City Council Minutes 1981 10-22-81 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY (137)
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL
ON OCTOBER 22 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P .M. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called roll as follows :
WARD 1 - Beach WARD 2 - Tilton WARD 3 - Dollman
Harker
WARD 4 - Jennings
Simmons
A quorum was established. Alderman York was absent from Ward 1 and
Alderman Pierce was absent from Ward 3 .
The reading of the minutes from the October 8 , 1981 meeting was waived .
Alderman Jennings noted a correction as follows :
Page-2 - Trees & Parks Heading - Paragraph 1 - Line 4
Delete "Alderman Jennings moved to authorize the purchase of
50 sugar maple trees from John Bazan with the replace-
ment guarantee"
Alderman Jennings moved to approve the minutes with the correction ,
seconded by Alderman Beach . Motion carried 6-0 .
ATTORNEY ' S REPORT - The Resolution to Establish a Working Cash Fund
for the Yorkville Public Library and the Resolution For a Levy &
Assessment of a Tax for the Fiscal Year beginning May 1 , 1982 , and
Ending April 30 , 1983 for the Purpose of Establishing and Fund:fi.hgc
a Local Library Working Cash Fund were referred to the joint meeting
of the City Council and the Library Board on November 12 , 1981 .
Also on the agenda for the evening will be recommendations by the
auditor regarding the accounting system for the library.
MAYOR' S REPORT
Mr . Bazan has the agreement regarding the sugar maple tree purchase
to sign and return to the city for signatures .
The Joint Cities meeting on October 29 , 1981 will be held at City
Hall at 8 : 00 P.M.
Mayor Thanepohn read a letter from the Yorkville-Bristol Sanitary
District informing the City of a letter from the IEPA regarding
the plant being put in the critical review status .
Alderman Beach moved to approve REsolution #75-1981 setting Halloween
Trick or Treat hours on October 31 , 1981 from 5 : 00 P .M. to 8 :00 P.M. ,
seconded by Alderman Harker . Motion carried 6-0 .
The Liquor Ordinance and the amendment passed on the October 8 , 1981
meeting to the ordinance were discussed . Alderman Beach moved to
authorize Attorney Dickson to draw up an amendment to the Liquor
Ordinance to delete the world "Monday" and add the word "Sunday"
to section A. and delete Section D entirely , for Package. Liquor
Stores only. Motion was seconded by Alderman Dollman . Roll call vote
was taken as follows :
Harker - Aye Dollman - Aye Tilton - Aye Simmons - Aye
Jennings - Aye Beach - Aye
Motion carried 6-0 . Aldermen York & Pierce were absent from voting .
Mayor Thanepohn received a letter from IDOT confirming the Federal
Highway Administration ' s approval of the preliminary plans and cost
estimates of the new proposed library .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
on the meeting of October 15 , 1981 . Vicki Dietmeyer was guest speaker
from the Dept . of Commerce & Community Affairs . She passed out a 40 page
questionaire designed to stimulate community & ecohomic growth . She
will pick them up when completed in November and have a report ready
in December regarding the contents of the questionaire .
Attorney Dickson gave a report on HB4420 .
Alderman Jennings reported the Farmer ' s Market was dwindling due to
it being the end of the harvest season . One seller reported a complaint
on the portable restrooms located behind the monument . They will be
moved next year to a different location .
A few more T-shirts were sold at the PTO craft show.
Hallmark is in process of opening a store in Countryside Center .

PLAN COMMISSION - Alderman Simmons reported the next meeting will be
Tuesday, October 27 , 1981 providing there is an agenda for the meeting .
PARK COMMISSION & TENNIS COURTS - Alderman Beach read the minutes from
the Park Commission meeting of 9/21/81 .
