RE: Historical Street Name Nomination
Jeffrey Dwayne Collman
In response to your January 25, 2005 memorandum regarding the form you
received for the referenced individual, please do NOT process this nomination. I
discussed your concern regarding your receipt of the form with the Human
Resources Commission. Commission members were also concerned that the form
was incorrectly placed in your mailbox and agreed that the entire process needs to
be reviewed-
To date, Mr. Collman has not been recommended by the Human Resources
Commission. His nomination is still being discussed.
The Commission would greatly appreciate your attendance at the next HRC
meeting scheduled for Thursday, March 3'd at 5:45 p.m. in the Police
Department's conference room. Your "hands on" experience would assist in
reviewing the established procedures; current forms being utilized; and, examining
the entire process of the Historical Street Naming procedures.
Please let me know if your schedule permits you to attend this meeting. We have
several new members serving on the commission that are not familiar with the
process. If you are able to attend the meeting, please bring 10 copies of all forms
and written procedures that are currently being utilized for members.
I would like to thank you for questioning the referenced form that was incorrectly
placed in your mailbox.

I received a phone call today from Penny Falcon the daughter of Charles Baird. She was inquiring on the
status of her father's name being chosen as a Historical Street Name in Yorkville. His information is
presently in the new nominees book. From what I can tell no action has taken place on whether he has
been approved, rejected or if we need more information. Consequently, I am resubmitting all of his
information to the Committee for another review. Please review and let me know how you would like to
proceed. I did tell his daughter that I would let her know of her father's status as soon as possible.
Thank you

United City of Yorkville
804 Game Farm Road
Yorkville, IL 60560
Dear Committee Members:
Please accept the enclosed nominations, for consideration, to be honored
by naming a street for them.
I have also enclosed a list of men who were killed or died in the service of
their country who lived in or near Bristol or Yorkville. With the exception of the
Civil War list, all those named had a Bristol or Yorkville postal address and the
majority actually lived in one of the two villages.
Since the population of Kendall County was mainly rural during the time of
the Civil War, the Civil War list is more difficult to interpret. All of the men
included were credited by the Illinois Adjutant General's Office as residing in
Bristol or Kendall Township. Some of the names are readily recognized as Bristol
or Yorkville families. Others probably resided on nearby farms.
Sincerely,
Elmer Dickson
Charles Baird and James Stark, en route to Greyley, Mich.,for skiing, were
forced to turn back because of drifting snow.
Kendall County Record, January 21, 1965
It's been more than a year since I received a phone call from Yorkville's
City Hall with a request for information about my father, Charles Baird, in
regard to a nomination by Elmer Dickson to have a street named in his
honor. After setting the request aside for some time, I finally decided it was
time to dig into the past. It took much longer than I realized to research my
father's history, and even after all this time, I am afraid there are lots of
gaps.
I thought it would be easy to tell you who my father was. He was born on
Nov. 16, 1930, in Albia, Iowa and grew up there. He had one older sister,
Rosemary. His mother, Ruth, died when he was a young man and his father,
Wiley Baird, married Iolet some years later. My dad served in the Army
during the Korean War, from Jan. 24, 1951 to Jan. 12, 1953, according to
the Soldiers Discharge Records kept in Kendall County. He was in
Company K, 85th Infantry, 10th Infantry Division, First Platoon. He received
an honorable discharge, the Korean Service Medal and the United Nations
Service Medal for his duty. While serving, he worked in the Tokyo
Ordnance Depot, 603'd Ord. B.A. & F.C. Co. Watch Repair Section.
Upon his return, he came to Elgin Watchmakers College to study
watchmaking. This is where he met my mom, who was a secretary at Elgin
National Watch Co. Plant 2. My mom, Nancy Ballsmith, said he showed up
at her home one day and she thought he was the Fuller Brush man. She told
him she wasn't interested in buying anything and sent him on his way. Only
later did she learn he was the same man who had called earlier to see if she
would accept a date. When I was growing up, my dad liked to tell people
they met at a bar, just to rile my mom.
