Presentations: None. Minutes for Approval/Correction: September 16, 2008 — Approved as presented. Items Recommended for Consent Agenda: 1. PW 2008-128 — Cross Connection Control Ordinance 2. PW 2008-129 — Supplemental MFT Appropriation Resolution 3 . PW 2008-130 — Kendall County Storm water Management Plan — There was some discussion on the authority given to the County by State Legislation and whether or not the city would like to have input into the plan. 4. PW 2008-131 — Kendallwood Estates — Van Emmon Road Paving — A new quote was submitted and the bid was awarded to Aurora Blacktop. 5. PW 2008-132 — Stagecoach Crossing — IDOT Highway Permit Bond Reduction #1 All the items recommended for Consent Agenda will move on to City Council on Consent Agenda. New Business: 1 . PW 2008-133 Proposed Public Works Committee 2009 Meeting Schedule — No further action is needed. 2. PW 2008-134 Water Department Report for July 2008 — This will move on to City Council on Consent Agenda. 3 . PW 2008-135 Water Department Report for August 2008 - This will move on to City Council on Consent Agenda. 4. PW 2008-136 Draft Snow Removal Plan — There was discussion on the use of cinders or Geomelt and the possibility of using MFT dollars for this. An informational packet will be put together for the other Aldermen. 5. PW 2008-137 Overtime / Compensation Time Discussion — There was discussion on the benefit of Compensation Time and there was discussion on what the majority of overtime is for. A new work schedule will be put into effect which will eliminate a lot of overtime hours. This will be tabled until after the snow season to track which overtime hours are snow related. Page 2 of 2 6. PW 2008-138 Caboose Update — Dave Mogle was present to update the Aldermen on what had been done to the caboose and how it will be moved to it's permanent location. There was also comment on the caboose being usable classroom or rent able space. This is informational only. 7. PW2008-139 Alley Maintenance Discussion — This is informational. Resurfacing the parking lot behind Bridge Street Cafe was cut from this year's budget. Old Business: 1 . PW 2008-126 Eldamain Road — County Request — The urgency was pushed back because the transfer station in Plano fell through. No further action is needed at this time. Additional Business Alderwoman Sutcliff talked about getting an energy audit for the existing buildings for free. Alderman Besco talked about getting a development sign for the city so there will not be so many freestanding development signs. He also talked about a way to get it at no cost to the city. At their meeting on September 23,2008,the City Council directed the City Clerk to call the bond if it was not renewed by December 5,2008. The only work occurring on city property for this project was for watermain construction in the West Alley. The contractor discovered some utility and bedrock conflicts and backfilled the holes without constructing any watermain. Since then the project has been dormant and we understand that a re-design is underway. The alley pavement disturbed by the watermain work was satisfactorily patched by Fisher Commercial Construction on October 31St. Since the bond was established by Fisher but Fisher is no longer associated with this development, and since restoration of city property has been completed,I recommend that we let the bond for this project expire.A new bond will be required before construction for this project can resume. I have notified Gary Cervelli that he may wish to establish a substitute bond now to keep the IDOT highway permit active. Veterans Parkway,would expire on November 27, 2008. At their meeting on September 23, 2008,the City Council authorized the City Clerk under Agenda Item PW 2008-122 to call the letter of credit if the work was not completed or the letter of credit renewed by November 7, 2008. The work has since been completed and a letter of approval sent to the contractor on October 31,2008. Consequently,I recommend that the City Council direction from the September 23`d meeting be repealed, and that the letter of credit be allowed to expire. This development also established a bond in the amount of$6,001.05 for work within the IDOT right-of-way,and covered by IDOT Highway Permit No. 3-10117-06. Part of the current intersection improvement at the entrance to the Yorkville Business Center included conveying two small parcels of land at the Rt.47/Wheaton intersection to IDOT for right-of-way purposes. Tract I is located at the NW corner of the intersection, and Tract 2 is located at the SW comer of the intersection. These parcels previously had public utility and drainage easements dedicated across parts of them when the Yorkville Business Center Units 1 and 3 were recorded. IDOT is now requesting that the city agree to give IDOT primary rights with respect to surface improvements on the new right-of-way. If any utilities in the easement ever need to be relocated, IDOT would bear that expense. I recommend that this document be approved. The request is for revisions related to easement/right-of-way acquisition, and also for revisions to the plans. The total amount of the request is $59,000. Also attached find an MFT appropriation resolution in the amount of$59,000 to fund this work. This project was originally scheduled for construction in 2009. In order to meet that timeframe, we had to proceed with preparation of the legal documents for easement and additional right-of- way prior to approval of the final engineering plans. During the plan review process, several changes were made that affected the extent of easements required. This request includes $48,450 for revisions to the legal documents. The plan review process also resulted in changes that required additional design effort. The bituminous path along the north side of Somonauk and east side of Game Farm Road was re- designed to move it further from the roadway, and changes in the path elevations were made to minimize disturbance to adjacent private properties. There was also additional work related to the retaining wall design near Hillside Nursing Home, traffic staging design based on comments from the school district, work related to preserving an oak tree at 503 Game Farm Road, re- design of the stone sewer along Somonauk Street, revisions to the