Subject: ITEP Funding/KKCOM Funding
Per the request of the ITP Task Force Committee, I have prepared this memo regarding funding
for the trail based on the ITEP grant and the KKCOM request for funding.
Engineering Enterprises, Inc.,prepared the engineer's estimate of probable cost for the ITEP
grant. They have much of the roadway design for Kennedy Road completed, and are aware of the
project costs. It is required however to include Phase I Engineering in the federal ITEP grant
because they have to go back and prove that the previous design completed is acceptable. In
addition, Phase I and Phase II engineering will be required for the railroad crossing and stretch
from Route 47 to Christy Lane, which neither are included in the Kennedy Road project.
Phase I and II Engineering could take 2-3 years, and would cost a total of$237,800. The City's
share would be approximately $47,560.
After engineering, any Right-of-way acquisition would need to be negotiated. Joe Wywrot is
currently working with the Reck family acquiring ROW of one parcel. Another parcel needing
additional ROW would include the Grande Reserve parcel west of Bristol Ridge Road. If the
Kennedy Road project would move forward, the benefit to the property owner in not having to
complete road improvements would aid in acquiring the additional ROW,perhaps at no cost.
There is $28,000 estimated in the ITEP project, $14,000 of which is the City's share. There is a
possibility that none of this will have to be spent.
Construction is the most expensive part of this project. Currently the trail construction is
estimated at$1,320,300, and construction engineering at $158,500. The City's total share is
approximately $295,760.
The Kane/Kendall Council of Mayors Surface Transportation Project application is for funding
the roadway improvements,which includes the trail. The funding request was for approximately
$2.5 million. Approximately 75% of the design is already complete. This project is from Christy
Lane to Galena Road and does not include a pedestrian railroad crossing, so it is slightly
different from the ITEP grant, but does overlap. The construction funds projected to be spent in
FY 2015, which overlaps with the ITEP grant funding. These two projects will complement each
other, however, so giving an exact cost breakdown would require analyzing project scopes,
estimated costs, and verification that we will receive KKCOM funding.
An outline of the costs of the ITEP grant are as follows:

** Dependent upon Bike Path Project grant funding and receipt of additional funding, this could
be reduced by 50%to $147,880.
This project would potentially cost the city anywhere from $209,400 to $357,320, depending on
if another grant is received, and assuming that it is not part of the KKCOM project. The funding
could be reduced by the KKCOM funding, however, that should be determined by the
engineering company that would design both projects simultaneously. In addition, the KKCOM
funding and the ITEP funding are both federal projects, therefore, we would have to verify if any
money could be used to reduce the City's share.
