I i I I� i Ordinance No . 2013- AN ORDINANCE OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS , APPROVING THE RESUBDIVISION OF LOT 358 OF THE PRESTWICK OF YORKVILLE UNIT 1 FINAL PLAT OF SUBDIVISION j (YORKVILLE CHRISTIAN SCHOOL SUBDIVISION) WHEREAS , the United City of Yorkville (the " CioJ ") is a duly organized and validly existing non home-rule municipality created in accordance with the Constitution of the State of Illinois of 1970 and the laws of the State; and, WHEREAS, John and Michelle Stewart (the "Petitioner") have filed an application and petition for approval of the Yorlcville Christian School Subdivision Final Plat of Subdivision for the subdivision of Lot 358 in Prestwick of Yorkville, Unit 1 , an approximately 32 acre property for a private high school ; and, i WHEREAS, the Plan Commission convened and held a public hearing on the 25th day of July, 2013 , to consider the Yorlwille Christian. School Subdivision Final Plat of Subdivision after publication of notice and notice to property owners within five hundred (500) feet of the Subject Property; and, WHEREAS , the Plan Commission reviewed the standards set forth in Chapter 3 and 4 of Title 11 of the Yorkville Subdivision Control Ordinance and made a recommendation to the Mayor and City Council ("the Corporate Authorities") for approval of the subdivision and the YorlNille Christian School Subdivision Final Plat of Subdivision . NOW, THEREFORE, BE IT ORDAINED by the City Council of the United City of Yorkville, Kendall County, Illinois, as follows : Section 1 : The above recitals are incorporated herein and made a part of this Ordinance. Section 2 : That the Corporate Authorities hereby approve the Yorlh)ille Christian. School Subdivision Final Plat of Subdivision, prepared by HR Green last revised September 9, 2013 j attached hereto and made a part hereof as Exhibit A; subject to final engineering plans to be approved by the City ' s Engineer and with such amendments as are required pursuant to the City ' s Engineer' s letter dated October 2 , 2013 , attached hereto and made a part hereof as Exhibit B ; and authorize the Mayor, City Cleric, City Administrator and City Engineer to execute said Plat. Section 3 : The City Cleric is hereby authorized pursuant to Section 11 -2 -3 . 1-1 of the Yorkville Subdivision Control Ordinance to file a copy of this ordinance and Yorlh4lle Christian School Subdivision Final Plat of Subdivision with the Kendall County Recorder of Deeds within 30 days from the date of the approval of this Ordinance. Engineering Enterprises , Inc. ' s review is not intended as an in-depth quality assurance review, we cannot and do not assume responsibility for design errors or omissions in the plans . As such , we offer the following comments : . FINAL ENGINEERING PLANS General I 1 , Submittal of revised final engineering plans shall be dated , signed and sealed by a professional engineer, / 1 i i Ms . Krysti Barksdale- Noble October 2 , 2013 Page 2 of 6 2 . Design for the construction of Whitekirk Lane from Sta . 810±52 to Sta . 822±57 shall be incorporated into the signed and sealed set of plans and modified accordingly to reflect the proposed and as-built improvements . 3 . The submittal date shall be included on all the Final Engineering plan sheets . Currently all but the cover sheet has only the year 2013 as the date of the plans , 4 . We understand that various options are being reviewed as to addressing the discharge from detention j basin 3B . Upon submittal , we will review and provide comment as to the City' s acceptance and engineering approval . j 5 . Final engineering plans shall be prepared and submitted for review for the construction of the improvements to Route 126 and the Penman Road and Ashley Road intersections , We recommend that the following statement be added to the annexation agreement: The improvements to IL Route 126 at Penman Road and IL Route 126 at Ashley Road must be substantially completed prior to the issuance of an occupancy permit for the school. i 6 . Plans shall be developed for the improvement to Ashley Road across the subdivision limits to bring the road up to current City standards for a rural cross-section as specified in the annexation agreement for the subdivision . The pavement width should be 22' edge to edge with 2' aggregate shoulders . The pavement design shall be consistent with the minor collector standards noted in the City' s Standard Specifications. 7 . Roadway stationing shall be added to Whitekirk Lane/Mustang Way on all plan sheets . Typical Street Cross Sections/Specifications 8 . We recommend roadway stationing be added to the typical sections to clarify the section of roadway identified . 9 , The use of PSM PVC (ASTM D-3034) pipe for sanitary sewer applications is not allowed per City standards and this reference shall be deleted from the approved pipe materials (Sheet C-03) . j i Site Plan 10 . The future soccer field and bike path are shown to extend north into the adjacent stormwater/open space lot (Lot 2) to be conveyed to the HOA . The school shall verify that this encroachment is acceptable to the HOA and if so , secure all necessary easements and agreements . 