Minutes for Correction or Approval: The minutes from the December 18, 2012 meeting were
approved.
New Business:
PW 2013-01 Water Department Reports for November and December 2012—Mr. Dhuse said these
are standard water reports. The city is using less water, which is good. This item was moved to
consent.
PW 2013-02 Autumn Creek—Unit 1A Re subdivision—Bond Reduction Mr. Sanderson said there
was a request for a bond reduction for the work that has been completed to date. This item was moved
to consent.
PW 2013-03 Autumn Creek—Unit 2B—Bond Reduction—A request for bond reduction for work
completed to date. This item was moved to consent.
PW 2013-04 River Road over Blackberry Bridge—Authorization of Contract Changes—Mr.
Sanderson said there were change orders due to different field conditions,which is just managing an
IDOT contract process. There are six authorizations here for consideration.

The first is for mitigating a number of obstructions in drilling holes for piers. There were things from
the old bridge which couldn't drill through. Instead of drilling, they had to excavate and remove those
obstructions. It is about $33,000 and more drilling to take place on the west side of the bridge, the
number could rise. Authorization 2 is for material additions related to cold weather concrete
replacement, which is $883.50.
Authorization 3 is for removal of fencing on the west side for$197.06. Authorization 4 is for the
bypass pipe for Blackberry Creek work to assist IDNR on work of the damn removal and some changes
made for contractors for an add on for contract cost it will not be the full $8,000.00 value.
Authorization 5 for orange snow fence to line Yorkville/Bristol property for $184.50. Authorization 6
was differing site conditions they ran into quite a bit of water running into trenches a cost of$1,043.85.
Mr. Sanderson said the change is a bit over $44,000 a 3% increase to the original contract putting it a
little over 1.5 million. The city's hit will be $8,837.75. Alderman Kot asked if Mr. Sanderson is
satisfied with the changes. Mr. Sanderson said yes. Alderman Kot said shouldn't the fencing and
things be included in the original contract. He understands that some of these things you cannot
predict. Mr. Sanderson said the city received great bids so the city is in good shape.
Mr. Olson said change orders aside, the contract will be much less. Alderman Koch asked if they think
there will have to be more costs associated with drilling and running into problems. Mr. Sanderson
stated the majority of the drilling has been completed, but the number could go up based on what we
have run into to date. Alderman Kot asked when is the anticipated date for this to be finished. Mr.
Sanderson said they are working hard to open this as quickly as possible. Mr. Dhuse said should be
complete by July 1, 2013. This item was moved to consent.
PW 2013-05 Terracon Agreement Amendment for Downtown Brownfield Study- Mr. Sanderson
said there was a contract approved in August for a phase I. There might be an underground storage
tank on site, which is required to be investigated and some additional site work to be done to confirm if
there is a tank or not. There may be mitigation involved if there is a tank and it will come back to
committee. The net increase is $4,250.00 and details in the attached memo.
Mr. Olson said his recommendation is to continue with the change order and pay for it out of the TIF
and if there is a tank to be removed, the city will approach the property owner Imperial Investments,
and see how they want to deal with it. It must be removed. Mr. Olson said the city might fund a
portion of it to get the property cleaned up and developed. Mr. Olson said it is a relatively minor item
and the city has money in the TIF. This item was moved to consent.
PW 2013-06 Infrastructure Costs - Mr. Dhuse said this is something the committee asked us to do to
as part of the road study as an estimate to do the water/storm sewer work, if needed. This is done for a
year and as you can see, it does increase the cost dramatically on some of the roads. Mr. Olson said
this will require some reanalysis on how this will be funded, or if we skip these streets and go
elsewhere.
Mr. Olson said the study suggested these streets first to get the most for our money. Mr. Dhuse said the
water costs are fairly conservative. Alderman Kot asked what the next step is. Mr. Dhuse said this will
be a whole new way to look at it. Mr. Olson said make a recommendation for next year prior to budget
approval because the city would like to start in spring on some of these things. Mr. Olson said we will
do a couple year analysis and make recommendations and go from there.

PW 2013-07 Old Jail Parking Lot Redesign—Mr. Sanderson said the city is getting close for
submittals to IDOT to move this project along. Prior to project being put on hold two to three years
ago, there were some things that were in the original design, which need to be changed to stay within
budget.
Pavers were going to be in the parking lot area, which is a green technology where run off sinks into
pavers,but it is expensive. The budget was $200,000 over budget due to pavers, so we recommend
going back to asphalt. Another is a retaining wall, so we found another option and attached a couple
alternatives in the memo, they are similar, but prices are substantially different. Also, moving the wall
slightly to reduce costs as well. Curb and gutter along Main Street will be cut out to stay within
budget.
Alderman Teeling asked why the price went up so much. Mr. Sanderson said prices went up quite a bit
in the last two years. The retaining wall went up 50% and fence prices have risen dramatically,
concrete, asphalt etc. continue to rise. Alderman Teeling said two years ago the city could have had
this built for that price,but the city wanted to look for something different that wasn't there. Mr.
Sanderson said the agreement with the state is for work to begin by July 1, 2013. The city is on target
for that and completed construction by November, 2013. Alderman Teeling said she understands why
this is necessary, but she is disappointed it was not done before with better materials.
