City Council Minutes 1981 11-19-81 ( 145) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON NOVEMBER 19 , 1981 . Mayor Thanepohn called the meeting to order at 8 : 00 P .M . and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson was requested to call roll . Present were : Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman Tilton Pierce Ward 4 - Jennings Simmons Alderman York was absent from Ward 1 . A quorum was established . The reading of the minutes from the November 3 , 1981 meeting was waived . Alderman Tilton moved the minutes be approved as presented , seconded by Alderman Jennings . Motion carried 7-0 . The reading of the bills was waived . Alderman Dollman moved to authorize payment of the bills presented , seconded by Alderman Tilton . Roll call vote was taken as follows : Jennings - Aye Dollman - Aye Tilton - Aye Simmons - Aye Pierce - Aye Harker - Aye Beach - Aye Motion carried 7-0 . Alderman York was absent from voting . Alderman Dollman moved to authorize the Merchants National Bank to make payment for the following bills : Perkins Builders, Inc . ( Payment #7) - $ 121 , 386 . 00 Baxter & Woodman , Inc . (Sewer Eng . ) - 1 , 521 . 25 Motion was seconded by Alderman Simmons . Roll call vote was taken as follows : Jennings - Aye Pierce - Aye Dollman - Aye Harker - Aye Simmons - Aye Tilton - Aye Beach - Aye Motion carried 7-0 . Alderman York was absent from voting . Attorney Dickson reported that he is holding discussions with Trust Officer of the Beecher Building funds to see if the $20 , 000 maintenance funds can be used in any other way since the building will be maintained by the/City on completion . ATTORNEY ' S REPORT - Attorney Dickson requested an Executive Session regarding litigation following the regular meeting . Alderman Dollman moved to authorize payment of the pro rata share of the 1981 tax bill for the property donated to the City by F . S . adjacent to the Glen D . Palmer Dam property in the amount of $181 . 80 . Motion was seconded by Alderman Jennings . Roll call vote was taken as follows : Tilton - Aye Beach - Aye Pierce - Aye Harker - Aye Jennings - Aye Dollman - Aye Simmons - Aye Motion carried 7-0 . Alderman York was absent from voting . MAYOR' S REPORT - Mayor Thanepohn reminded the Council the meeting dates in December are the first Thursday , December 3 , 1981 and the third Thursday , December 17 , 1981 . CITY CLERK - Clerk Erickson reported receiving a Petition signed by 49 registered voters requesting a referendum on the question of levying a . 02% tax pursuant to the Resolution adopted by the City Council on October 8 , 1981 for equipment for the library , and that it be submitted to the voters in the next scheduled election . Clerk Erickson will certify the Petition for Referendum to the Kendall County Clerk to be placed on the ballot for the March Primary . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported on the Festival Committee Meeting . There is another meeting scheduled in two weeks . BEECHER COMMUNITY BUILDING - Alderman Dollman moved to extend the Beecher Building Advertisement for Bids notices to December 10 , 1981 at 10 : 00 A . M . for the Kitchen Cabinets and 2 : 00 P . M . for the Furnishings and Equipment , seconded by Alderman Pierce . Motion carried 7-0 , Alderman Dollman moved to designate Elden Madden as agent to pursue a grant for furnfshingsto the Beecher Building Senior Citizen Center , seconded by Alderman Jennings . Motion carried 7-0 . ( 146) Page 2 November 19 , 1981 SCHOOL COMMUNITY - Alderman Tilton reported the athletic fields concept plans are in the hands of the IDOC Director for approval . KENDALL FAMILY AND YOUTH SERVICES , - Alderman Pierce reported that there is a question on whether or not the LEAP program will be funded again this year . KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce reported that there will be no regular business meeting until January 21 , 1982 . OLD BUSINESS - Upon recommendation by the Engineers , Baxter & Woodman , Inc . and qualification by the bidder , Alderman Dollman moved to award the Beecher Building Sewer Project to the low bidder , Nagel Excavating Company for $ 18 , 800 . 00 , seconded by Alderman Pierce . Roll call vote was taken as follows : Jennings - Aye Pierce - Aye Dollman - Aye Harker - Aye Simmons - Aye Tilton - Aye Beach - Aye Motion carried 7-0 . Alderman York was absent from voting . COMMITTEE REPORTS BUILDING & ZONING - Alderman Simmons requested a committee meeting on December 10 , 1981 at 8 : 00 P . M . at the Water Tower . STREETS & ALLEYS - Alderman Simmons reported the E . Van Emmon Street job has been completed . FINANCE - Alderman Jennings reported on the November 11 , 1981 committee meeting . The 6-Cities Group Insurance program was discussed . Alderman Jennings called for an Executive Session following the meeting regarding personnel . Alderman Jennings reported receiving a letter from University of Illinois thanking the City for sending the City Clerk to the Municipal Clerk ' s Institute and asked for continued support . POLICE - Alderman Jennings reported the mileage policy for trade- in of squad cars will be reviewed and changed accordingly . Alderman Jennings reported that the 1982 Police Squad purchase was awarded to low-bidder , Westphal Chevrolet for $9 , 533 . 00 . TREES & PARKS - Alderman Beach reported that Mr . Bazan has not received the equipment needed to move the trees as expected . The Girls Sebuts have requested to move the trees from the Burlington right -of-way to the City Park where the stakes are located . FUTURE PLANNING - Alderman Pierce reported that the new Ambulance District has rented the old Wholesale Tire building on Rt . 47 for their headquarters beginning December 1 , 1981 . LIBRARY BOARD - Alderman Beach reported on the meeting on November 12 , 1981 with the City t Library Board,. The plans for the new proposed library are in the hands of the state now for approval with a few minor changes to be made suggested by the Library Board . Library Board minutes will now be sent to all aldermen to provide better communication . Alder- man Beach will report any pertinent information from the City Council to Library Board Chairman , Barry Mason . The meeting was adjourned into Executive Session regarding litigation and personnel . The regular meeting was reconvened . Alderman Dollman moved to direct Attorney Dickson to settle the Getto Case , seconded by Alderman Jennings . Roll call vote was taken as follows : Pierce - Aye Beach - Aye Harker - Aye Dollman - Aye Jennings - Aye Tilton - Aye Simmons - Aye Motion carried 7-0 . Alderman York was absent from voting .
