Subject: 2006 Minutes for Approval
Attached are two sets of minutes from May 17, 2006 and June 21 , 2006. To date there are no
approved or even draft minutes for these two meetings on file in the Clerk's office and previous
inquiries into their location have been unsuccessful.
In order to fill in the blanks and make the files complete, I have taken the liberty to listen to the
meeting tapes from the two missing dates and transcribe the minutes from there. It is my hope
that you will be able to remember back that far and fill in anything pertinent that I may have left
out.
Please approve the attached minutes from 2006 with any corrections necessary and inform me of
any changes needed. Thank you.

Meeting Minutes of May 17, 2006
Location : Police Department Conference Room
Call to Order: Diana called the meeting order at 6: 13 p.m. A quorum was established.

Approval of Minutes: The minutes from April 19, 2006 were approved as read.
Committee Reports:
City Liaison Report: No report.
Mayor' s Report: No report.
City Council: Rose presented to City Council the idea of having brown signs with the Historical
Street Name recipients' full names attached to the appropriate street signs. A City flag would
also be presented to the recipient or their family during a dedication ceremony. The City
Council members were all in favor of the idea. Also, the three nominees for the Historical Street
Naming program were presented at Committee of the Whole last night. The City Council was in
favor of the nominated names.
Recreation Department: No report.
Library Board Meeting: No report.

Welcome New Member
Jeff Grezlik has been appointed as a member to the Human Resource Commission. Welcome Jeff!
Historical Street Names Criteria/Processes
The current criteria were reviewed and possible changes discussed. One issue discussed was
regarding volunteer work and if coaches would qualify even if they're receiving a stipend.
Extensive discussion regarding nominee qualifications ensued. With all the development, there
is a need for more street names, so criteria may need to be made more generic in order to
approve more candidates. Ideas to obtain more nominations, such as going to the nursing home
or senior housing, were also discussed.

Rose will prepare a form for the committee to use when reviewing nominations. That way if
they want to request more information it can be notated on the form and given to Glory to
collect more information.
Discussion of a Festival to Commemorate the 175th Anniversary of Yorkville
Glory asked the HRC to begin coming up with ideas for this celebration, even though it is still 5
years down the road. Ideas regarding a location for festivities (Hometown Days, for example)
and costs were discussed. The committee would also like to be able to highlight their Historical
Street Naming program. Since this year is the 170`h Anniversary, they could do something this
year to highlight the program, such as a float in the 4th of July Parade and handing out
brochures. This could be used as a kick-off year to collect so many names by the 175th
Anniversary, as well as collecting other historical pictures and artifacts.
The committee agreed that they will start with walking in the 4 h of July Parade and then also
have a booth at the Hometown Days Festival. An advertisement will be published in next
week' s Kendall County Record to search for a horse drawn wagon for the 4a' of July parade to
carry recipients/nominees of the Historical Street Naming program.
Diana will call Rick from Action Graphics to discuss the cost of signs for their booth and the
wagon.
Discussion of Standardized List of Procedures for the HRC Approval Process
This item was previously discussed.
Updated List of HRC Email Addresses and Phone Numbers
All members present verified that the contact information listed for them was correct and
updated it where needed.
Discussion of Volunteer of the Year Award
Glory Spies had requested this item be placed on the agenda. Glory feels that there are so many
people who do wonderful things for Yorkville and that they should be recognized. She would
like the Human Resource Commission to establish a list of criteria and a timeline in which to
recognize the nominees.
There was discussion about who the nominees would be. They could be volunteer coaches for
youth sports, for example. Kendall County has a similar recognition program. Rose had a
sample criteria/nomination form from them. She will send it to Tom to look over and make
some changes to, in order to better fit what they are trying to do.
This item will be brought back for more discussion at a future meeting.
Discussion of a Festival to commemorate the 175th Anniversary of Yorkville (con't)
HRC would like to have a booth at the Hometown Days Festival, Labor Day weekend. The
members would like to be in a high-traffic area, possibly near the food tents or other City booths,
and sell popcorn and drinks. Someone will email Glory to let her know that they would like a
booth.
Other ideas for the booth were also discussed, such as having a Victorian theme and a picture
area or an "Uncle Sam"/American theme.

