The meeting was called to order at 7 : 00 pm. by Chairman Joe Besco .
Approval/Correction of Minutes : August 22 , 2005 , September 26, 2005 , and October
3 , 2005 — The Minutes were approved.

Presentations .
None.
Some items were moved forward because residents were present to discuss an issue, and
because an Alderman had to leave at a specific time.
New Business
16 . Heartland Circle Construction Traffic — Bob Murphy spoke as President of the
Heartland HOA Residential Committee. He was concerned that the heavy
construction traffic would put undue wear and tear on the roads in Heartland. Spring
Street was built as a collector road and can handle the traffic. The roads are narrower
in Heartland than on Spring Street. Diana Jensen and Charles Jensen live on Spring
Street and they are concerned with children's safety and the construction traffic have
also dumped gravel in their yard. They would like the construction traffic to go down
another route. Steve Booth lives on Spring Street said a construction truck has
knocked over a light pole and broken a gas main. He would like to see the agreement
that the construction traffic go through Heartland be honored. Doris Dick lives on
Teri Lane. She filed a petition with the city to keep the construction traffic going
through Heartland. She brought in some signatures . She spoke about the curves in
Heartland and the Park and the various variances .

A resident of Heartland spoke about the safety issue in Heartland because of the
curves. She would like to see the traffic distributed evenly throughout the roads. And
she thought Tuma road would be another access . Larry King said that Mr. Marker
spoke for the residents who did not yet live in the subdivision and said they would
have no problem with the construction traffic going through Heartland. The trucks
speed down Spring Street. Pam Gannon said she is concerned with the speeding
trucks and the safety of the children. Bob Murphy said if the speed of traffic is a
concern, it would be an issue for the Police Department. He said the whole issue is
safety. He said that Mr. Marker said the traffic routing would only be until the
development of the subdivision was completed, not the homes . In the PUD agreement
traffic management plan it says until the development is complete. The definition of
development completion is what needs to be clarified. Wayne Norris said the new
Fire Station would have a hard time getting trucks through Heartland to get to
Heartland Circle. The ground under Tuma Road would not handle the heavy traffic.
Joe Besco quoted former Alderman Rich Sticka that the curves in Heartland are traffic
calming, and Spring Street has no traffic calming. Mayor Prochaska said the original
history of Spring Street was that it was meant to be a thoroughfare with a bridge
crossing the river and hooking up with Van Emmon. Since it goes through a
residential area it didn't make sense to be a thoroughfare and was ended in a
subdivision instead. Alderman Wolfer asked if the main issue was speeding. It is also
traffic volume. There was discussion about how many buses are on the corner of Teri
and Spring and Homestead and Omaha. The residents said when the speed trailer is
out traffic slows down for that week, and then the traffic is speeding again. There was
discussion about stop signs and traffic studies . Speed bumps could be looked into .
Steve Booth asked if there could be an access from Heartland Circle on Rt. 34. Bob
Murphy said Richard Marker is no longer on the Heartland Board of Directors. There
was no mention of traffic coming through the subdivision. Marker has been asked.
His explanation was that the detour would only be there until the infrastructure had f
been completed. In February or March his council addressed the Mayor and City
Council to have the detour signs come down, but they were not allowed to come down
at that time. The June 2002 Metro Traffic Study sited a potential access at Tuma Rd,
but Tuma is a narrow road with vertical and horizontal curves with sight distance
issues, and a connection was not recommended. The capital improvements had a
temporary lift station in Heartland. Heartland paid for that, but the city also paid a
portion. Kathy Cornet lives in Heartland and she said the trucks block the road at
Omaha. She thinks there is a dangerous lack of traffic control. The development is
landlocked. There is nowhere else to put another access . There is not a clear idea of
what completion is . This will not move on right now. This will be sent to Public
Safety.

Items #6 - # 14 are all similar. They are for developments to the South. YBSD
authorized the proposals to prepare the documents for the Facility Planning Area. The
work will be done after the deposits have been received from the developers . These will
move on to COW on Consent Agenda,
1 . Maintenance Worker 1 — November Hire — 1 hire would be a replacement of a
worker who resigned, and 1 hire would be a scheduled hire in the 05/06 budget. No
further action is necessary.
2 . Cannonball Hill Subdivision — Final Acceptance — This will move on to COW on
Consent Agenda.
3 . 2005 In-Town Drainage Program — Storm Sewer Easement — The pipe is in the
ground already. This will move on to COW on Consent Agenda.
4. Rt 47 and Fox Road Intersection — EEI Proposal to Prepare Intersection Design
Study — This would be for Eastbound traffic to make a 3 lane cross section. The
pavement is already wide enough, but IDOT requires this study to stripe the I
intersection. The money for this will come from developers on a pro rated basis. The
city will front the money and get reimbursed. John Wyeth will be contacted about
how this could be done. This will move on to COW.
5 . Autumn Creek Easements — There is 1 storm sewer and 1 water main easement. It
was recommended that this be revised to include a leg for a 16" water main. The
developer will pay for this . This will move on to COW. j
15 . Public Works Space Needs — Public Works will need to rent some space for
storage. It may be in several locations. The money can come from the Capital Fund.
This will be for the short term. In the long term a joint Parks and Public Works
building would be ideal . This could be put in the Mayor's Report when the space or
spaces are found.
17 . 2005 Concrete Roadway Pavement Striping — Change Order #1 — This is the
final balance Change Order with an increase of $ 1 ,003 . 55 . There was some additional
double yellow striping on McHugh Rd. This will move on to COW.
Old Business
2 . Updated Capital Improvement Program — Some items were added, and some were
pushed back. This is a prioritized list. This will move on to COW for discussion.
3 . Fox Hill Unit 3 — Additional Parking — This was tabled until the December Public
Works to wait for a formal recommendation from the Parks Department.
New Business
180 Cannonball Estates Unit 2 — Letter of Credit Reduction #5 — The reduction is
in the amount of $ 9,618 . 77 . This will move on Consent Agenda.
19 . Prestwick of Yorkville — Earthwork Letter of Credit Reduction # 1 — This
will move on to COW on Consent Agenda.

