MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON NOVEMBER 5 ,
1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the Council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Ward 1 - Beach - Absent Ward 2 - Tilton - Present
York - Present Harker - Present
Ward 3 - Dollman - Present Ward 4 - Simmons - Present
Pierce - Present Jennings - Present
A Quorum was established .
The reading of the minutes from the October 22 , 1981 meeting was waived.
Alderman Tilton moved to approve the minutes as presented , seconded by
Alderman Jennings . Motion carried 7-0 .
The reading of the bills was waived . Alderman Jennings moved to
authorize payment of the bills presented , seconded by Alderman Harker .
Roll call vote was taken as follows :
Jennings - Aye Dollman - Aye Tilton - Aye York - Aye
Simmons - Aye Pierce - Aye Harker - Aye
Motion carried 7-0 . Alderman Beach was absent from voting .
Alderman Jennings moved to authorize the Merchants National Bank to
make payment for the following bills :
Commonwealth Edison Co. - $4 . 49
Hydronic Supply Co. - $487 .00
Motion was seconded by Alderman York. Roll call vote was taken as
follows :

Jennings - Aye Harker - Aye Pierce - Aye
Motion carried 7-0 .
ATTORNEY' S REPORT - Alderman Tilton moved to pass ORDINANCE #1981-11
Amending An Ordinance Concerning Alcoholic Liquors , seconded by Alderman
Simmons . Roll call vote was taken as follows :
Simmons - Aye York - Aye Pierce - Aye Tilton - Aye
Dollman - Aye Jennings - Aye Harker - Aye
Motion carried 7-0 , Alderman Beach was absent from voting.
This Ordinance makes is permissable for Package Liquor License Holders
to operate on Sunday mornings beginning at 7 : 00 A.M .
Alderman Simmons moved to pass ORDINANCE #1981-12 Prohibiting Extensions
of Driveways into Streets within the United City of the Village of
Yorkville , seconded by Alderman Jennings . Roll call vote was taken as
follows :
York - Aye Jennings - Aye Pierce - Nay
Dollman - Aye Harker - Aye Simmons - Aye
Tilton - Aye
Motion carried 6-1 . Alderman Beach was absent from voting.
MAYOR' S REPORT - Mayor Thanepohn reported on the Joint Cities Meeting
held October 29 , 1981 .
Mayor Thanepohn reported the Traffic Signal problem has been resole fed.
CITY CLERK - Clerk Erickson reported that 8 liquor licenses have been
issued bringing in a total of $2 ,925 in fees .
Clerk Erickson thanked the City Council for allowing her to attend the
Municipal Clerk ' s of Illinois Institute for 3 days of training and
update of new material to incorporate into the duties . of the clerk .
Bid notice date for the Beecher Building regarding furnishings &
equipment is to be 11/24/81 at 2 : 00 P .M. for opening of bids . The
kitchen cabinet bids will be opened 11/24/81 at 10 : 00 A.M. Alderman
Jennings moved to approve publication of said bid notice , seconded by
Alderman York. Motion carried 7-0 .
Alderman Jennings moved to approve the Treasurer ' s Report , seconded by
Alderman Simmons . Motion carried 7-0 . Mayor Thanepohn noted the budget
was almost on target at the half-fiscal-year point . Alderman Tilton
requested Treasurer Merkel to add on a column to include the funds that
have been committed but not yet expended .

POLICE REPORT - Alderman Dollman moved to approve the Police Department
Reports , seconded by Alderman York . Motion carried 7-0 .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
the T-shirt project should break even and that there are approximately
35 T-shirts left .
The new Hallmark Store at Countryside Center is now open .
PLAN COMMISSION- The October meeting of the Plan Commission was
cancelled due to lack of agenda. The next meeting is scheduled for
November 24 , 1981 at 7 : 30 P.M.
BEECHER COMMUNITY CENTER - Lawrence Gardner ' s duties in connection
with the scheduling of the building have been turned over to Admini-
strative Assistant Madden .
Discussion was held on the needed soffit and also cabinets for
the arts & crafts room storage area. ' is can possibly
be done by the Public Works Dept . and the City can do the drawings
for it and save money on engineering fees . Alderman Dollman moved
to approving to submit an extra change order for the soffit to obtain
a price & structure plans and to bring it back to the City Council
for further approval . Motion was seconded by Alderman Jennings . Motion
carried 7-0 .
SCHOOL COMMUNITY - Alderman Tilton reported on a discussion with
Dr . Scholle regarding the revised proposals on the Game Farm Property .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce reported
the next meeting will be November 19 , 19811,
KENDALL FAMILY & YOUTH SERVICES - Alderman Pierce reported there were
problems with some of the programs due to the cut in funding .
OLD BUSINESS - Alderman Dollman moved to a ov
re payment of 40
additional hours in adminitration fees n�aScordance7with the
architect contract to Clarage & Associates and to forward the bill
to the IDOT for review , seconded by Alderman Tilton . Roll call vote
was taken as follows :

Motion carried 7-0 . Alderman Beach was absent from toting .
The final plans for the proposed library were submitted by James Clarage
and reviewed by the City Council . Alderman Jennings moved to approve
the final plans as presented by Clarage & Associates and submit them
to the state and on to the federal offices for approval , seconded by
Alderman Pierce . Roll call vote was taken as follows :

Tilton - Aye
Motion carried 7-0 , Alderman Beach was absent from voting .
NEW BUSINESS - Two bids for the new 1982 Police Squad Car were received
and read as follows :

Alderman York moved to empower the Police Committee to review the bids
an award to the lowest bidder meeting the specifications , seconded by

Motion carried 7-0 . Alderman Beach was absent from voting .
COMMITTEE REPORTS
STREETS '& =ALLEYS - Alderman Simmons reported that the E . Van Emmon St .
project has been started .
FINANCE - Alderman Jennings called a committee meeting for November 11 ,
1981 at the Water Tower at 7 : 30 P .M .

Alderman Jennings reported on a letter received from Mary Thomas , Librar-
ian thanking the City Council for passing the . 02% Tax Levy for Equipment
for the Library and asking for action on the . 05% Tax Levy for establish-
ment of a working cash fund . Mayor Thanepohn stated he will be meeting
with Mrs . Thomas regarding the subject matter .
Alderman JEnnings reported that Park Director Heth has requested
re evaluation arid reclassification of her job . Judgment will be
reserved until a job evaluation report has been completed by Director
Heth .
POLICE - Alderman York requested a short committee meeting following
the regular meetings adjournement.
There is also a meeting November 12 , 1981 at 7 : 00 P.M .
FUTURE PLANNING - Alderman Pierce reviewed the priorities set up
by the committee for future projects for the City.
HEALTH & SANITATION - Alderman Pierce reported that Officer Millen
is finalizing his weed control report and they are looking into
permanent spraying of weeds as a means of control that would fall
within the guidelines of the E . P .A.
PUBLIC PROPERTY & BUILDINGS - Alderman Tilton presented the Proposed
Yorkville Community Center & Athletic Fields plan to the City Council
with discussion following . Alderman Dollman moved to approve the
plan and forward it to IDOC for approval by the department , seconded by
Alderman Jennings . Motion carried 7-0 .
A boat accessibility area to be funded by the state was discussed .
Mayor Thanepohn will convey to Rep. Hastert the Council ' s negative
reaction to the project .
WATER - Alderman Tilton reported that Administrative Assistant Madden
is still looking into a safety harnes to be used to inspect the inside
of the water tower .
Alderman Dollman moved to adjourn the meeting , seconded by Alderman
Harker . Motion carried 7-0 .