Old Business:
Visitor Center (review brochures)
A brochure for a new company downtown was submitted for review. The committee
commented that if they were going to approve the brochure, it would need to be with the
understanding that the brochure should be tri-fold and contain more general information about
their company. It should also be kept current, as it appears this brochure is one in a volume. The
brochure is approved pending conformity to the committee's guidelines.
Historical Street Names (review submitted nominees)
A new nomination form for Leslie Christian was submitted and reviewed. The committee felt
that they need more information regarding what the nominee has contributed to Yorkville in
order to be considered. Rose will give the form back to Glory to request more information
before considering the nomination further.
A nomination was made for Edward Stumbo in 2003, but was not approved due to a need for
more information. This was apparently not communicated to the person submitting the
nomination and the HRC received an inquiry into this. Someone will contact the person
nominating Mr. Stumbo and obtain more information.
There is a whole pile of old nominations marked as needing more information that apparently
were not followed up on. Dana will follow up on those to gather information so they can be
reconsidered.
Additional Business:
The Alzheimer's Association would like to do a Minds and Memory program next April or May
in Yorkville. Senior Services has been contacted about possibly using the Beecher Center to host
this program. Other ideas for location and participation with this program were briefly
discussed.
Jeff Grezlik will be writing an article for the school newspaper about the Historical Street
Naming program. He asked for suggestions on anything he should add. Jeff was provided with
brochures to use for information.

City Liaison Report: National night out is coming up on August 1 " and will be held from 6 — 8
p.m. at Beecher Center. There will be lots of advertising around the event and WSPY will be
doing a remote broadcast from the event. A schedule of events for the 4th of July was also
distributed to the HRC members.

New Business:
Fourth of July Planning
Diana is in charge of trying to find a wagon for the 4th of July parade. She called a woman by
the last name of Scott but has not received a return phone call. Diana also called Rick at Action
Graphics about signs. The sign would be $6.00 per foot.
A re-cap from the last meeting was given. HRC had talked about marching in the parade with a
sign advertising the Historical Street Naming program and also having a horse drawn wagon to
carry Historical Street Name recipients. However, since a wagon has not been found and there is
little time left to prepare the committee decided it would be better to just put the effort into
planning a booth for Hometown Days.
Labor Day Planning
At the last meeting it was discussed to decorate a booth and have a birthday cake to celebrate the
170'b Anniversary of Yorkville. They would also have brochures for the Historical Street
Naming program. This would all be as a kick-off to prepare and get people excited for the 175th

Anniversary and to obtain more nominations for the Street Naming program.
Glory has already reserved a booth for HRC at the Hometown Days Festival.
A special meeting will be set for July 12"' at 6:00 p.m. to further plan for this event. This
meeting will be held at Panera Bread.

A new brochure was received and approved unanimously.
Historical Street Names (review submitted nominees)
There were no new nominations to review.
Historical Street Name Brochure
Glory would like the committee to review the brochure for final approval and let her know if
there should be any additions, deletions, or other changes. Glory will have approximately 250-
300 brochures printed in time for the August meeting. The money for the brochures will come
from the Community Relations Budget.
The following changes were noted for Glory to correct:
1 . Change the word "chairman" to "chairperson."
2. Remove the paragraph that says specifically when meetings are held. It should just
say that meetings are held monthly at City Hall.
3. The last two paragraphs should be combined.
4. Several other grammatical and format changes were made.
Additional Business:
Jeff suggested putting together a packet of volunteer opportunities in Yorkville. He thinks that
currently it is difficult to find volunteer opportunities because there is no list of contact
information to look to. More information and ideas will be collected and brought back to the next
regular meeting.
Silver Springs Outdoor Education Center left information regarding their fundraising efforts to
help keep the Education Center open. The committee feels that they are requesting far too large
of a donation for HRC to have any significant impact.
