981 meeting
of the Plan Commission and read from the minutes the special points
and changes requested by the Plan Commission of Petitioners , James
and Gayle Digate requesting Special Use Zoning for the purpose of
construction , maintenance & operation of a day-care center at 406
E . Main Street . Petitioners will apply for variances if needed .
The Plan Commission voted approval of the Petition with the noted
restrictions and changes to be made .
TENNIS COURTS - Alderman Beach reported that the City will be receiving
a bill for one-half the cost of the maintenance bill for replacing
an eye-bolt in cement casing needed to hold the nets in place .
BEECHER COMMUNTTY BUILDING - Mrs . Identa Austin reported that the
offer to purchase used office equipment was now null & void . The
offer to buy will remain open in the event the committee comes across
another similar arrangement .

HUMAN RESOURCE COMMISSION - Alderman York reported on the recent meeting .
The newsletter items were reviewed . The blood drives will go from 4 a year
to 3 a year in 1982 . The next meeting will be Monday, September 21 , 1981 .

SCHOOL COMMUNITY - Alderman Tilton reported on a meeting with City officials
and members of the School District recently „regarding possible alternatives
for the Game Farm property . The School District is requesting their
architect to do a layout for proposed football & soccer fields , additional
tennis courts , parking , a pool to be mutually used , etc . All plans are
in discussion only stages at this time . The school has received an
approximate $45 ,000 donation for conotruction of new bleachers for the
football field and it is hopeful to coordinate that with the building
of a new football field to avoid having to move the bleechers .
KENDALL FAMILY & YOUTH SERVICES - Alderman York announced the next
meeting will be September .3 , 1981 at 5 :00 P.M.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce announced
the next meeting will be held September 17 , 1981 at 7 : 00 P.M.
STREETS & ALLEYS - Alderman Simmons reported the engineers are working on
Van Emmon St . plans
FINANCE - Alderman Jennings reported the sale tax receipts is down about
$2300 from last year .
POLICE - Alderman York announced a Police Committee meeting September 17 ,
1981 at 7 : 50 P .M. at the water tower.
TREES & PARKS - Alderman Beach announced there will be a committee
meeting immediately following the regular council meeting .
PUBLIC PROPERTY & BUILDINGS - Alderman Doliman reminded the council of
the committee meeting scheduled for September 17 , 1981 at 8 : 00 P. M. at
the water tower .
WATER - Alderman Tilton reported that Adminstrative Assistant Madden
will be checking with Elburn regarding the safety harness for use on
the water tower .
Baxter & Woodman , Inc . , engineers are working on the water rates and
have requested information from the last 4 years from the Water Department .
LIBRARY BOARD - Alderman Beach presented the Library Board ' s Annual
Report to the City Clerk and the Budget to the City Treasurer . There
is an above average on patrons registered at the Library. A picture
of the new proposed library was passed around . Plan have been taken to
Springfield and sent to the Federal Representatives in the Bureau of
Budget . Construction of the Route 47 bridge can be started just as
soon as the library has been built . It will not be in this calendar
year .
Treasurer Merkel has communicated with Consolidated Cable TV regarding
the 3% of gross sales to be reimbursed to the City.
Alderman Jenning moved to adjourn the meeting , seconded by Alderman York .
Motion carried 8-0 .
