Background
The City Council approved the current Planned Unit Development and Annexation Agreement
for this property August 10, 2000 and approved an amendment to this agreement as well as a
rezoning to PUD on July 22, 2008.
Plan Council reviewed the plan submittal Thursday July 30, 2009 and requested modifications to
the plans submitted (Preliminary/Final Engineering Plan, Landscape Plan, Subdivision Plat) be
made. These plans were resubmitted August 4, 2009 for Plan Commission and are included in
your packet along with revised staff comment memos from all plan reviewers.
Staff Comments and Recommendations:
The Preliminary PUD and Final Subdivision plat proposed is in substantial conformance with the
PUD agreement and the Concept PUD Plan approved for this property.
Attached for your reference are the staff reports identifying items which staff recommends be
addressed prior to approval of the Preliminary PUD and Final Subdivision Plat.
Staff recommends approval of the Preliminary PUD Plan and the Final Subdivision Plat subject
to addressing the attached comments.

Subject: Cannonball Trails Landscape Plan
I have reviewed the landscape plan for Cannonball Trails dated August 4, 2009, by Upland
Design, Ltd., and have prepared the following comments:
General Comments:
1) Grassy swales with turf grass are not best management practices.Naturalize these
swales with a native seed mix. In addition, this swale should be a bioswales, as should
the islands in the parking lot to collect and filter water. Curb and gutter, unless
designed with openings for water to enter filtration areas such as swales, does not
allow best management practices to occur.
Landscaping Comments:
2) The variance requested for trees planted 40' on center is accepted.
3) The variance requesting to not install parkway trees in the parkway along Cannonball
Trail due to the gas line is accepted.
4) The buffer yard adjacent to the county residential zoning does not show the berm
extending the full length of the property line. This is required and should be a 3' high
berm or wall with the buffer yard landscaping.
Parking Lots:
5) No shade trees are allowed to be located within 20' of overhead lights, fire hydrants,
etc. Please adjust the trees accordingly.
Stormwater Mana ement
b) Please see the Park Development Standards for a better understanding of the City's
requirements for naturalized basins. All seeds must be covered with erosion control
blanket. After 3 years of maintenance, 90%of the material must be established. The
city must receive a report after June 30 of the following year outlining the
performance standards that have been met. Meander search methodology is preferred
for the report.
7) The company that is providing the seed mix shall be specified.

We have reviewed following materials submitted for the above-referenced project:
• Preliminary/Final Engineering Plans for Cannonball Trails prepared by
Koziol Engineering Services consisting of twelve (12) sheets with a
revision date of August 4, 2009.
• EcoCAT (IDNR) Natural Resource Review Results printout date 8/4/09
with IDNR Project# 1001112.
• Stormwater Management Report for Cannonball Trails dated August 4,
2009 prepared by Koziol Engineering Services, Ltd. received electronically
on August 5, 2009 at 3:13 pm.
Our review of these plans is to generally determine the plan's compliance with the
United City of Yorkville's ordinances and whether the improvements will conform to
existing City systems and equipment. This review and our comments do not relieve
the designer from his duties to conform to all required codes, regulations, and
acceptable standards of engineering practice. Engineering Enterprises, Inc.'s
review is not intended as an in-depth quality assurance review. We cannot and do
not assume responsibility for design errors or omissions in the plans.

GENERAL COMMENTS
We offer the following comments:
1. Permits or Sign-offs will be required from the following agencies:
a. (IDNR) Consultation Agency Action Report regarding
endangered/threatened species or natural areas. EcoCAT was filed on
0810409 with IDNR commitment to evaluate site within 30 days.
b. (IHPA) regarding preservation of cultural resources.
c. Yorkville-Bristol Sanitary District regarding Sanitary Sewer Facilities.
d. (IEPA) Division of Water Pollution Control regarding Sanitary Sewer
Facilities.
e. (IEPA) Division of Public Water Supplies regarding water supply and
distribution.
f.(IEPA) Division of Water Pollution Control regarding a Notice of Intent
(NOI) General permit to discharge storm water.
g. Illinois Department of Transportation (IDOT) regarding the proposed
improvements along U.S. Rte 34.
Items c, d 8r a will be required prior to the start of construction activities
2. In areas outside of Lot 1, the detailed design is largely incomplete and should
not be considered final engineering. The focus of this review shall be to verify
that the general utility layout and approach is correct and that the necessary
areas of construction needed to serve Lot 1 are in general conformance with
City Standards.

