CALL TO ORDER: The meeting was called to order at 6:34 pm. ESTABLISH A QUORUM: PRESENT: Chairperson Gengler, Commissioners Pat Slocum, Joan Knutson, Amy Baudouin, Jill Harker and Margene Westlund ABSENT: Commissioner Cross ALSO PRESENT: Glory Spies — Community Relations Director and Jennifer Woodrick — Engineering Dept Chairperson Gengler thanked Ms. Woodrick for attending the meeting. APPROVAL OF MINUTES The minutes of the February 17, 2010 and March 10, 2010 meetings were approved as presented. NEW BUSINESS 1. Ideas for Fundraising I Charitable Events Ms. Spies stated that her vision for the committee is to have some type of fundraising event that would make a difference in the community. Commissioner Harker agreed and stated that she feels that the Historic Street Naming Program is not something that is making the community a better place. Her suggestion is to hold a day long community "Lend a Hand Day". This would involved gathering volunteers and helping to do repairs and volunteer work at locations like the food pantry, churches, the historical society, non-for-profit organizations, schools, etc. We could work on gathering lists of things that need to be done at the various locations. After the event, the committee could hold a picnic for those that helped out. Ms. Spies stated that the senior center has a deficit in their meals program and suggested a fundraiser to help them raise funding. She also suggested having a community meal for those in need at a time other than the holidays. 1 Ms. Spies stated that she and Commissioner Harker attended a Community Task Force meeting at the high school. They want to be proactive and help with community problems. Another suggestion they thought of as a result of attending the meeting was a program to get kids off the streets and off drugs. Discussion took place regarding the committee's ability to raise funding. Ms. Spies stated that the committee would need some money to start in order to hold events to raise money. She stated that Betty at the Beecher Center could assist with start up funds to hold a fundraising dinner. When funds are raised, then the committee to ask Susan Mika to add a line item to the budget for Community Events. The committee members were asked to email their suggestions to Ms. Spies of Chairperson Gengler so they could be added to the next agenda for more discussion. OLD BUSINESS L Historical Street Naming Application Revisions Commissioner Slocum stated that she revised the information based upon discussion at the last meeting. She is seeking feedback regarding the form and comments from Ms. Woodrick regarding the letters. Ms. Woodrick stated that she feels that both the nominee and nominator should be notified after a name has been approved or not approved. She stated that she could handle that, but feels that the notification should come from this committee. Ms. Spies stated that form letters are already on her computer and are from either the City Council or this committee. Ms. Woodrick stated that the City of Yorkville is changing quickly and becoming a new, young town. She is concerned that the historic figures from Yorkville are passing and wants to get as many of the names on the list in order to keep some of that history alive. For example, she stated that the area was known as The Flats and that there were many native American Indians here. When some were married, they feared being massacred, so they would hide here in order to stay alive. With regards to the form, Ms. Woodrick stated that the resolution regarding this program states 1 name in a subdivision much be chosen from the list.. Additionally, there is a maximum number of letters and spaces of 19. The Public Works Department is against using honorary names. Commissioner Slocum will revise the form to mirror the City's resolution, then it can be sent to the City Council for approval. Other comments from Ms. Woodrick were that street names should chosen by developers should have similarity to existing streets. She also commented that if the guidelines are too stringent, she feels that the City will find themselves in the same predicament they are in now. 2 The packets of nominated street names will be placed on the next agenda for review. 