The Minutes from the February meeting were reviewed. Diana made a motion to approve the Minutes
and Cecelia seconded. Approved.
Committee Reports:

New Business:
Outstanding Volunteer of the Year Award Nominations — Cecelia suggested that the honor go to
Jeaness Medin. She was nominated by William Powell. Jeaness has been the coordinator for the Food
Pantry for over 13 years and will be retiring this year. All present agreed the award should go to her.
There were no nominations for teen or youth.
The HRC also recommends that each person nominated:
Dorothy Sanderson — nominated by Louise Maritato and Patty Strahan of Senior Services
Carlso Colosimo — nominated by Becky Zuardo of CASA
Teresa Wedeen — nominated by Jackie Williams and Ginny Sullaway
Sue Schumann — nominated by Megan Gessler
Also be presented with a Certificate of Appreciation by the City at the Volunteer Recognition in May.
Diana will talk to Glory about this.
The brochure from ABWA was approved to be in the Visitors Center. They should be contacted to
have someone bring brochures in
Diana attended the Playful City USA program on April 12'', and in spite of the rain, everyone had a
good time. They made kites and had various activities, such as a `pit crew' and an obstacle course set
up for the kids.
Approval was also given to fund the $250 request from the Kendall County Special Olympics event to
be held July 19a'.

Additional Business:
The current members of the HRC are asking the Mayor to appoint new members to the committee. It
was felt that new members may have some ideas for new projects and that if we wait to think of new
projects and then get members, it maybe counter-productive. Diana says at this time, she cannot devote
a lot of time to new projects.
Barry said he would check on the progress of getting the Historical Names signs, since many have been
put up, but no recognition has been given, nor notification provided to the families or nominators.
He will also see about finding out if there is someone at the City who would be designated as the
`contact person for things that HRC has worked on or will work on, so that when things are suggested
that they get followed through afterward. He will check with Brendan.
Another project that was started was the Volunteer listing for agencies in the area when people contact
the City about volunteer opportunities. Forms were sent out, and Cecelia stated that some organizations
reported they filled them out and sent them back, but the HRC had not been notified of these returns
and the volunteer project has not been done.

Meeting Called to Order by President Diana Lento-Riedy at 6:05 p.m.
Quorum established.
Ald. Plocher related that Mayor Burd will be appointing two new members to the Commission at the
Tuesday City Council meeting. He had no further information on them.
He also related that Glory Spies will be sending out letters, photos and map directions when the brown
Historical Signs are put up. It was asked if she could send them to the person (if living), and to family
and also the nominator (if it is other than the family members).
Tom asked, since we would still be down one member after the new appointments, if consideration
might be given to getting a disabled person, or a student, as we had at one time. There is representation
now from the senior population and the younger parent generation, but these other perspectives might
also be helpful. Ald. Plocher mentioned the AID office might be of some help.

Police Dept. — Lt. Schwartzkopf handed out newsletters reminding people to lock their car doors. Too
many thefts have been occurring.
New Business:
The Appointment of new members was previously discussed.
Determination of Direction of HRC - Cecelia mentioned the Volunteer Registry that was once started,
as well as a Resource Directory of services and programs available in Yorkville. Lt. Schwartzkopf
stated that they gets many calls for information, and also have people stopping in to ask where places
such as the Public Aid office are located. They also have seasonal questions, such as where the July 0
Parade and Activities are held and where people can park for the fireworks.
Diana said she could bring her laptop and start to get some entries. Cecelia said that she has several
such booklets from Kane County and many of those agencies also serve Kendall County, so that is a
start.
Lt. Schwartzkopf said that he didn't know that there was a Kendall County Coalition of Neighbors and
that Operation Push is also active in the county. There have been several instances lately where both
agencies were brought in to help in a neighborhood situation that has been on-going for some time.

OPEN MEETINGS ACT
The Open Meetings Act was first adopted into the Illinois Compiled Statutes in
1957. This Act ensures that meetings of governmental bodies are made known to
the public in advance and allows the public to attend those meetings. In Illinois, at
least 48 hours notice of a meeting must be given.
As cited by the Illinois Municipal League' , a meeting is defined as ". . . any
gathering, whether in person or by video or audio conference, telephone call,
electronic means (such as, without limitation, electronic mail, electronic chat, and
instant messaging), or other means of contemporaneous interactive
communication, of a majority of a quorum of the commissioners of a public body
held for the purpose of discussing public business . . . "
A "quorum" is defined as the number of members of a public committee or board
that is required to legally transact (take action or vote on) business. A "majority of
a quorum" is minimum number of members assembled in which Open Meetings
Act requirements apply. As the number of members of a committee increases, the
number required for a quorum also increases. The chart below can help you
determine what constitutes a quorum and majority of a quorum for your
committee.