3. The title block on this and all other sheets incorrectly identifies the project as
being in Aurora. All title blocks should read "United City of Yorkville".
SHEET C-2
4. The large block type "Preliminary/Final Engineering for Cannonball Trails"
should be eliminate from the upper right hand corner of each sheet to provide
more working space on each sheet and to reduce overwriting of text common
to many of the sheets.

5. The remainder of the topography on the lot east of the development lot should
be provided since it is now part of the development area for stormwater
management purposes.
SHEET C-3
6. The geometric plan is adequate for the purposes of reviewing Lot 1
engineering. Dimensioning of parking lot areas is incomplete in the
automotive use lot, as is the pavement marking for the handicap spaces.
7. The Bristol Kendall Fire Department has provided commentary in their
correspondence dated August 3, 2009. Their comments could imply that
additional emergency vehicle access would be needed around the north side
of the daycare center. This issue should be clarified with the fire department.

8. The east Cannonball Trail parkway north of the north entrance receives ditch
flow from the north that has not been accounted for in the stormwater design.
The existing culvert in the proposed right lane of Cannonball Trail at the north
entrance should be removed accordingly and necessary structures and
sewers should be provided.
9. Additional storm structures may be required in the parkway south of the north
entrance similar to Comment#6.
10. The status of the existing 12-inch RCP storm sewer running N/S at the
northeast comer of the intersection should be determined and incorporated
into the site design.
11. The storm sewers serving the parking lots around the proposed daycare
building have errors in elevations or slopes and should be revised. In keeping
with the requirements to incorporate Best Management Practices (BMP's),
storm structures #1 and #2 should be moved out of the pavement to allow for
infiltration in turf/ditch areas.
12. The length of sewer between STM 11 and STM 12 is mislabeled and should
read 66 LF.
13. Fire Hydrants #1, #2, #3 and #5 should be tapped directly off the 12-inch water
main. Hydrants should not be tapped off of the fire service lines.
14. The valve vault housing the 12-inch valve shown south of the daycare center
should be moved to the area near sanitary MH #2.

15. ID tags should be provided for all Valve Vaults.
16. The Valve Vault for the 12-inch pressure connection should be 5-foot diameter
in order to house the sleeve and valve inside the vault.
17. Water service for the multiple units in Lot #1 should be served by a single
service fed from the front (south) side of the building and a meter room should
be provided for distribution to individual tenants. Sanitary service should then
be run alone the back (north) side of the building with individual service stubs
for each tenant.
18. The sanitary service for the automotive use building should run directly into the
building. The triple basin should then tap into the service similar to that shown
for Buffalo Wild Wings.
19. The slope for the sanitary sewer between SAN 1 and SAN 2 should be labeled
as 0.60%.
20. In the listing of storm and sanitary tags STM 27 should be furnished with an
open lid while STM 37 should be furnished with a closed lid. The diameter of
STM 37 should be revised to agree with the restriictor manhole detail.
21. The restrictor manhole detail should be revised to eliminate the wall plate
orifices bolted to the wall for the 2-year and 25-year restrictors. As designed,
debris could accumulate behind these plates causing blockage. We
recommend restricting the upstream end of the pipes through the use of caps
or plugs drilled out to the proper diameter.
SHEET C-5
22. This sheet illustrates the proposed mitigation of depressional storage into
another new depressional area. We recommend the incorporating the
depressional storage volume into the stormwater facility in order to maximize
commercial use of the adjacent (east) lot.
SHEET C-6
23. The north return of the northernmost access does not drain as shown. More
detail should be provided with respect to proposed grading on Cannonball
Trail.
24. The proposed driveway grade approximately 130 feet east of the north
entrance results in a transverse slope of 10%. This area should be reviewed
and corrected.

