Mestelle, P.E. Dear Dan, The United City of Yorkville's Integrated Transportation Plan, adopted in 2009,indicates the proposed conceptual locations of trail along Route 71. Per your request, the City has evaluated the locations of trail and sidewalk and attached a map for your reference. Yorkville is requesting that IDOT acquire the right-of-way for future 10' wide detached shared-use trail and 5' wide detached sidewalk as part of the project scope. The Integrated Transportation Plan shared-use trails that continue outside the Yorkville corporate limits are shown on the plan to indicate the connection to Forest Preserves, County developments, and our neighboring Oswego community. The City supports the request of Kendall County and the Kendall County Forest Preserve to acquire the right-of-way for future trail and sidewalk on all parcels to the project limits for fixture trail. In addition,Yorkville is requesting that ]DOT evaluate the possibility and cost feasibility of a trail underpass or overpass at Route 71 at the future ComED trail intersection. We have a lease agreement in place ComED to locate our trail on their property, as well as a letter from [DOT stating that we are allowed to cross the trail at grade. Pending legislation could require motorists to come to a complete stop for pedestrians. The width of the cross-section could be a safety issue for pedestrians, and the requirement to stop in a 55mph zone could be a safety issue for motorists. A feasibility study, safety evaluation, and further discussion with Staff, the Yorkville Police Department, and the City Council on the incorporation of an overpass or underpass is necessary to determine the final elevation of Route 71, West of Route 47, Yorkville has secured a trail easement across the property 05-05-400-010 between the Harris Forest Preserve and the Shell station. This property had defaulted several years ago, and due to the recent downturn in development, the City supports the project beginning at Harris Forest Preserve and continuing on the south side of Route 71 to the Route 47 intersection. At that intersection,the trail should cross north across 71,then east across 47 to continue on the north side of Route 71 to Orchard Road. The only other location of trail on the south side of Route 71 is to connect the Fields of Farm Colony HOA limestone trail to the signalized intersection of Van Emmon Road for a safe pedestrian crossing. Sidewalk shall be located in any area where trail is not specified. It is preliminary to assume that Yorkville can determine what portions of trail we can fund and maintain.Yorkville can commit to working with Kendall County,the Forest Preserve District, and IDOT as this project progresses to address funding availability and continued maintenance once]DOT completes the preliminary engineering and can provide Yorkville with an Engineer's Estimate of Probable Cost. Good morning! The Illinois Department of Transportation is pleased to announce a new Safe Routes to School application cycle today using FY 2010 and our estimated FY 2011 funding. This will provide for a program of approximately$15 million. With our application process timeline,we anticipate receiving and using FY 2011 funds unless federal guidelines change and require us to modify these plans. Thanks, Megan GENERAL INFORMATION ON THE 2010 FUNDING CYCLE: The 2010 planning and funding cycle has begun. To participate, interested parties are required to submit a current school travel plan (either an updated, cloned plan based off of a previous approved plan OR a new,from scratch plan) for approval. New applications will also need to be submitted. School Travel Plan access is available year-round,so communities may begin or access their plans at any time. DATES FOR THE 2010 CYCLE: May 31: School Travel Plan submittal becomes available (submit button turned on) October 1: Call for Projects opens. An approved School Travel Plan is necessary to access the application. November 1, 5:00:00 P: Last day to submit School Travel Plan for review and comment.All Plans received after this date will either be approved or denied, and there will not be an opportunity to resubmit. November 12, 5:00:00 P: Last day to submit a School Travel Plan for 2010 planning and application cycle. No Plans will be accepted after 5:00. December 15, 5:00:00 P: Call for Projects closes.All applications must be in before 5:00:00. No late applications will be accepted. January 2011:Application review and scoring begins. Mid-Late 2011: Funded Projects announced. FUNDING GUIDELINES: i The funding guidelines are the same as for the 2008 planning and application. They are; One infrastructure and one non-infrastructure application permitted per school district* (*exception for Chicago Public Schools) One Infrastructure Application per school district -$250,000 funding limit for total application,with up to a 3 project maximum -$2,000 minimum funding per individual project -Associated municipality, county, township, or park district must sponsor—school districts and non-profits may NOT sponsor -All infrastructure projects must be within 2 miles of a public or private that houses any combination of students in grades K-8 One Non-infrastructure Application per school district -$100,000 funding limit for total application,with up to a 3 project maximum -$2,000 minimum funding per individual project -School district, municipality, county,township, or park district or non-profit may sponsor. 2