library entrance location, and related internal costs. The total of these costs is $10,550. I recommend that we will apply for 50% federal funding of this additional work through the Kane-Kendall Council of Mayors (KKCOM). While this helps in short-teen funding, due to KKCOM's funding cap policy we will end up paying for all of this additional engineering work during the construction phase of the project. If approved, this letter agreement will be supplemented with the corresponding forms necessary to process the engineering amendment through IDOT. Those documents would be available for review at the City Council meeting on November 25tH Please place this request and the MFT appropriation resolution on the November 18, 2008 Public Works Committee agenda for consideration. These parking restrictions are based on two recent accidents at the intersection. We performed a warrant analysis and determined that stop signs were not warranted. Refer to the attached memo. Sycamore Street currently yields to John Street. Traffic on Sycamore averages 1190 vehicles per day and traffic on John averages 1153 vehicles per day, There were two accidents at this intersection over the past 3 years, both occurring in 2008. The accidents prompted the request for stop signs at the intersection. The MUTCD establishes criteria for multi-stop control based on traffic volumes and accident history. Traffic volume must exceed 300 vehicles per hour for the major street for at least 8 hours a day. The traffic volumes for the minor street must exceed 200 vehicles per hour for each of those same 8 hours. None of the hourly traffic volumes for either street exceed 130 vehicles per hour; therefore this warrant is not met. The accident warrant requires that at least 5 accidents must have occurred over a 12-month period of a type that would have been avoided had stop signs been present. This warrant is not met. We have received two emails from residents, both of which refer to vision problems when larger vehicles park too close to the intersection. Therefore we evaluated the intersection using another warrant, which states that stop signs may be warranted when "a road user, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting traffic is also required to stop." This warrant implies that the vision problem cannot be corrected, which is not the case here. Rather than putting up stop signs that are not warranted, I recommend that we leave the existing yield signage in place and prohibit parking within 50 feet of the intersection. Even though there is slightly more traffic on Sycamore Street, I recommend that we not switch the yield signs to John Street or remove them because that could cause confusion for motorists that use the intersection every day. If you concur, I will place this item on the Public Works Committee agenda to adopt an ordinance prohibiting parking within 50 feet of the intersection. If you have any questions concerning this matter, please see me. To get you up to speed, there was a collision at Johns and Sycamore, at the comer of a community park. I live in chestnut cirlce subdivision south of the crash. We (Chestnut Circle Homeowners Assn.) have been asking for a 4-way stop for a long time. We have a member who attends city council meetings regularly, for years. She stated that IDOT justified the existing signs through their traffic calculations. This is understandable. What is not understandable is how John St. is no longer going to be the through street (to the police station area), and it still has the right of way. This accident could have been prevented with a four way stop. 1DOT was irrisponsible in thier calculations. come out and look for yourself. There is parking spaces within 20ft. of a corner and a fire hydrant. Coe out and see if you can see around the convoy of parked SUV's for families attending the baseball and soccer games. This is dangerous. Children run into the skeet often. It is fortunate that a child was not in the street at the time. John St. is a long street, and anyone can drive fast on this street as it did today. Today it was fast enough to roll over an SUV. No one was killed, this time, but what about next time? 1 urge you to contact IDOT and encourage them to put in a four way stop. if there is another way to do it, please try. When there are games going on, the on street parking for the ball fields lead to sight distance issues while heading southbound on Sycamore. The sight distant issues occur when the obstruction of large SUV's parking on the North side of John Street are there for games. The purpose was to explore the possibility of public access so that the natural beauty of the islands could be enjoyed up close. Alderman Besco and I met last Summer to begin discussion. The ownership of the islands is at present unknown with absolute certainty. Research through county records does not name an owner, but county officials believe the islands to be owned by the State of Illinois. The Illinois Department of Natural Resources believe the islands to be privately owned. City records show 2.6 acres of the West island to be under City ownership. Certain follow up research was needed to determine the most cost effective means by which to establish public access. Initial discussion between Alderman Besco and myself pointed toward a stair from the sidewalk level on the bridge to the West island being the most likely means of access at the most economical cost. However, stair access brings up the issue of accessibility for the disabled. . In a phone conversation with an Americans with Disability Act (ADA) technical specialist from the U. S. Department of Justice, I was able to gain some understanding on this issue. The opinion presented to me centered around whether the island was to be developed. If the stair was simply there to allow individuals to access the island, with no service available, including trails, picnic tables, or recreational features, then the stair would be acceptable. However as the island would develop with recreational services in the future there must be opportunities for access it by individuals of all abilities. The conclusion of the specialist was that it may be more cost effective to construct an accessible access at the onset. of O t O E. Solution: Com2 cannot solve the electronic waste issue