25. The parking lot north of the Buffalo Wild Wings store is only partially design.
Based on Plan Council directives, the design engineer has pushed the
drainage structures into the island areas in an effort to incorporate BMP's into
the stormwater design of this development. Grading and the locations for
depressed curb have to be worked on in this area to optimize the design.

26. The handicap stalls on the west side of the Buffalo Wild Wings store do not
drain as shown. Grading in this area should be revised.
SHEET C-8
27. This sheet will need to be expanded to show the detention areas which should
also be silt fenced.
SHEET C-12
28. The Notes & Details sheet will need to be revised to incorporate language and
details that conform to the City's Standard Specifications for Improvements.
STORMWATER MANAGEMENT
29. The storm sewer calculations are generally acceptable and show that the
storm sewer flows within gravity capacity for the 10 year storm event (5 minute
time of concentration rainfall intensity used).
30. The detention volume calculations used the rational method with the required
2, 25, and 100 year release rates and the 1.25 runoff coefficient factor and are
generally acceptable. For the off-site area a runoff coefficient of 1.0 was used
to comply with the City's request to assume 100% impervious surfaces for this
future development area. The calculations for the development and the off-
site future development were done separately and the then the two volumes
added together for the required detention volume.
31. The restrictor sizing calculations are generally acceptable and the required
release rates are met.
32. The basins are shown as dry bottom basins with naturalized vegetation. The
basins have a bounce from normal to high water level of 7.25 feet which
exceeds the City requirement of 4 foot of bounce. The basin side slopes are
at 4:1 with the bottom area having a 0.5% slope which does not meet the

ordinance requirements of 5:1 maximum slope and 2% bottom slope.
33. Basin drawdown information should be provided and then used to confirm that
the vegetation plan is suitable for the basin hydraulic conditions.
PLAT OF SUBDIVISION
34.Easement provisions should be provided for the cross access easements.
Consideration should be given to identifying all paved areas as cross access
easements for the sake of simplification as was done at Kendall Marketplace.
35.Building setback lines should be shown along Cannonball Trail and Rt. 34.
36.The Stormwater Management Easement should be adjusted to accurately
enclose the HWL for the detention ponds at proposed elevation 634.25 or
above.
37.The legal description in the Title Policy goes to the center of Cannonball Trail
for the north part of the property. Please provide document showing that it has
been dedicated as shown on the plat. If no documentation is found then that
part not previously dedicated needs to be dedicated for roadway purposes.
38.If the drive along the north line of lot 3 is to be constructed past the subdivision
line to the east, as shown on the engineering plans, an easement should be
shown covering that part lying outside of the subdivision.
39.The existing utility easement along Rte 34 does not have sufficient room for
the proposed 12-inch water main. An additional Public Utility & Drainage
Easement should be provided adjacent to the existing easement. We
recommend that said easement be 10 feet wide.
SUMMARY
The materials submitted for review illustrate the Owner's desire to cooperate with
the requirements of the City. Several portions of the plans require additional work
and detail before final approval can be recommended. None of the issues
presented, however, appear to be serious in nature and we do not anticipate any
problems going forward that would be insurmountable for the Developer. If you