What does this mean for your Committee?
Basically, this act means that a Majority of a Quorum of any governmental
committee cannot meet without posting an agenda at least 48 hours prior to that
meeting. For example, if a committee has 9 members, 3 of them cannot meet (in
person or electronically) to discuss business related to that committee without first
posting an agenda.

AGENDAS
Agendas for all City meetings are distributed by the City Clerk's office. In order
to comply with the State of Illinois Open Meetings Act, meeting agendas are
required to be distributed to the appropriate bodies a minimum of 48 hours before a
public meeting. Once a meeting agenda has been finalized, the Clerk's office will
post the agenda in the lobby of City Hall, as well as on the City website. It will
also be provided to the local press, all elected officials, and all City departments.
Additionally, the Clerk's office will supply all committee members with an agenda
and any supplemental information prior to the meeting date.
To ensure that agendas are prepared and supplied in a timely fashion, it is
requested that you provide the Clerk's office with an agenda at least one (1) week
prior to the date of the meeting. Typically, items for the agenda are decided at the
previous meeting and/or through committee members contacting the chairperson
with items they would like to discuss. There is no particular format required for
agendas, however a sample agenda is attached for you to use as a model if you
choose.

MINUTES
At each meeting, minutes should be taken to provide an account of the discussion
held at that meeting. These minutes become part of the permanent record on file at
City Hall. It is not required that minutes transcribe the meeting discussion
verbatim; rather they should present a summary of main topics and key points. A
sample is attached for reference.
It is recommended that, at the first meeting, the Chairperson appoint a member of
the committee to be recording secretary for the committee. This way there will be
no confusion as to who is taking minutes for each meeting and the Clerk's office
will know who to contact with questions regarding minutes for the committee.
The recording secretary should provide a draft copy of meeting minutes to the
Clerk's office within 7- 10 days after the meeting. The draft minutes will help the
Clerk's office to know if any action needs to be taken on items that were discussed
and will also help in preparing the agenda for the following meeting.
At the following committee meeting, the draft minutes from the previous meeting
should be reviewed by the committee members to check for errors or points that
may need to be clarified. The recording secretary should note any changes that
need to be made and provide a final, approved copy of the previous meeting
minutes to the Clerk's office within one ( 1 ) week after their approval. The
approved minutes will be posted on the City website and filed in the Clerk's office
permanently.

Minutes for Correction/Approval: July 31, 2007
The minutes were approved as read.
New Business:
I. EDC 2007-32 Monthly Building Permit Report for July 2007
Travis Miller reported that residential permits are down, however, he noted 38 permits were
issued in July, 2006 compared to 34 in July, 2007. Due to rapid commercial growth, the City is
only down 10% for all permits compared to last year.
Alderman Leslie asked how this has affected the budget so far this year. The capital fees tied to
building permits are only slightly behind and there has been no effect on major capital purchases
at this time according to Bart Olson. He also noted additional squad cars will be purchased when
there is more cash available. He said there is great cooperation between departments regarding
large dollar purchases.
No further action was required and this information will move to C.O.W.

2 EDC 2007-33 Monthly Plan Commission Report for August 2007
The Jake Land Group was the only item in this report and Mr. Miller provided a summary of the
Plan Commission meeting. Since the EDC had requested to be informed when the Plan
Commission is not in favor of proposed developments,he brought the information forward to
this committee. In this case, the commission approved annexation, but not the PUD or zoning.
Mr. Miller said the case will move to Public Hearing on August 28`h without revisions and he
said this is typical. The next step is the annexation agreement and then the matter moves back to
EDC with revisions. It was noted that when an application comes in,there is a draft annexation
agreement attached. When that is presented at a Public Hearing,the staff has not yet reviewed it.
Alderwoman Spears noted that previously during Public Hearings,the Council was allowed to
address the petitioner and state concerns. However, at the last Public Hearing held, she noted
that the Council was advised that was not the time for comment--that it was only a presentation.
Bart Olson said the Council and Mayor would need to decide what procedure would be followed
and he suggested the Mayor and Aldermen should discuss this matter. Ms. Spears asked to have
this matter placed on a future C.O.W. agenda.
Old Business:
1. PC 2007-24%alant Development-Rezoning
This development is at the corner of Rt. 47 and Center St. and the petitioner has requested
rezoning from R-2 to B-2. One of the concerns was that parking would possibly spill over into
the park area especially on the weekend when events might be held. Alderman Leslie also noted
that the business would be within 2 feet of the future right-of-way
Comments from Mr.Miller included: This is a non-conforming structure and if a fire occurred,
the property would have to go through the variance process. Language regarding right-in/right-
out, signage, water connection/well abandonment will be added to the development agreement.
Revisions will be submitted so that the matter can be considered at the August 28`h Council
meeting. A consensus of the group was reached.