alone; we need to work together with Cities, Villages, Towns and Communities (the Authority) to solve this, permanently. Van Emmon Street was discussed. Both homeowners attended the meeting. We reviewed the past efforts to determine the source of the water and ideas to minimize their water problems. Refer to the attached memo dated 9/10/08. The committee gave direction to survey the edge of roadway elevations at these two locations to determine if water draining off the road could be diverted away from the homes, and to report back to the committee in November with an update. We had previously recommended to the homeowner at 315 E. Van Emmon that they re-direct the downspout at the SE comer of the home,which was discharging directly to the foundation wall. This is the location where the homeowner had indicated the majority of water was entering the basement. The homeowner did re-direct the downspout,but has since said that they are still getting water in the basement. We were not able to access the basement since the downspout was re-directed to confirm the location and extent of stormwater entering the basement. This home was constructed in 1911, and has a composite foundation consisting of masonry block and what may be field stone. Above-ground cracks are visible between several of the masonry blocks, and these cracks may extend below ground. The homeowner should consider hiring a contractor to seal their foundation wall. We surveyed the edge of roadway at 315 E.Van Emmon and determined that there is a flat but uniform slope to the east of about 0.4%. There is a paved sidewalk from the front door out to the edge of the road, so any water that we might intercept west of the sidewalk with some sort of edge treatment would eventually flow down the sidewalk. Ideas for edge treatment ranged from an asphalt curb to a plastic edging similar to that used for landscaping. Both would likely be damaged during snow plowing and require annual replacement,therefore I do not recommend roadway edge treatment. A better idea would be for the homeowner to install a small frontyard drain and direct the water around the side of the house to the rear yard. The downspout at the SE corner could also be tied into this drain, as well as a second downspout located near the front door. We surveyed the edge of roadway at 339 E. Van Emmon and determined that it is virtually flat across the entire frontage,with the elevation at the driveway being about one-half inch lower than at the SE comer. Any kind of edge treatment here would result in ponding of water on the shoulder and potentially on the westbound through lane. Diverting the water to the gravel driveway would concentrate more water in that area, increasing the potential for driveway base failure, and the water would still flow in the general direction of the house. Therefore, I do not recommend any roadway edge treatment in this area. While we were surveying the roadway edge, we also shot elevations of a swale in the front yard that at first appeared to drain towards the creek. We found that the swale actually drains away from the creek and towards the driveway, ending at a low spot in the front yard. Water flowing from the street and frontyard would tend to saturate the area immediately east of the driveway, and potentially be the source of water entering the basement. We provided this information to the homeowner and recommended that they re-grade this swale to pitch it towards the creek. Van Emmon Street was discussed. Previously the city had obtained quotations from well drillers to set several groundwater monitoring wells along Van Emmon and the Commonwealth Edison right-of-way to see how groundwater elevations change over time and with changing weather. The consensus of the committee was to not proceed with the monitoring wells because we do not have groundwater elevation data prior to the construction of the Corn Ed Interceptor. That information would be needed to compare with current elevations and determine if construction of the interceptor has changed the groundwater elevations along Van Emmon. The committee asked for a copy of the log we have been keeping since May 2008 for rainfall and water in basements in this area. Attached find that information. It appears that rainfall of 0.7" or less results in little to no water entering any of the basements. In the late 1990's we conducted groundwater monitoring west of Cannonball Trail between Route 34 and Faxon Road over a two-year timeftame. This area has very sandy soil, and therefore has a relatively high ability to accept stormwater and have rapidly fluctuating groundwater elevations. We checked the groundwater elevation at regular intervals and initially after every rainfall. We found that groundwater elevations did not vary due to individual rainfall events. The groundwater elevation would jump up about 2 feet around December-January, and then slowly go down 2 feet over the rest of the year. Based on this past experience, that residents are not getting water when it doesn't rain, and that the soils along Van Emmon are not sandy and therefore don't allow water to pass easily, it would appear that the water entering the basements along Van Emmon is not groundwater but is stormwater entering along foundation walls. Residents are continuing to get water in their basements, even after the drainage ditches along Van Emmon have been fully re-established and the roadway paved, therefore it would appear that the recent watermain construction along Van Emmon did not have a significant impact on water in their basements. Today Joe Besco, Eric Dhuse, you and I met with the resident at 315 E. Van Emmon to discuss their basement drainage issue. During an inspection of the basement, the resident explained how most of the water enters at the SE corner. Afterwards we went outside and Joe Besco brought to our attention that a downspout at the SE corner discharged at a point within inches of the foundation wall. We advised the resident to re-direct the downspout away from the foundation, and also to re-grade that area to slope away from the foundation wall. It is very possible that these simple actions will go a long way towards easing their drainage problems. Please place this item on the September 16, 2008 Public Works Committee agenda for discussion.