BEECHER COMMUNITY CENTER - Alderman Dollman distributed a list of
furnishings submitted by Mrs . Austin for furniture & equipment needed
to furnish the Beecher Building that will be used for advertising for
bids . Discussion followed . The list will be further broken down
by Mrs . Austin and Administrative Assistant Madden and then submitted
to Attorney Dickson to prepare the bid advertisement and specifications
list to be presented at the November 5 , 1981 meeting . Alderman Dollman
moved to authorize Attorney Dickson to prepare a bid notice and
specifications for the furniture and equipment for the Beecher Community
Building ,upon receipt of the necessary information from Mrs . Austin ,
to be approved for bid letting by the November 5 , 1981 meeting/of the
City Council , seconded by Alderman Harker . Roll call vote was taken
as follows :
Beach - Aye Harker - Aye Dollman - Aye Jennings - Aye
Simmons - Aye Tilton - Aye
Motion carried 6-0 . Aldermen York & Pierce were, bsent from voting.
Treasurer Merkel was requested to submit a detailed report of the
Beecher Fund at the next meeting .
Alderman Dollman requested a Committee meeting immediately following
the regular City Council meeting adjournment regarding Public Property
& Buildings .
Discussion was held regarding the funds being held for specific kinds
of donations . Mayor Thanepohn assured the Beecher Community Center
Committee that all pledges for specific kinds of
donations will be honored by the City Council .
SCHOOL COMMUNITY - Alderman Tilton reported that he has attended
two meetings and rough plans for the Game Farm property have been
drawn .
SENIOR COMMUNITY - Mayor Thanepohn gage Mrs . Austin an information
list on the Senior Olympics .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons requested a meeting following
adjournment due to not being able to hold the regularly scheduled
committee meeting on October 29 , 1981 .
STREETS & ALLEYS - Alderman Simmons reported the E . Van Emmon Street
Project bids were opened on October 19 , 1981 at 2 : 00 P .M. at the
Water Tower . They were tabulated and checked and found to be correct.
Upon recommendation of the Engineer ' Baxter & Woodman , Inc . , Alderman
Simmons moved to accept the bidj�an award the contract to Aurora Black-
top subject to their being able to begin the project as soon as possible
weather permitting , project to be paid out of M.V.T . funds . Motion
was seconded by Alderman Tilton . Roll call vote was taken as follows :
Beach - Aye Simmons - Aye Tilton - Aye
Dollman - Aye Jennings - Aye Harker - Aye
Motion carried 6-0 . Aldermen York & Pierce were absent from voting .
Alderman Beach requested that the press make it known to residents
that there is an Ordinance regulating the burning of leaved in approved
containers and burning in streets will no longer be permitted .
John Bazan will begin moving trees as soon as possible to the designated
sites as spotted.
FINANCE - Alderman Jennings reported on the status of State .Income
Tax , Utility Taxes and Sales Taxes were showing a higher revenue for
the month .
Alderman Jennings moved to advertise for bids for gasoline for city
vehicles , seconded by Alderman Simmons . Roll call vote was taken as
follows :
Jennings - Aye Simmons - Aye Harker y Aye
Dollman - Aye Beach - Aye Tilton - Aye
Motion carried. Aldermen York & Pierce were absent from voting.

Mayor Thanepohn requested Alderman Jennings to study up on the sewer
user charge .
TREES & PARKS - Alderman Beach thanked those who helped placing trees
at the Palmer Dam, City Park & Community Center area .
Alderman Beach reported that a release by Burlington Railroad
has been signed for removal of trees on the west side of Burlington
Northern ' s right-of-way in the City of Yorkville , Illinois , no later
than November 30 , 1981 .
WATER —Alderman Tilton reported that the statistics required for the
water rate adjustments are being worked on by the Public Works Department .
Mrs . Austin reported that the Fox Valley Older Adult Services burned
their mortgage October 11 , 1981 at 3 :00 P .M.
Mayor Thanepohn reminded the Council the meeting dates in November
will be the 1st and 3rd Thursdays Thursday , November 5 , 1981 &
Thursday, November 19 , 1981 .
Alderman Jennings moved to adjourn the meeting , seconded by Alderman
Harker. Motion carried 6-0 .
