R. E graduation ceremony held at Bristol Bay Elementary School on Tuesday, April 29th. I was also honored to participate in the ceremony by handing out D.A- R- E bumper stickers to each graduate. I have never witnessed such enthusiasm as displayed by the one hundred and forty-five graduating fifth graders in attendance. As I handed out the bumper stickers, I congratulated each student and asked if they enjoyed the program. Their eyes sparkled and big grins appeared. At least 99.9% responded with positive statements such as: "YES ! " . " It was an awesome class" . I learned so much". "This was the best class I have ever had ! " The other . 01 % appeared to simply be too shy to even have eye contact with me- After the ceremony I spoke with several of the fifth grade teachers regarding the D.A. R. E. program. They all endorsed the D.A. R. E. program and praised Officer Robbie Hart on his style of teaching, dedication and making such an important class fun as well as extremely. informative for the students. 1 would like to personally congratulate Officer Robbie Hart for performing such an outstanding job educating the young children of our community on the harmful, negative results of drugs, alcohol, tobacco and peer pressure. He certainly has gained their respect as well as their friendship ! Congratulations Officer Robbie Hart and keep up the good work! The business is located at 1901 S. Bridge Street and is applying for a bar and grill liquor license in addition to the beer garden/patio license. Currently, there is no limit on the number of Bar&Grill licenses. However,per the city ordinances there is a limit on the number of Beer Garden/Patio licenses available. The city code currently allows for five Beer Garden/Patio licenses to be issued. We currently have five businesses with this license. The five businesses that have this license are: Amici D'Amore, Legends Sports Bar&Grill, Taylor Street Pizza Warehouse, Fox's Road House, and L.T.C, Inc. currently being constructed at 171 Saravanos Drive. The owner of the business has provided a drawing which shows the layout of the business and the patio area. He is proposing to put in a six foot high reinforced aluminum black fence. According to IDOT policy, speed limits should be based on the prevailing speed, to the nearest 5 mph. The prevailing speed limit is a computed average of three sets of data: the average speed, the 85a' percentile speed and the upper limit of the 10 mph pace. The basis for this measurement is that a majority of drivers will drive at a speed that they judge to be safe and proper. When selecting a speed limit, the prevailing speed limit may be altered based on percentage corrections from optional factors such as crash rate, access conflicts, pedestrian activity, parking and other miscellaneous factors such as restricted sight and isolated curves. Once a proposed speed limit is determined, the anticipated violation rate (the percentage of "speeders") is calculated and if it is found to be above 50% the proposed speed limit needs to be revised in 5 mph increments until the violation rate is below 50%. Should the decision be made to go with a lower speed limit that would result in a violation rate greater than 50%, the police will be need to be notified that extra enforcement efforts will be required along that road. Based on the studies that were done, the proposed speed limits shown in bold on the attached spreadsheet should be established. Several roads currently have posted speed limits below the calculated prevailing speed limits. As a result, IDOT policy indicates that speed limits on these roads should be raised. A reduction of the proposed speed limits should be considered in the cases shown in red on the spreadsheet, where the proposed limits are below the prevailing speed. The results of these speed studies have been reviewed by the City Administrator, City Engineer and Police Chief In order to come into conformance with state standards, the data was reviewed and recommendations were made that support the speed limit postings for the following routes: Mill Road (Kennedy to BN Railroad Tracks): Currently there is no speed limit posted so based on the prevailing speed, the posted speed limit should be 45 mph. Kennedy Road (Galena to Route 47) : Along Kennedy road the speed limit is posted in only one direction between Bristol Ridge Rd. and Lillian Lane. The prevailing speed dictates a proposed speed of 45 mph. The posted speed limit should be 45 mph in both directions along this entire road. East Main Street (Rt. 47 to Bruell St.) The proposed speed is 35 mph. However, based on the number of driveways and access points along that stretch of road, the access conflict number is 65 . For access conflict numbers 61 and above, the prevailing speed limit should be reduced by 10%. Reducing the speed limit by 5 mph has an anticipated violation rate of 53%. In this case the police would need to be notified that this zone requires extra enforcement. There should be no change to the current posted speed limit of 30 mph. Wing Road (Half way between 71 & 126): Currently there is no speed limit posted. Based on the prevailing speed, the posted speed limit should be 35 mph. W. River Road (Blackberry Creek to 1800' West): Currently there is no speed limit posted. Based on the prevailing speed, the posted speed limit should be 45 mph. Cannonball Trail (Rt. 34 to Rt. 47) The proposed