2-6-2: Composition; Appointment; Terms Of Office

2-6-1: COMMISSION ESTABLISHED: There is hereby established a
citizens' commission, which shall be known as the City of
Yorkville Human Resources Commission, for the purpose to assess and
identify problems within the community which affect the social welfare of the
citizens and with the goal of improving the quality of life for all of our
citizens and the general welfare of this community. Said Commission shall
from time to time report on its activities and make recommendations to the
Mayor and City Council. (Ord. 1998-1, 1-22-1998)
2-6-2: COMPOSITION; APPOINTMENT; TERMS OF OFFICE:
A. The members of the Human Resources Commission shall be
composed of seven (7) residents of the City, one of whom shall be
appointed chairman. The appointments to the Commission shall be
made by the Mayor, with the advice and consent of the City Council.
In addition to the seven (7) members, the Mayor or his/her designee
shall serve as an ex officio member.
B. The term of office to this Commission shall be for a period of three
(3) years. However, members appointed at the onset shall be for the
following terms: three (3) members shall serve for two (2) years, two
members shall serve for three (3) years and two (2) members to
serve for one year. (Ord. 1975-19, 10-9-1975; amd. Ord. 1998-1 ,
1-22-1998)
C. After the expiration of the member's initial term, all successors shall

It is time once again for the 22nd annual Silver Springs Summer Scamper. This year we are continuing with our 5K,
I OK & 1 Mile Fun Run! The Summer Scamper is a unique run held at Silver Spring State Park that is part road race,
part cross country race. This year's event date will be Sunday, August 17th. The Summer Scamper is a fundraiser
benefiting our Strong Kids Campaign, which is a program scholarship fund for less fortunate families in your
community. The event is always well attended, drawing runners from our local towns as well as runners from out of
state. We're looking forward to this being the best yet!
In order to make this event possible, we are asking for your help. We are looking to area business to help us out by

RESOLUTION ADOPTING
UNITED CITY OF YORKVILLE SPONSORSHIP POLICY
WHEREAS, the City Council of the United City of Yorkville established a policy for
sponsoring worthy events under predetermined guidelines by its Resolution 2005-35 passed by
the City Council on June 28, 2005 and amended by Resolution 2005-58 passed by the City
Council on September 13, 2005 ; and
WHEREAS, the City Council desires to update the policy by authorizing that the Human
Resource Commission shall have authority to approve requests, and to set a limit of $250 per year
per organization which is consistent with the previously approved request form, and
WHEREAS, a copy of said updated policy and request form is attached hereto and
incorporated herein as Exhibit "A" and said Exhibit A shall supersede and replace the policy and
related request form attached to Resolution 2005-35, and as amended by Resolution 2005-58 and
become the Sponsorship Policy (and related form) of the United City of Yorkville.
NOW THEREFORE, upon Motion duly made, seconded and approved by the majority of
those members of the City Council voting, the UNITED CITY OF YORKVILLE hereby adopts
the updated Sponsorship Policy (and related request form) attached hereto and incorporated by
reference herein. This resolution is effective immediately upon passage.

What is Sponsorship?
Sponsorship is an effective marketing and communication tool used by many businesses,
organizations and government agencies, regardless of their size. Sponsorships are not
donations, the City expects their sponsorship will provide a measurable return or benefit
for the residents or businesses of Yorkville.
The general aim of sponsorship is to raise the profile of the sponsoring organization , to
sell products or services and to reach particular target audiences. Sponsorship also
promotes a positive awareness of the organization with residents, customers, potential
customers and the community.
Sponsorships are structured in the form of direct financial assistance, or "in kind"
sponsorship, which involves the sponsor providing equipment or resources. In kind may
be limited due to available equipment, manpower, or other City required events, work, or
projects. The affected Department for the resource allocation will be monitored or
determined by the Department Head .
Sponsorship Guidelines
The United City of Yorkville receives a number of sponsorship requests, which
unfortunately makes it difficult for us to accept or sponsor every event. We have outlined
a series of guidelines to help with the selection of sponsorship events. Guidelines are
updated annually and may change from year to year based on the mission and goals of
the City Council. All sponsorship requests and proposals shall be submitted to the
Human Resource Commission for approval. The Human Resource Commission shall
report all approved sponsor ships to the City Council. Sponsorship amounts are awarded
on a first come, first served basis, based on available funds within the fiscal year budget.
Amounts are also limited to $250 per year, per organization. This policy does not apply to
events in which the City is a joint partner, such as the 4`h of July or Riverfront Festival.
Sponsorship Categories
If you would like the United City of Yorkville to consider support for your charity, arts,
community, social or health, education or sporting activities you will need to submit a
proposal. Our main criteria is for the direct benefit for the residents or businesses of
Yorkville.