11 . Six handicap accessible (HC) parking stalls are identified on the site plan , This is sufficient for the proposed 191 stalls for Phase 1 ; however, the engineer should look at the ultimate number of HC stalls that will be required for the parking lot including the future parking area identified north of the j proposed lot in front of the building . At final build out approximately 330 stalls will be built and that j would require 2 additional HC stalls . We would recommend the 2 additional HC stalls included in the design now since there are special requirements for the HC stalls relative to slopes and proximity to entrances . We recommend adding the 2 HC stalls to the line of four HC stalls on the west end of the main parking lot. 12 . There are currently 24 parking stalls proposed in the isle closest to the front of the school , This long run of parking stalls should be broken up with the installation of a landscape island . Considering the addition of 2 HC parking stalls noted above , we recommend adding a landscape island on the north side of the bank of HC stalls. This would result in a layout across the front of the school of 6 HC stalls , i Ms . Krysti Barksdale -Noble October 2 , 2013 Page 3 of 6 a landscape island and a run of 15 regular parking stalls . In addition , a landscape island should be created in the northwest corner of the parking lot in the irregular shaped corner of the parking lot. 13 . A dumpster pad and enclosure shall be shown on the plans . I 14 . Roadway stationing for Whitekirk Lane should be included on the plans . 15 . Signage should be added along the proposed student drop-off area for " No Parking — Drop-off Only" . 16 . If buses will be using the entry circle , a turning exhibit with buses should be prepared and submitted for review, 17 . A striped pedestrian crosswalk shall be added to the one way access to the parking lot at the southwest corner of the parking lot adjacent to the access drive . 18 , The sign at this entrance shall be identified on the plan . 19 . The sign key #4 in the Sign Legend is not used on the plan and should be removed from the legend if not used . 20 . The hatch legend identifies heavy duty pavement and truncated dome areas but no such areas are identified on the plans. These areas shall be located on the plans or reference to the hatch removed from the legend . 21 . The last note in the Project Notes appears to have the words "curb" and "sidewalk" reversed . The note should be review and revised accordingly . 22 . The engineer should consider having the main exit from the site being 2 lanes , a dedicated left out only and straight/right turn lane . This configuration could reduce the potential for excessive backups during peak demand . The exit lane may have to be widened a few feet to accommodate 2 dedicated lanes . j I 23 . The current plan shows future sidewalks on the east side of Whitekirk Lane/Mustang Way . This configuration would have a crosswalk on Mustang Way on the east side of Whitekirk Lane that is not stop controlled for westbound traffic. The future sidewalk shown on the east side of Whitekirk Lane at the Mustang Way outlet to Ashley Road should be removed so that there is not a crosswalk on this leg of the intersection . The future crosswalks across Whitekirk Lane on the north leg of the intersection and across Mustang Way on the south leg of the intersection and the proposed crosswalk across the school access drive on the west leg of the intersection shall remain . 24 . The future mid-block crosswalks on the east side of Whitekirk Lane shall be removed from the plans . 25 . A detail for a bike rack is provided on the plans but a location is not identified . The location of the j proposed bike rack shall be shown on the plans . 26 . A future security entrance gate is shown on the Detailed Site Plan . Installation of the future gated access will require coordination with the police and fire departments . Drainage & Grading 27 . Additional spot grades shall be added to the plans to the parking lot islands as necessary to define the drainage around islands and in the curb lines , i i i Ms . Krysti Barksdale- Noble October 2 , 2013 Page 4 of 6 28 . The accessible parking area in the main parking lot does not conform to ADA standards and shall be reviewed and revised accordingly. The slopes in the HC stalls exceed the maximum 2% slope requirement. The slopes cannot exceed 2 % in any direction , horizontal , longitudinal or diagonal . 