speed limit was determined to be 45 mph. This is currently the posted speed limit in the northbound direction. There is no speed limit posted in the southbound direction. Lowering the speed limit by 5 mph would increase the rate of violations to 71 %. Therefore, the speed limit should remain at 45 mph with speed limit signs posted in both directions. West Fox St. (White Oak Way to 1300' West of White Oak Way) The proposed speed limit based on the prevailing speed, was determined to be 45 mph. This is 10 mph over the posted speed limit for that stretch of road. After reviewing the data, the recommendation is to move the posted 35 mph speed limit sign in the eastbound direction to the entrance of White Oak Way. At the same time, add a 45 mph speed limit sign in the westbound direction, just west of the entrance to White Oak Way. West Fox St. (1300' West of White Oak Way to Poplar Dr.): The posted speed limit is the same as the proposed speed limit of 45 mph. The 45 mph speed limit should be posted just west of the White Oak Way along with a sign indicating the reduced speed ahead in the eastbound direction. Greenbriar Rd (Rt. 47 to Walsh Dr.) The posted speed limit is the same as the proposed speed limit of 40 mph. The access conflicts do not justify a reduction of speed at this time. There should be no change to the current posted speed limit of 40 mph. E. Countryside Parkway (Rt. 47 to Rt. 34): The posted speed limit is 35 mph with a current violation rate of 71 .5%. The violation rate should not exceed 50%. The proposed speed limit for this road is 40 mph which would have a violation rate of only 25%. At this time the access conflict number does not justify a reduction in the speed limit. The posted speed limit on this road should be 40 mph. McHugh Rd. (Rt. 34 to Kennedy): No speed limit is posted. The proposed speed limit of 35 mph would have a violation rate below 50%. The posted speed limit on this road should be 35 mph. Bristol Ridge Road (Rt. 34 to Blackberry Creek): The posted speed limit of 35 mph has a 79% violation rate. The number of access conflicts suggests that the prevailing speed be reduced by 5%. When the prevailing speed of 43 .2 mph is reduced by 5%, it still wouldn't change the proposed speed limit of 40 mph. The recommendation is to increase the speed limit on this road to 40 mph. Pavillion Rd. (Fox Rd. to Rt. 71 ): No speed limit is posted. The proposed speed limit for this road is 50 mph. The proposed speed limit of 45 mph would have a violation rate below 50%. The recommendation is for a posted speed limit of 45 mph for the section of roadway within city limits near Fox Road. Alice Ave. (Cannonball Trail to Faxon Rd.) The prevailing speed limit was determined to be 39 mph with a proposed speed limit of 40 mph. This is 10 mph faster than the posted limit. Since the 35 mph speed limit has a violation rate close to 50%, the posted speed limit should be 35 mph. Faxon Rd. (Beecher Rd. to East Side of Whispering Meadows): The posted speed limit on this road is 30 mph. However, only 16 cars total were sampled. However, since the Public Safety Committee is liaison to the Human Resources Commission it was recommended that this item be discussed at a Public Safety Committee meeting first. o Cl; ` MEMORANDUM eR e36 To: Elected Officials From : Brendan McLaughlin, City Administrator o imi i w Date: May 9, 2008 Subject: Human Resources Commission CE PURPOSE: To seek policy direction related to the Human Resources Commission Context: In recent months, I am told that the Human Resources Commission has been challenged to find meaningful work beyond the implementing established Historic Street Name Program, reviewing requests for city sponsorship, approving pamphlets for display at City Hall and reviewing nominations for volunteer of the year. The Mayor had asked the Commission if there were additional programs they would like to initiate, but the Commission has not provided any. At their last meeting, the three members present indicated that they would like the Mayor to appoint new members and perhaps the new members might have ideas for new programs. The Commission also asked that the City Administrator be contacted to see if a staff person could be assigned to follow thru on the suggestions of the Commission. Previously, the Mayor had indicated that she would like the Commission to operate autonomously, without a staff person being assigned. As City Administrator, I find myself being asked to provide staff support after the Mayor had indicated that she did not want a staff person assigned to the Commission . As a result, I wanted to share this situation with the City Council as I need direction. Discussion: They say that 90% of any solution is clearly defining the problem. Before additional staff resources are assigned or additional appointments made, I thought it would be beneficial to try and determine what problems there are (if any) related to the Human Resources Commission. From reviewing the establishing ordinance, the HRC was established in 1975 to act as a clearinghouse and steering committee for problems such as sickness, handicaps, financial loss, poor handling of finances, anti-social behavior, juvenile problems, problems of the aged, unemployment and abuses of all kinds. The HRC was established to accept referrals from city departments and all other sources of human problems and then apply the resources available