My mom was engaged to marry another man when she became friends with
my father. It was quite the scandal when she broke her engagement and
began her courtship with my dad. He was that charming. They married in
Elgin on Nov. 6, 1954.
After marrying, my parents came to Batavia, where my dad worked as an
assistant at a jewelry store. When Harry Crawford, who also was postmaster,
put his jewelry store up for sale in Yorkville, my father answered the ad. He
took over the store in 1956, and my parents and older brother, Bill, moved
into the apartment over the store, on Bridge Street.
Charles Baird of Batavia has purchased the Crawford Jewelry Store and is
now operating it as Baird' Jewelry store. We welcome this new merchant to
Yorkville. Mr. Baird is married and there is one child in the family. Formerly
employed at Larson's Jewelry in Batavia, the Bairds plan to move to
Yorkville as soon as possible. Mr. Baird invites you to drop in and get
acquainted with him and his various brands of merchandise.
Kendall County Record, Sept. 6, 1956
I came on the scene in 1957; my younger brother, Dan, in 1958.
Girl for the Bairds: Mr. and Mrs. Charles Baird of the Baird Jewelers are
the parents of a girl, Penny Sue, born Sunday at the Copley Hospital in
Aurora. Brother Bill Baird is eager to meet his new little sister.
Kendall County Record, June 6, 1957
We lived on Fox Road in the house next to Mr. Crawford's farm until I was
3. Then we moved to 901 Adrian Street, in a new subdivision on the edge of
farmland and unfettered prairie.
When I was growing up, there were always kids at the house. My dad
helped us build a fort on stilts of wood at the edge of our house lot and all
the neighbor kids worked to make it their own. The fort was the site of many
good-natured fights between the kids on Adrian Street and those on
Elizabeth Street (the two streets were separated by a creek and prairie),
As they grew into their teens, my brothers were always into some sort of
mischief and my dad took to listening to the police scanner at night to see if
they were giving the police trouble. More than once, I heard him sigh as one
of their names was announced on the intercom. My dad was determined to
keep the upper hand and could outrun my two brothers until they were well
in their teens, driven mostly by the sheer will of being able to say he could.
My dad turned our garage - and our crawl space - into mechanics' shops so
he could build an airplane, then later taxied the experimental aircraft down
the block on Adrian Street to test it. He loaded it on the back of a trailer and
we kids climbed on dressed as characters from Charlie Brown for one of the
city parades. Then he took the airplane to a nearby landing strip, where he
gave it its first test run. The landing gear failed on landing, and he "bellied"
the craft; he later repaired the plane and received his Experimental Aircraft
Association certificate. My dad owned several airplanes in his lifetime, and
would fly us to different cities in Illinois, Indiana, or Wisconsin, on Sunday
mornings to eat.
Our garage often became an impromptu building site for many of the floats
we entered in town parades. It also was often decorated with crepe paper for
parties, as neighborhood parties were the norm back then. We were always
having parties when I was a kid, and my dad would haul picnic tables on the
back of his yard tractor to the different houses so we could celebrate. When
we were little he would drive us and the neighbor kids around in wagons
behind the lawn tractor. And in the winter, he would tie sleds to the back
and drive us around.
Ever the inventor, he got so tired of hearing my mom complain that we were
running in and out of the house for drinks of water that he installed a water
fountain on the back porch of our home. He always was tinkering with
something to see how it worked, or putting it back in working order.
My dad always had the spirit of adventure, whether it was as a young man
when he raced cars, or as an adult with his planes or sports cars. He also
owned a speed boat and would break waves on the Fox, the same river he
pulled a lifeless body from after word reached merchants in downtown
Yorkville one day that someone was drowning by the dam.
My dad had a strong sense of fairness and would take a Barlow knife and
cut the last piece of B & W pizza into equal portions so everyone could say
they got the last bite. He collected older Corvettes, restoring each one to its
original luster, then begrudgingly selling it so he could restore another one.
When Jack Purcell approached my dad in the early 1970s with a proposal to
move his jewelry store from Bridge Street to a new shopping center to be
built on the corner of routes 34 and 47, my dad signed on. His store was
among the first to open at Countryside Shopping Center in December of
1972.
He grew pine trees in the extra lot that separated our home from that of Dr.