2. Government Day Update Chairperson Gengler stated that he hasn't received new information from Mr. Dunn, but he will contact him to make sure that the event will go on as scheduled. He was asked to inform Mr. Dunn to contact Ms. Spies as soon as possible. Suggestions for debatable issues were the landfill, widening of Route 47, empty buildings on Route 47, raising taxes, and ideas for fixing the downtown area. Ms. Spies stated that she would need some volunteers here to assist. The committee members asked that once the dates and time are set, to let them know so they could determine when and where people needed to help out. 3. Kendall Cares Clinic - Discussion Commissioner Westlund stated that volunteer advocates are still needed for this event on May 1, 2010. There are over 400 volunteers but more are needed. They are specifically in needed of doctors and lawyers. She will ask about specific types of volunteers and when the training will be held and then send that information to the group. CALL TO ORDER: The meeting was called to order at 6:33 pm. ESTABLISH A QUORUM: PRESENT: Chairperson Gengler, Commissioners Amy Baudouin, Jill Harker, Margene Westlund and Judy Burks ABSENT: Commissioners Cross and Knutson ALSO PRESENT: Val Burd - Mayor, Joe Plocher- Alderman (liaison) Chairperson Gengler stated that the purpose of the meeting was to tackle the street naming process and applications that have been submitted. MAYOR'S REPORT Mayor Burd stated that Government Day was a success. The students held a mock City Council Meeting that last 3 hours. She hopes to have the tape of it put on the City website. The student acting as the attorney was fantastic and kept coming up with legal items. This particular student wants to go into municipal law so lie was perfect for this. She felt that the student acting as Mayor also did a fantastic job. She will be volunteering at the City 112 day per week as she wants to become more involved in government, The students were asked to watch City Council meetings in advance so that they can debate and role play as aldermen. She stated that there were some heated discussions and an executive session that was very lively. It was a great networking tool for the students. In the future, students will be given information sheets from department heads so that staff members don't have to whisper information in their ears during the mock meeting. Additionally, she feels the students should be groomed more on Roberts Rules. She did envision that the students would have an opportunity to shadow employees before, but that did not work out. The committee thought they would have more involvement during the event. Mayor Burd feels that would be appropriate in the future. She also feels it would be appropriate for the committee to become more involved with youth programs. When asked if the 1 school had a volunteer program, Mayor Burd replied that they don't have it anymore, but she will discuss this matter with the new Superintendent when she meets with him soon. He is seeking input from people around the City to get feedback on the district. OLD BUSINESS 1. Historical Street Naming Approvals and Approval Process Chairperson Gengler stated that former committee member Slocum did a lot of the work on establishing the guidelines. Mayor Burd noted that when the first and last name is separated, it takes away the identity of the person. Chairperson Gengler stated that a proposed change to the program is to keep the first and last name as one. The committee reviewed the list of submitted names. ITEMS FOR NEXT MEETING AGENDA: Commissioner Baudouin - brainstorm ideas that will make a substantial and lasting effect on the citizens. This will be discussed at the July 21, 2010 meeting. Mayor Burd - the bard museum will be sold. They need a new home. Commissioner Westlund - has a nomination for the volunteer of the year award to bring to the next meeting. This item will be put on the agenda for discussion. Commissioner Baudouin stated that she will possibly have a small group or jazz trio to play that evening. CALL TO ORDER: The meeting was not called to order due to lack of a quorum. ESTABLISH A QUORUM: PRESENT: Chairperson Gengler, Commissioners Westlund and Burks ABSENT: Commissioners Baudouin, Harker, Cross and Knutson ALSO PRESENT: Glory Spies - Community Relations, Joe Plocher - Alderman (liaison) - arrived at 6:44 pm. ADDITIONAL DISCUSSION Ms. Spies suggested that Chairperson Gengler email the committee members and copy the email to Mayor Burd and Ms. Spies advising them that if they are unable to attend meetings, they need to inform the Chairperson, Ms. Spies or the Clerk's Office no later than 4:00 pm the day of the meeting so that the Clerk's Office could notify the Minute Taker as the City pays her to be in attendance. Ms. Spies also advised those in attendance that the list of recommended names for the Historic Street Naming Program was submitted to Jennifer for her to check with the County and post office. Then, the list of names will be forwarded to City Council for approval. This will take place sometime in August. Additionally, the changes to the program that affect the resolution will also be sent to City Council for approval in August.