Subject: Cannonball Trails—Plat & Plan Review
I have reviewed the proposed final plat of subdivision prepared by Harrington Land Surveying,
Ltd. (undated) and the preliminary/final plan prepared by Koziol Engineering Services (dated
8/4/09) for the referenced development, along with EEI's review letter dated 8/6/09. I concur
with EEI's comments, and have the following additional comments:
General:
• A plat of easement is needed for the property immediately east of Cannonball Trails for
the stormwater basins and ingress/egress.
• A temporary easement is needed for properties to the north of Cannonball Trails for
grading.
• An Engineer's Estimate of Probable Cost must be submitted for review once the plans are
approved.
Plat of Subdivision:
• Delete all of the stub PU&D easements to Lots 2 and 3, and the northern two stub
easements to Lot 1. These were proposed for water or sanitary services to the various
buildings, but are not needed since these are private utilities. Add new PU & D easements
for the relocated fire hydrants (EEI Comment#13).
• Reduce the size of the stub PU & D easement to Lot 4 to 10' wide for the sanitary sewer.
• Add a 10-foot wide PU & D easement along the west side of Lot 1 and the west and north
sides of Lot 4.
• Once the stormwater management easement limits are revised (EEI Comment#36), a 10-
foot wide PU &D easement should be provided running N-S and generally adjacent to the
stormwater management easement. This easement should avoid the dumpster pad and
basin embankments on Lot 3.
• Add a 10-foot wide PU&D easement to overlap the 25-foot wide ingress/egress easement
along the north side of Lot 3. Watermain and other utilities will need this easement when
the property to the east develops.
• The interior easements are adequate for city utilities only. The developer should consult
with Com Ed, Nicor, AT&T, etc. to determine how they will serve the various lots and
provide additional easement width accordingly.
• An advertising sign is shown on the plans at the SW corner of Lot 1, in an area where a
utility easement already exists. We should consider allowing the sign to be placed at this
location, with a condition that the property owner would be responsible for removal and
replacement costs if it ever needed to be removed to allow for maintenance of utilities
within the easement. This agreement should be documented on the final plat of
subdivision.
Preliminary/Final Plan:
• Respond to comments from IDOT, YBSD, and BKFD.
• Separate plans should be submitted for improvements along Cannonball Trail and along
Route 34.
• Remove the word "preliminary" from the title of this document. The areas outside Lot 1
are not yet complete (EEI Comment#2), so the plans will need to be revised to provide
acceptable designs for all lots.
• The existing 12" outfall storm sewer should be evaluated to confine that excess capacity
exists to serve Cannonball Trails as well as the property immediately to the east.
• A separate signage/striping and phasing plan should be provided for review.
Sheet C-3
• Revise the sidewalk design at the NE corner of Rt.34/Cannonball trail to eliminate the
jogs in alignment. Some of the existing sidewalk will need to be removed.
• Show the limits where Pavement Design 2 will be constructed.
Sheet C-4
• Provide existing rim/invert data for the storm manhole that will receive flow from the
stormwater basins.
• The rim elevation of the restrictor structure will need to be raised to at least 636.5. This is
necessary to allow for a 9" frame, an 8" PCC flattop. and a minimum of 6" clearance
between the bottom of the flattop and the top of the interior wall.
• Revise the note for the sanitary manholes to specify Neenah R-1530 frame & lids.
Sheet C-6
• EEI Comment#32 correctly points out that the pond bottoms are too flat. The north pond
should be re-graded to provide at least a 2% slope. The pond volume should then be re-
evaluated to determine if the volume is still adequate.
• EEI Comment #32 also points out that both proposed stonnwater basins exceed our
bounce and side slope requirements. The basin grading should be revised accordingly.

c. To begin the review process, the initial submittal must consist of:

Within one week of receipt of submittal, the Engineering Department will determine if
it is complete or if additional information is needed. Once the submittal is complete,
the plan council meeting date will be scheduled for the next meeting that is 6 weeks
from this date. One week prior to your scheduled Plan Council meeting, you will be
required to submit 15 full size preliminary/final site plans for the packets distributed
to the members.