Joe Gruber and his family. He loved the feel of wood but stopped short of
becoming a woodcarver. He admired that quality in others and collected
small jars carved from wood, seeking out the ones with more pronounced
circles of grain.
His favorite sandwich was fried salami on Italian hard bread; the smell of
the same brings tears to my eyes to this day. He took his coffee with cream.
He rarely drank. He smoked until he was 40, then stopped "cold turkey." He
had a scar on his arm that he said he got from being bit by a pig; his sister
said he was taking a bullet apart in the basement of their Iowa home to see
how it worked when it exploded, injuring himself and making a mess of the
basement.
When my mom died in 1984, my dad re-evaluated what was important in
life. Three years later, he turned over the keys of the jewelry store to my
brothers and I so he could enjoy his remaining years. He took to boating
with his best friend, Ron Robb, who had a yacht, the Rojo, that was the envy
of all those who docked in Ottawa. In 1988, he and Ron decided to pull up
anchor and head to the Florida Keyes on the yacht. He died on Nov. 24, after
an aneurysm burst while they were traveling down the Mississippi River
near Wood River, Ill. He was only 5 8.
It's easy to tell you who my dad was, in terms of spirit and determination.
But when it comes to trying to list his involvement in organizations within
the community I feel woefully inadequate. For all my father was to me, I
never saw reason to learn about who he was outside of our home. When the
request came from the City, I took to spending my Sunday afternoons
reading past issues of the Kendall County Record in search of stories with
his name. I stopped reading after getting through 20 years of the weekly
newspaper.
This is what I can tell you with certainty: He was a member of the Yorkville
Lions Club, the Yorkville Business Men's Association, the Veterans of
Foreign Wars, the American Legion, and the Countryside Merchants
Association. He was elected to the Yorkville Grade School District in April
1960, receiving 122 votes in precinct 1 (tying with Charles Doetschman)
and receiving 103 votes in precinct 2 (tying with Robert Barkley).
When he ran for a second term he was defeated in his endeavor. He received
126 votes in the race. Top vote-getters were fellow incumbent Charles
Doetschman (167) and newcomer Charles Dirst(163). The fourth candidate,
Harlan Wiley, received 120 votes.
My dad was appointed to the first Kendall County Sheriff's Merit
Commission. He was on the board of directors at Yorkville National Bank.
Here is what I suspect but can find nothing to support: He was a member of
the Masons. He was involved in some capacity with the Kendall County
Health Improvement Association and was a member of the Yorkville
Chamber of Commerce. I'm sure I am forgetting something, as my dad was
not the type of person to watch the world pass by.
They say the true measure of a man comes with his words and his deeds. I
know my father left an indelible mark on the history of Yorkville. It would
be an honor to have a street named after him.

To Whom It May Concern,
I am writing this letter in regard to the article I read in the Kendall
County Record concerning the naming of new streets in the city.
My name is George Bennett and I have been teaching in the Yorkville
school system since 1973. I suggest to you the name of a man who was a
part of this county, city, and school district for over thirty years. Edward
Stumbo was the principal, a teacher, and basketball coach of Plattville Grade
School in the 50's and 60's. He-became the principal of Yorkville High
School in 1969 and in the mid-seventies he went back to teaching at Circle
Center Junior High. After his retirement he bought a townhouse in
Yorkville until his death in 1990. His widow, Marcella, now lives just
outside of Yorkville in a house in the country.
All one has to do is talk to anyone who went through Yorkville
schools when he taught here and you will hear story after story about Ed.
He loved all sports, but especially Yorkville basketball. He loved to tell
stories, be they about his life in his home state of Kentucky or his
experiences in Third Cavalry of Patton's Third Army in World War II.
He touched Wary, many lives here.
I am proud to suggest to you the name of Edward Stumbo as a
candidate for a street name in your fair city.
Respectfully,
4orgge Bennett

Dear Committee Members:
Please accept the enclosed nomination of the name, James Harkness, for
use as an historical street name in the city of Yorkville.
