MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL
ON SEPTEMBER 24 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and on motion
by Alderman Jennings , seconded by Alderman Pierce , adjourned the meeting
to the Yorkville High School Library . Motion carried .
The meeting was reconvened at the Yorkville High School Library. Mayor
Thanepohn led the Council and guests in the Pledge of Allegiance to the
Flag .
Clerk Erickson called roll as each Alderman introduced him/herself . as
follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman
Tilton Pierce
Ward 4 - Jennings
Simmons
A quorum was established . Alderman York was absent from Ward 1 .
Mayor Thanepohn introduced the other City officials .
Guests present were Mr . & Mrs . Kahout representing the Senior Citizens .
and two high school classes of the Local Government Course instructed
by Dennis Hastert . Mr . Hastert gave a brief talk regarding the
class requirements of visiting a City Council meeting . The students
were also given a tour of City offices and the Public Works Department
and Mayor Thanepohn gave a talk on local government at the school .
The reading of the minutes from the September 10 , 1981 meeting was
waived . Alderman Dollman moved the minutes be approved as presented ,
seconded by Alderman Jennings . Motion carried 7-0 .
Mayor Thanepohn commented that he has read through the course taught
by Mr . Hastert and would be beneficial for anyone to take it . Mayor
Thanepohn then explained City Council procedures to the guests as the
meeting progressed .
ATTORNEY ' S REPORT - Attorney Dickson reported that argument in the
Appellate Case of the Jennings sewer construction lawsuit went very well
and an opinion should be received in 3-4 weeks .
Attorney Dickson reported that an amendment was needed to the Liquor
Ordinance to require a 24-hour business service to close off their
liquor sales during the hours as stated in the Liquor Ordinance .
Alderman Jennings moved to Amend the Liquor Ordinance to "secure from
the public" liquor sales to comply with the hours set forth in
the Liquor Ordinance , seconded by Alderman Simmons . Roll call vote
was taken as follows :

Pierce - Aye Harker - Aye Beach - Aye
Motion carried 7-0 . Alderman York was absent from voting .
MAYOR THANEPOHN - Mayor Thanepohn reported that he has been invited
by the Homecoming Committee to have the City Council ride in the parade
October 3 , 1981 . Alderman Jennings , Beach , Pierce and possibly Harker
will plan to be present .
Mayor Thanepohn read a Proclaimation regarding VFW ' s Buddy Poppy Day .
Mayor Thanepohn reported that Treasurer Merkel'_s records were received
well by the Social Security Auditor .
Mayor Thanepohn reported that letters have been sent to Oswego,
Sandwich , Plano, Montgomery , Plainfield , North Aurora inviting
the Mayor and one or two councilmen to attend a session to discuss
prime problems and challenges of each along with common problems .The
meeting two years ago covered only finance . The meeting will be at
City Hall on October 29 , 1981 .
CITY CLERK - Clerk Erickson reported that Linda Stenson will be doing
minutes for the Commissions including the Business & Economic Development ,
Human Resource , Park and Community Center Advisory at compensation
of $15 . 00 per meeting with an additional $3 .00 per hour typing time .
The Commissions have been requested to establish regular meeting dates
if they have not already done so.
It is the general consensus of the council that the Clerk is to relay
to Mrs . Reynolds of Kendall Family and Youth Services , that the City
is interested in participating in the Youth Employment Program for the
coming year .

BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reminded
everyone the T-shirts will again be on sale Homecoming Day at the Park
and also at the football game ,pfoviding there are any left , at a cost of
$2 . 50 each . If they sell T-shirts next year it will be with different
slogan .
PLAN COMMISSION - Alderman Simmons reported that the September 22 , 1981
meeting was canceled due to lack of agenda . The next meeting is
scheduled for October 27 , 1981 at 7 : 30 P .M. at City Hall .
BEECHER COMMUNITY BUILDING - Alderman Dollman reported on the Septem-
ber 21 , 1981 meeting . The committee is working on a list of equipment
and furnishings and the estimated costs to be put in the paper when
available . The building construction is progressing well .
Administrative Assistant Madden met with state and federal officials
on the proposed library . A report of the procedures to date was read
to the guests . Th' Real Estate Specialist for the Federal
Highway Agency advised the City that she will recommend approval of
the preliminary plans to her superiors . Nothing has been deleted from
the plans , but several items have been added. A building of 3300 sq .
ft . , frame construction with brick veneer to match the Beecher Commun-
ity Building, landscaping including some trees and shrubbery, side-
walks , parking lot , driveway to connect with drive of Community Building
as well as entrance from Game Farm Road , electric heat and air-con-
ditioning , bronze plaques , all signs , water , sewer . to approximatly
10 ft . off the site , fire extinguisher cabinets , flag pole , 3 tele-
phone stations plus a public pay phone will be included . The plans
have been approved by all agencies up to the Federal Highway Agency .
Any additions needed should be requested as soon as possible . The
bid advertising is still expected to be this fall and whether or not
construction can begin will depend on the weather . Property owners
north of the river have finished negotiations as they have been re-
corded with the Kendall County Recorder . The information will
be presented to the Library Board at their October meeting by
Alderman Beach .
HUMAN RESOURCE COMMISSION - Alderman Pierce reported that the
Newsletter was received in the Kendall County Record and in the mail .
SCHOOL COMMUNITY - Alderman Tilton reported that he has spoken with
Dr . Scholle and the school ' s architects have a preliminary plan for
the Game Farm property that will be discussed at a meeting approx-
imately the middle of October.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce
reported on the September 17 , 1981 meeting regarding nuclear safety
and plans for what to do in an emergency . Chief Randall will check
into the City ' s certification with ESDA and how it effects their
position with Kendall County ESDA .
KENDALL FAMILY AND YOUTH SERVICES - Alderman Pierce reported the next
meeting will be October 5 , 1981 at 5 : 30 P.M. in Dick Krase ' s office .
SENIOR CITIZEN REPRESENTATIVE - Agnes & Frank Kahout introduced
themselves and reported on the Senior Citizen representation at
City Council meetings to the students present .
MAYOR ' S REPORT (con 't) - Alderman Harker moved to approve the VFW' s
request to hold Buddy Poppy Days on Friday October 9 , 1981
from 4-7 P .M. and Saturday October 10 , 1981 from 8-12 A.M. , seconded
by Alderman Dollman . Motion carried 7-0 .
COMMITTEE REPORTS
STREETS & ALLEYS - Alderman Simmons reported that Baxter & Woodman
estimate for E . Van Emmon Street improvement is $31 , 000 . This includes
the portion from the east parking lane on Rt . 47 to the west
driveway of the F . S. station , about 260 ft . , as well as curbs , gutters ,
and some new side-walk replacement . Alderman Simmons moved that the
City authorize Baxter & Woodman ' Engineers to proceed with engineering
for blacktop improvements for the west portion of E . Van Emmon St. and
to prepare bidding documents , for publication of Notice to Bid with bids
submitted on or before 2 ;00 P .M. , C . S .T . on October 19 , 1981 and to
be publicly opened at that time at the Water Tower offices and bids
to be let at regular meeting of the City Council on October 22 , 1981 .

The E. Van Emmon St . Project will be paid for out of M.V.T . funds .
Alderman Beach commended the Public Works Department for the 50 ft .
patch on E . Van Emmon . Administrative Assistant Madden stated
that the patching on Mill Street had been done that day.
FINANCE - Alderman Jenning reported there will be a joint Library
and City Finance meeting on November 12 , 1981 at 7 : 30 P .M. at the
Water Tower . Treasurer Merkel was requested to notify the auditor
of the meeting.
POLICE - Alderman Simmons reported on the meeting held on September 10 ,
1981 . Alderman Simmons moved to authorize the City Clerk to advertise
for bids for a new Police Squad , seconded by Alderman Jennings . Roll
call vote was taken as follows :

Harker - Aye
Motion carried 7-0 . Alderman York was absent from voting .
The 1979 squad will not be traded in , but will be given to the Public
Works Director and the old Public Works car will be sold at a later date .
TREES & PARKS - Alderman Beach reported that Satelite Industries have
been notified to pick up the portable restrooms not in use .
McNelis has been notified in regards to removing a tree on South
Main Street .
PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported that the
leased Game Farm property will be disked up to smooth it out at
a cost of approximately $300-400 .
Alderman Dollman moved to authorize the implementation of the option
of curbs & gutters as originally bid by Perkin ' s Builders for
the Beecher Community Building at a cost of $10 ,000 , seconded by
Alderman Tilton . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman York was absent from voting.
HEALTH & SANITATION - Alderman Pierce reported that she has met
with Officer Millen regarding the weed control and 4 more letters on
9 properties have been sent out . She is looking into spraying for
next year and checking with the E .P .A. regarding safety precautions .
LIGHTS , TELEPHONE , GAS & CABLE TV - Administrative Assistant
has not received a response to his letter to Consolidated Cable
TV to date .
SEWER - Administrative Assistant Madden explained the SSES Grant
procedures to the students along with the procedures for approval
required by the Federal Government and the Minority Business
Enterprises .
WATER - Alderman Tilton reported that Baxter & Woodman , Inc . , is
proceeding with the water rate study and the Water Department Staff
is working on the statistics .
YBS BOARD - Alderman Jennings reported the next meeting will be
Monday , September 28 , 1981 .
Alderman Dollman moved to adjourn the meeting at 9 : 40 P.M. ,
seconded by Alderman Simmons . Motion carried 7-0 .
