MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON
DECEMBER 3 , 1981 .
Mayor Thanepohn called the meeting to order with the Pledge of Allegiance
to the Flag at 8 : 00 P . M .
Clerk Erickson called roll :
Ward 1 - Beach Ward 2 - Tilton Ward 3 - Dollman
Pierce
Ward 4 - Jennings
Simmons
A quorum was established . Aldermen York was absent from Ward 1 and
Alderman Harker was absent from Ward 2 .
MAYOR ' S REPORT - Mayor Thanepohn read a letter from Dr . Kenney of the
Illinois Dept . of Conservation stating that he likes the general concept
of the Athletic Field Plan and the fact that it is near the Community Center
and proposed new library .
POLICE - Alderman Dollman moved to approve the Police Department reports ,
seconded by Alderman Jennings . Motion carried 6-0 .
Alderman Jennings moved to approve the waiving of the reading of the
minutes from the November 19 , 1981 meeting and approve the minutes as
presented , seconded by Alderman Pierce. Motion carried 6-0 .
ADMINISTRATIVE ASSISTANT - Alderman Jennings moved to approve the
Library Addendum for the agreement between the City and the State
of Illinois extending the time to June 30 , 1982 to allow time for
advertising for bids for the new library . Motion was seconded by
Alderman Beach . Roll call vote was taken as follows :

Tilton - Aye Simmons - Aye Dollman - Aye
Motion carried 6-0 . Aldermen York & Harker were absent from voting .
Alderman Jennings moved to approve James Clarage ' s request to revise

ember 30, ; 581 „
Motion was seconded by Alderman Pierce . Roll call vote was
taken as follows :

Dollman - Aye Tilton - Aye Pierce - Aye
Motion carried 6-0. Aldermen York & Harker were absent from voting .
The City will be reimbursed by the state for this amount .
Alderman Simmons moved to approve the Administrative Assistant ' s
reports , seconded by Alderman Pierce . Motion carried 6-0 .
BEECHER COMMUNITY BUILDING - Alderman Dollman reported that the
soffet plans for the Beecher Building will be ready by Monday for the
general contractor .
Administrative Assistant Madden will request a letter from the architect
stating that the roof load meets the code for the Beecher Building .
Administrative Assistant Madden will follow-up on securing a Certificate
of Insurance and proof of coverage of Architect , Leo Anderson , regarding
the Beecher Building .
SCHOOL COMMUNITY - Alderman Tilton reported that he has spoken with
a representative from the Land & Water Dept . of Conservation regarding
application for a grant . All funds have been cut off , but the represen-
tative encourged the City & School District to develop a grant proposal
for development of the property . Regarding the pool facility , state
guidelines provide for outdoor facilities only . The representative
suggested getting in touch with representative and having them speak
up for the issues and proposals . Alderman Tilton requested the City
subscribe to the I . A. P . D . newsletter .
NEW BUSINESS - Clerk Erickson opened the sealed bid received for
gasoline for city vehicles from Kendall Grundy F . S . Inc . Alderman
Jennings moved to award the bid for Gasoline for city vehicles to
Kendall Grundy F. S . , Inc . as follows :

Motion carried 6-0 . Aldermen York & Harker were absent from voting .
Company will allow City to fill on 24 hour basis at station and use regular
billing system which is payable 30-60 days .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reported there is a committee
meeting Thursday at 8 : 00 P .M . at the Water Tower .
Discussion was held on the 2 burned out houses on W. Washington St .
& Dickson court . Attorney Dickson stated they are repairable and
cannot be demolished by the City .
FINANCE - Alderman Jennings reported that Alderman Tilton has the
job description and is reviewing them at present .
TREES & PARKS - Alderman Beach thanked the Yorkville Girl Scout Troop
T7 for planting 2 trees in the city park.
LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Beach reported that hook-
ups have begun on the south side of the river.
Alderman Harker arrived at 9 : 05 P . M .
LIBRARY BOARD - Alderman Beach reported that the Library Board requested
a correction be made by the Aurora Beacon news regarding the statement
made that the City Treasurer ' s office will now have the responsibility
of paying the bills for the library since the matter has not been acted
upon by the library board and that the City has only offered to do the
book-keeping for the library .
Jack Friel of Morgan Street asked several questions pertaining to
the proposed Athletic Field Plans as to facts vs . misconceptions of
the public . Mayor Thanepohn stated that to date no definite plans
or commitments have been made , but that the Department of Conservation
would need a plan to approve for the land leased from the State of
Illinois . Administrative Assistant Madded added that part of
the lease agreement with the state was that the plan would be worked
out in conjunction with the school district . Mr. Friel asked that
the public be kept informed of any new developments in the project and
be given a chance to respond to them.
NEW BUSINESS ( con ' t) . - Alderman Jennings requested Attorney Dickson
draw up a Resolution commending and congratulating Yorkville High
School football team and coaching staff upon reaching the semi -finals
of the Class 3-A Illinois High School Association State Football
Tournament .
Alderman Jennings requested Attorney Dickson draw up a Resolution
congratulating Yorkville High School ' s head football coach , Mr .
B . J . Luke , upon being named "Coach of the Year" by the Aurora Beacon
News .
Alderman Jennings moved to adjourn the meeting at 9 : 30 P .M . , seconded
by Alderman Pierce . Motion carried 7-0 .