Sincerely,

STREET NAME NOMINATION
Person being nominated: James Harkness
Last Known Address: Yorkville(deceased)
Reason for being nominated:
James Harkness was the son of Kendall County pioneers, Andrew and Jannett
(Penman) Harkness. His mother was the half sister of Kendall County pioneer Thomas
Penman. James' farm was located on Ament Road about a quarter of a mile east of
present day Illinois Route 47. His brother-in-law John Dunn and his sister Isabella
Harkness lived on what is known today as the Ament farm placing James' faun in the
area currently being considered for development.
James Harimess was a capable and honest man.
For fifteen years he was Kendall Township Assessor.
For many years he was Treasurer of the Kendall County Fair Association.
For a significant period of time he was Treasurer of the Kendall County Horse
Owner's Protective Association.
In 1880, he was the census enumerator for Kendall Township.
In 1894, James retired from farming and moved to Yorkville.
In the early 1890's, Yorkville business and professional men worked toward the
goal of attracting manufacturing and creating jobs in Yorkville. A building was
constructed by citizen stockholders and board of directors elected to manage the
association. In late December 1891 the stockholders elected the following board of
directors.
Milton E. Cornell,James Harkness,Franklin M. Hobbs, George M.Hollenback, Luther J.
Jeter, George M. Johnson, William E. Kinnett, M. D, William R.Newton and Reuben W.
Willett
Shortly after he moved to Yorkville, James Harkness was elected to the Village
Board and v.`as appointed Chairman of the vueei and Alley Corm--nittee. ii was d'ariug ii1S
watch that the vast majority of the sidewalks, curbs and gutters were built in Yorkville, In
addition major street projects were undertaken which have lasted to the present. For
example, Van Emon Street between Bridge Street and Mill Street was higher on the south
than on the north side of the street. The extreme slope to the north created serious
problems for businesses on that side of the street. To correct the problem huge quantities
of earth were moved from the higher ground on the south side to the opposite side of the
street to level the street.
From contemporary comments published in the Kendall County Record(KCR).
The sidewalk in front of B. A. Cotton's store and along the north side of Van
Em on Street is torn up. The new walk is completed on Madison Street past the Fred Ohse
4/7/2005
residence. On Washington Street the gangs began laying cement yesterday and have
finished past the Henry Chappell residence. Monday the boys laid and completed 1680
square feet if walk, which is considered a great record for one gang. Chairman Harkness
of the Street and Alley Committee is overseeing the work. (KCR) August 1, 1906.
The old board(side) walk up the Bridge Street hill began to disappear yesterday,
when the lower end of it was removed as a starter to get ready for the new cement walk
and gutter which is to be laid on the site of the old plank walk. Teams have been hauling
gravel filling to the proposed cement walk on the north side of Van Emon Street from the
Skinner corner east to Heustis Street. This walk will be a high grade, in some places
above the floor of the shops and mills, but the cement is laid for all time, and the
buildings on this street will doubtless be replace by new and better ones in a few years.
(KCR) July 31, 1907.
I ne past week has'been devoted almost entirely to hauling filling by the Street and
Alley Committee and helpers for the new cement walks to be built in Yorkville up the
Bridge Street hill, up the Heustis hill on the west side and along the north side of Van
Emon street, (KCR)August 21, 1907.
Cement is being laid. The grade up the hill to the courthouse has been established
in a graceful curve, about afoot and a half higher than the old board walk was. Some of
the buildings will necessarily be raised to come up to the walk. The cement men began
work Monday morning, The Van Emon Street walk will be the next to be laid, the filling
having already been hauled and distributed Another steep walk will be constructed up
the west side of the Heustis Street hill, abutting the August Leifheit block, to meet the
cement walk already in use on the top of the bluff' Sand and gravel are being hauled far
the walks on the north and south sides of the street just south of Fred Bretthauer's
residence. (KCR) August 28, 1907.
All of this work was done in an era when elected officials, responsible for such
public works, were expected to be intimately involved in the management of the project.
In the "good old days"being a small town public official was a hands on experience.
Public spirited citizens spent countless hours working for the public good without
expr:;ctatloa of co-nipz—asatlon. )miles Harkness was the qui tcssentlai public ofllcial.