J PRELIMINARY PLAN/FINAL PLAT
PETITIONER ROUTE
Step 1: Petitioner must submit a completed application, fees* and all pertinent materials to the
Community Development Department a minimum of 45 days prior to the targeted Plan
Commission meeting. Petitioner is responsible for making submittals to other review
agencies such as Kendall County, Illinois Department of Transportation, Illinois
Department of Natural Resources, U.S. Army Corps of Engineers, etc., to allow timely
review by City.
*Fees: 1. Preliminary Plan Fee- $500/Final Plat Fee- $500
a. Engineering Review Fees - 1.25% of the approved engineer's estimate of cost
of all land improvements, to be determined by City Engineer.
b. Engineering Review Deposit-up to 1 acre=$1,000;
over 1 acre but not over 10 =$2,00
over 10 acres, but not over 40=$5,000
over 40 acres, but not over 100 =$10,000
over 100 acres=$20,000
c. Deposit for Outside Consultants -under 2 acres=$1,000
2 to 10 acres = $2,500
over 10 acres=$5,000
Note: Owner/Developer will be responsible for payment of recording fees and
costs,public hearing costs including a written transcription of public
hearing and outside consultant costs (i.e. legal review, land planner,
zoning coordinator, environmental, etc.). Should Owner/Developer not
pay these fees directly, they will be responsible for reimbursing the United
City of Yorkville for the aforementioned fees and costs.
Note: You must present your plan at each of the meetings below as indicated.
Step 2: Plan Council: The Plan Council meets the 2nd and 4th Thursday of the month at 9:00
a.m. in the city conference room. Upon recommendation by the plan council, you will
move forward to the Plan Commission Meeting. Attendees to this meeting include:
Community Development Director, City Engineer, Building Department Official, Public
Works Director, Director of Parks and Recreation, Fire Department Representative, and
Police Department representative.
Step 3: For Preliminary Plans only;Park Board planning meeting: The Park Board makes
recommendations on any Park Sites included in the development. The Park Board
planning meeting is the 4th Thursday of each month at 7:00 p.m. at the Riverfront
Building, 201 W. Hydraulic Street.
Step 4: Plan Commission: The Plan Commission meets the 2nd Wednesday of each month at
7:00 p.m. in the Yorkville public library at 902 Game Farm Road. The Plan
Commission will make a recommendation for the City Council's consideration. The Plan

Commission consists of I0 members appointed by the Mayor,the City Attorney and City
Land Planner.
Step 5: The project will be discussed in an informal atmosphere at the Economic Develo ment
Committee meeting, held the first Tuesday of each month at 7 P.M. in the City Council
chambers. This session is to discuss and consider recommendations of prior committee
meetings.
Step 6: City Council: The City Council meets the second and fourth Tuesdays of the month at
7:00 p.m. in the Council Chambers at City Hall. This is where all City Council voting
takes place.
If this project has included an annexation and/or zoning petition, a Public Hearing will be
held at this time with notice given by publication. Any annexation agreement, PUD
agreement or development agreement must be signed by the Petitioner prior to being
voted on by the City Council. Prior to the recording of the final plat, the petitioner must
pay the Administration Fee. This is equal to 1.25% of the approved engineer's estimate
of construction costs of land improvements, including but not limited to all public
improvements to be dedicated to the City, mass earth grading, and quasi-public
improvements to be maintained by the homeowner's associations such as private storm
sewer, parking areas, and trails.
Step 8: Final Plat recording instructions: Once the final plat is approved by the City Council
and all required documents,bonds, and letters of credit are submitted to the city, the final
plat may be recorded with Kendall County. Submit the final plat mylar to the Deputy
Clerk for signatures. When all city signatures are in place, the developer or his surveyor
may take the mylar to the Kendall County Clerk for his signature. The next step is to
have six paper prints made and return to the Kendall County Recorder's office for
recording. Kendall County requires the mylar and four paper copies. The City of
Yorkville requires that you submit two recorded paper copies to the Deputy Clerk. Any
copies you may require would be in addition to these.

and planning consultant fees which must be current before this project can proceed to the next
scheduled committee meeting.