Mrs.Atenn Jackson:
I feel that I am being unfairly treated. Rental dollar amount is so low that it is impossible
to find a house. Many units that I have asked to be inspected were turned down.
Housing would not allow the paperwork. Denise of Kendall County has looked on her
computer and gave a landlord$91.7 as my rental amount She has told the landlord I
cannot afford their unit. Just around the end of April I had found a home in Bristol Bay
for$995.00. I was told by Denise to wait until she came back from vacation which was
May5_ The Realtor also agreed to wait. Denise told me not to call during the time she
was on vacation because Denise Merger(her boss),was only to answer the phones. She
said that about four times. I told her I would be busy because,I was getting ready for my
finals. That Friday,May 9 Denny left a message that he wanted a deposit I had called
Denise twice the week she had returned from her vacation,but she did not return my call.
May13 a message was on my recorder, stating the house had been rented. It was not
inspected. Denise said"She and realtor had kept missing each other". She tried to blame
me. I told her,I thought the apartment is to be inspected before the exchange of money.
I also found out that Denny was planning to give me his association fee.
I wrote a letter to her supervisor and she responded by telling me that Denise does not
have to ask the Complex Reserve @ Fox River(managed by Lincoln Property)for an
extension which Denise offered to do after losing my house. Denise Merger also said I
must move out by June. They are not willing to send money to the Reserve!! I need time
to look for a house all the houses here are$1200. I am weak and in to much pain to
continue walking up these stairs.
These people are terriblel! Kendall housing sent me to a house owned by an employee
of Kendall Housing. Her house is a one bedroom with a small loft for$950. She also
stated that most of the housing in Bristol Bay does not charge more that$200 or$300
security deposit but she wanted$950 firm me. My daughter heard this conversation.
Once before 1 had found a lady who was willing to drop down the price of her house and
accept what housing would pay_ I am sending you a copy of what happen.
In March of this year, I went to pay my rent and I was told that I owe$700. 1 asked why
I was told that the Reserve had received notification from Kendall housing. I called and
spoke to Denise Merger. She said"she knew nothing about this and it was between the
Reserve and me". Finally,the Reserve gave me a copy of a memo that came from
housing. I am sending you a copy. I have paid$140 of the$700 owed. I sent a change
of income to housing in October why does that memo say complete in February.

before paying my rent, what is my amount to pay?

After months of being turned down, Denise finally said she would approve the house in
Bristol Bay. The conditions were that: I was told that I must pay the Reserve the $700
and send a 30 day notice to the Reserve. After she did not get the house approved, she
said she would get an extension from the Reserve. She also sent be to the small house in
Bristol Bay and $700 house in Plano, which I refused. They were punishing me without
telling me, by refusing to approve any house. I think they did these things on purpose. I
just do not understand whyl l l I am trying to make a better life for my daughter and me.

I have lived here for a little over two years. I noticed after looking through my records,
that they charged mean additional $100 rent when I signed my new lease_ They also
back dated it for April instead of Jun of 2007. How can they charge me such a high
increase? Housing amount is still the same, but I am paying $107 more per month. I
brought this to the attention of Denise Merger a couple of months ago and her response
was that she does not have my lease.
1 am disabled and I am in physical and occupational therapy now. I can barely walls up
these stairs. The lady upstairs from me has caused me to call the police numerous times.
She washes beginning at 6:00 am or begins to wash at 10:00 pm she was washing until
late 1 :00 am. The .Reserve has allowed us to constantly fight over this matter (two
African American women). I feel this could be dangerous. She seems unstable and sh e
lies to the police right in front of her kids. The kids barely come out side but they run all
over the apartment
Please help me; I am so angry and sick. I am breaking out all over my neck and arms.
They are causing me mental and physical illness.