within the community to relieve and solve the problems with the goal of improving the environment and quality of life for all citizens. In 1998, an ordinance was passed reducing the HRC charge. The revised charge is to assess and identify problems within the community that effect the social welfare of city citizens and with the goal of improving the quality of life of city citizens and the general welfare of the community. Council Direction Sought: The Commission appears to be having difficulty identifying problems within the community they would like to address. If there are unmet needs and the City Council believes the HRC can play a role in getting those needs addressed in the community, the Commission would benefit from having such a challenge laid out for them . Also, I need direction related to the request for a staff liaison . Option for Consideration: Should the City Council not identify problems within the community for the Commission to address, the City Council may want to consider reducing the scope of government and retire this commission. It could always be re-activated should a need arise. The current programs managed by the Commission could find new stewards to maintain the ongoing nature of the tasks. Some options are provided below for consideration by the City Council. Historic Street Name Program The program is in need of a staff person to be responsible for the implementation of the program. Today, the role of the Commission has been to review the appropriateness of names being nominated for inclusion in the program. There is no one following up to have any ceremony for the families when a street is named in their honor. It is recommended that City staff take over the coordination of the Historic Street Name Program . Staff will solicit proposed names, research their history and manage the listing of available street names. The Plan Commission or Public Works Committee could be the approving body when plats are presented to them. Staff could coordinate a presentation ceremony to recognize the historical name and work to secure press coverage. With these changes, I believe that the program will remain strong and actually be enhanced as city staff would be assigned to manage the program from start-to-finish. Volunteer Appreciation Lunch The volunteer appreciation lunch has been managed heavily in-house. This is driven by the Mayor's Office and would be appropriately overseen by Community Relations. The role of the HRC has been to review the nominations and select a Volunteer of the Year. The rest of the luncheon coordination (invitations, catering, hall set up and take down) has been accomplished by city staff. The city could consider seeking the sponsorship of a service organization to take over this program. Approving Pamphlets for Display in City Hall's FoVer With the addition of Community Relations staff within the city, it would seem appropriate that the City Council could set guidelines as to what is appropriate to display at City Hall and then City staff could coordinate securing these brochures from community organizations and keeping them on display at City Hall. Reviewing Sponsorship Applications The City Council may want to consider terminating the funding of donation requests with tax dollars. The requests for government funds from not-for-profits will continue to grow as the community grows. There is a concern that taxes collected should go for city services and city sponsored special events. To collect taxpayers' dollars and then re-distribute them to very admirable agencies is essentially government determining where people's charitable giving should be directed. If the City Council chose to end this practice, they may want to consider using the budgeted funds for this year to aid in a city- wide event. The BKFD has announced a major shortfall in funding the annual fireworks. Conclusion This memo is provided to the City Council to obtain their policy direction regarding the Human Resources Commission. They made kites and had various activities, such as a `pit crew' and an obstacle course set up for the kids. Approval was also given to fund the $250 request from the Kendall County Special Olympics event to be held July 19`h Page 2 — April 2008 HRC Additional Business: The current members of the HRC are asking the Mayor to appoint new members to the committee. It was felt that new members may have some ideas for new projects and that if we wait to think of new projects and then get members, it may be counter-productive. Diana says at this time, she cannot devote a lot of time to new projects. Barry said he would check on the progress of getting the Historical Names signs, since many have been put up, but no recognition has been given, nor notification provided to the families or nominators. He will also see about finding out if there is someone at the City who would be designated as the `contact' person for things that HRC has worked on or will work on, so that when things are suggested that they get followed through afterward. He will check with Brendan. Another project that was started was the Volunteer listing for agencies in the area when people contact the City about volunteer opportunities. Forms were sent out, and Cecelia stated that some organizations reported they filled them out and sent them back, but the HRC had not been notified of these returns and the volunteer project has not been done.