20 . River' s Edge Phase 1 — Letter of Credit Reduction #4 — The COW is on
November 15th, not November 22d. This will move on to COW.
21 , River' s Edge Phase 1 — Acceptance of Public Improvements — This will move
on to COW.
22 . Provena Dryer Medical Center — Acceptance of Water main and Sanitary
Sewer — This will be continued at the December Public Works meeting.
Old Business
1 . Gawne Lane Improvements — Engineering Agreement — This is the agreement with
Dale Woodworth for the Bruell Pump Station Project. Joe Wywrot recommends
approval . Tracy Pleckham will be contacted to see where the money could come
from. This will move on to COW for discussion.
4 . Tree Canopy Protection Ordinance — Part One — Alderman Besco marked up the
example document. The new community Development director could be asked to help
with this document. If Mike Schoppe would help with this it would cost the city a lot
of money. The community could be asked help in developing this ordinance. The
highlights will be pulled out of the document and the city needs to find a direction it
wants to go for this . The Conservation Foundation could be asked to give a
presentation on some of the benefits and how it could work and be structured.
Oswego is a Tree city. It requires passing different ordinances . Requiring trees in
new development and preserving trees and doing a whole city tree city is all part of
becoming a tree city. More people to ask for information would be the Morton
Arboretum, Jason from the Forest Preserve, and Brooke McDonald. This will come
back to the next Public Works meeting.
Additional Business
IDOT wants the city to stop using, and remove the folding Stop signs from signalized
intersections .
The Lumina the Joe Wywrot is using is getting tired. A replacement vehicle is budgeted.
Now the Department is adding another person so 2 replacement vehicles are needed.

Public Works Committee
I am here representing the interests of the homeowners and residents of Heartland
Residential Community with 184 single family homes. We thank the Public Works
Committee for the opportunity to address you this evening.
The residents and the Homeowner's Association requests the removal of the Spring Street
detour erected during the construction of the Heartland Circle Development.
During the construction of the infra-structure in Heartland Circle, the City of Yorkville
saw fit to detour construction traffic around existing single family homes and off Spring
Street to preserve traffic and safety in that neighborhood. The detour was to use roads
and access points through the then incomplete development of Heartland Residential
Community.
Heartland Residential has now been completed and accepted in total by the United City
of Yorkville and has been substantially build out. Having been accepted, maintenance
and upkeep of the roads in Heartland Residential Community is the responsibility of the
City of Yorkville. The streets and roads of Heartland Residential Community are not
constructed to the standards of a collector street such as Spring Street in width or in
weight limit. Continued use of our residential streets by heavy construction traffic poses
two problems. First a safety problem due to lack of traffic controls with heavy equipment
moving through a large residential community on narrower width streets and with many
curves, and second a wear and tear problem due to the lower weight limit standards. The
result of this second issue is that the United City of Yorkville will have more frequent
repair of roads in Heartland Residential Community than would be encountered if
construction traffic could use the larger collector Spring Street.
The infra-structure of Heartland Circle has been substantially constructed and while not
yet accepted by the United City of Yorkville, should be fpr the issue of the detour,
considered complete. We urge the immediate removal of the Spring Street Detour and
the traffic signs associated with the detour.

Hi , I ' m Doris Dick of 504 Teri Lane . I want to thank the City Council
and the Public Works Department for hearing my comments and allowing
discussion on the Construction Limits of 8 tons or more on East Spring St .
Before I address the issue , I_ believe we should share the history on
Heartland Circle and its PUD . We the citizens surrounding the prized land
filed a legal Written Protest concerning this development . We attended
meetings for 1 1 long months and tried to get the Council to follow all the
ordinances in order to improve life for the future citizens which are the
people of Heartland 1 and Heartland Circle . We fought with the help of
Laura Brown and the Parks & Recreation Department to get 2 . 89 acre Park
to 5 acres . We asked to keep the curves within the city ordinance , unlike
Heartland 1 which is designed that way to keep the speed down , as I was
told . We tried to seek the proper detention areas and design . The
setbacks for the front of houses were given variances . All of these things
will lead to something else . The short driveways cannot accommodate cars
and then parking on the street becomes an issue . What about your privacy
along the trails? 26 pages of Covenants is a lot of rules and regulations .
In conclusion , I ask the City Council to uphold your agreement to
keep construction going through Heartland 1 as stated in Nov . 2002 .
We hope to remain proud of our City when the Council keeps the agree "
Merit with the people who honor Yorkville .
