Public Works Minutes 2005 12-05-05 I i Page 1 of 3 APPROVED 1 /9/06 UNITED CITY OF YORKVILLE PUBLIC WORKS COMMITTEE MEETING MONDAY, DECEMBER 5, 2005 7: 00 P.M. City Hall Conference Room PRESENT . Alderman Joe Besco, Chairman Public Works Director Eric Dhuse Alderman Dean Wolfer City Engineer Joe Wywrot Larry Franklin, resident John Crois, City Administrator I The meeting was called to order at 7 : 00 pm. by Chairman Joe Besco . I Approval/Correction of Minutes : November 7, 2005 — The Minutes were approved. Presentations : None. New Business 1 . PW 2005-28 Private Improvements in City Right-of-Way — Parkview put in curbs along Center Street which caused problems . Curb cuts for drainage must be put in as well as backfilling. It is thought that private improvements in the public right-of-way should be discouraged. There could be liability issues . Brick Mailboxes, underground lawn sprinklers, and curb ramps are things that homeowners have put there and could cause problems in the future. Flowers could be put in as long as they do not interfere with sight distance for passing drivers. Underground lawn sprinklers will not be fixed or replaced if they are discovered during street or sewer or waterman repairs . The steel plate curb ramps should be removed and the bill sent to the homeowner. Mailboxes will only be replaced with a standard U S mailbox. Larry Franklin is a homeowner on the corner of Spring and Liberty Street: He wants to be rid of the gravel shoulder that was installed during the in town road program construction in front of his yard. If the homeowner wants curbing, it should be approved by the city and public works and should meet city standards . The whole block should want to put in curbs for it to be done so there is not one house with curb, one house without, and then another house with curb, etc. Larry Franklin has curb along the part of his property on Spring and it could possibly be wrapped around the corner onto Liberty. Code Enforcement should be done by someone at the city. Education about improvements in the right-of-way will be put on the website and in newsletters in the future. This will move on to COW for discussion. 2 . PW 2005-29 Water Department Report for September 2005 — This will move on to COW. I I Page 2 of 3 3 . PW 2005-30 Fountain Village — Earthwork Letter of Credit Expiration — This will move on to COW. There was further discussion about the curb issue and about road widths for barrier curbs. Also an engineer would need to be hired to design the street to be able to put in a curb so there would be no problems with the road and drainage. There was also discussion about the curb on another side of the block that Parkview is on. 4 . PW 2005-31 State Street Water main — Change Order # 1 — This is a $0 Change I Order that will delay construction until March 1St. The developer has asked that he could recover his sub-contractor cost if it is higher because of the delay. This will move on to COW. 5 . PW 2005-32 Route 47 Water main — Change Order #1 — This is for the Water Tower on Galena Road. This is the final balancing Change order with a $ 356 .42 increase. This will move on to COW. 6 . PW 2005-33 Game Farm Road / Somonauk Street — Additional Phase 1 Engineering Agreement and MFT Appropriation Resolution — These will have to be approved separately at COW. This is for work outside the original scope of service that was required by the city, the school, and by IDOT. Construction will begin in 2008 and continue into 2009 and will be done in pieces to allow for continuous access to the road. This will go on to COW. 7 . PW 2005-34 Parkway Tree Policy — This is for requests the city has been getting from homeowners that want parkway trees removed that are healthy. The unwritten policy has been that only dead, dying, or diseased trees will be allowed to be cut down by the city or the homeowner. A policy will be drafted and come back to the Public Works meeting in January. 8 . PW 2005-35 Public Works Space Needs — City Vehicles — Only people who reside within a certain mileage from Yorkville would be allowed to take their vehicles straight home from work temporarily. This is a taxable fringe benefit. This will go to COW. 9 . PW 2005-36 Route 47 Improvements — IDOT has asked the city for a commitment of approximately 1 . 7 million dollars . Some of the money can be recouped or cut because of things like the sidewalk agreements with the properties along Rt. 47 . Also things need to be considered like ornamental lighting in the downtown area, and brick sidewalks in the downtown area. $300,000 - $400,000 should be put away each year for this . This is eligible for MFT dollars if there is any. Tracy Pleckham will be asked to provide a funding memo . This will go on to COW. 10 , PW 2005-37 Bruell Street Force main and Sanitary Sewers — Change Order 93 — This is the final balancing change order for the force main and the abandoning of the Bruell Street Pump Station. This will go on to COW. I Old Business j 1 . PW 2005-21 Provena Dryer Medical Center — Acceptance of Water main and Sanitary Sewer — This item is removed from the agenda. �,I Page 3 of 3 i Additional Business Eric Dhuse said there was a sewer break at Van Emmon and Rt. 47 . There was a break that was fixed 3 months ago and it broke 3 feet from where it had been fixed and filled a building, so the city will be receiving a Service Master bill for the cleaning. There is no manhole in this location. The patching was done by Aurora Blacktop . Eric Dhuse also said the salt trucks were out and there were been 2 fender benders where there was damage to the cars involved, but there was no damage to the city trucks .