29 , Overland overflow routes though the site are not identified on the grading plan . Overland flow routes through the site to the detention basins shall be shown on the plans . i 30 . The current grading plan has the areas from the future athletic fields and future parking fields in the south section of the site flowing overland east to the proposed main access drive then paralleling the access drive and flowing southeast across the future Mustang Way roadway south of the access drive toward Ashley Road . This area is to flow to the existing detention basin east of Whitekirk Lane (Basin 3B) . The grading plan shall be revised to direct the overland overflow route to Basin 3B . A suggested route would be across the main access drive at approximate Sta . 3005+00 , into the proposed parking lot and on to Whitekirk Lane to the overflow section at approximate Sta . 814 +75 to the Basin 3B . 31 . As a result of the above mentioned overland overflow route across the main access drive , the summit of the access drive at Whitekirk Lane may need to be moved west to approximate Sta . 3007 +75 and raised to a pavement elevation of ±710 . 5 . The grading plan is to be reviewed and revised accordingly to accommodate the overland overflow routes . 32 . Spot grades in the pavement adjacent to storm sewer structures shall be reviewed and coordinated with the storm sewer structure rim elevations given on the Utility Tag Sheet. There are several discrepancies for these elevations in the proposed parking lot. i 33 . The engineering should consider replacing the proposed curb frames and grates in the future parking areas with Type 8 grates for maintenance purposes , 34 . Two 15-foot Public Utility and Drainage Easements shall be obtained for the proposed storm sewers from Whitekirk Lane to detention Basin 3B , at Sta . 814±85 and Sta . 819±77 . 35 . The proposed contours for Whitekirk Lane are erratic north of Sta . 816 +00 , east of Whitekirk Lane and along Mustang Way out to Ashley Road where it is difficult to follow the proposed grading . These areas should be reviewed and the proposed contours cleaned up so the proposed grading can be reviewed , 36 . We would recommend removing the erosion control references from the grading plan to clean up the grading plan since a separate Erosion Control Plan is provided . 37 . It appears the storm sewer segment in Whitekirk Lane from MH 259 to IN 262 is left over from the previous design and is not required . 38 . The engineer should consider relocating CB 254 from the east side of Whitekirk Lane to the west side j of the road at Sta . 814±70 . 39 . It should be noted that the future storm sewers as shown through the future athletic fields are to serve off-site areas to the west and these areas are to drain to the exiting detention basins north and east of the proposed school . This being the case , the 100-year runoff from the off-site areas will need to be routed through the school site either overland or in an oversized storm sewer or both . 40 . Design calculations for the sizing of the proposed 15-inch culvert across Mustang Way at Ashley Road shall be provided . i i i Ms . Krysti Barksdale - Noble October 2 , 2013 Page 5 of 6 i Water Main i 41 . The 2-inch water service to the school shall not tap off the 6-inch fire service line and shall be connected directly to the 6-inch private water main . 42 , The proposed valve on the 6-inch fire service shall be removed . There should not be a valve on the fire line from the 6- inch private main to the building . I 43 . The configuration of the water main at the dead ends at Mustang Way and Ashley Road shall be revised as follows . A valve shall be at the end of the line with the hydrant installed on the pressure side of the main , A 5-foot diameter vault shall be used in these locations in lieu of a valve box so the valve can be blocked against the vault wall . 44 . We are recommending valve 651 in Mustang Way be relocated to the8-inch water main in Whitekirk Lane just north of the school's main access drive and valve 816 in Whitekirk Lane be relocated north on the 8-inch main so it is located between the two 6-inch mains serving the school . 45 . A conflict table shall be added to Overall Utility Plan . 46 , The Legend on the Overall Utility Plan identifies the use of water main casing but it cannot be determined where the water main casing is to be installed . If no water main casing is to be installed then it shall be removed from the Legend . Sanitary Sewer 47 . IEPA Division of Water Pollution Control permit applications shall be submitted for review and approval j since the proposed sanitary sewer discharge in excess of 1 , 500 GPD . 48 . The sanitary sewer service from the main to the building shall be shown in profile since an IEPA permit is required for the service . 49 , Engineering plans must be submitted to the Yorkville- Bristol Sanitary District for review . Comments are to be forwarded to us upon receipt. i 50 . A manhole shall be added to the upstream end of the sanitary sewer service in place of the proposed j cleanout. 51 , A detail for the construction of the proposed drop connection on existing sanitary MH 820 shall be added to Detail Sheet C- 14 . Erosion Control 52 , Existing utilities should be shown on the Erosion Control Plan , 53 . Additional barrier silt fencing shall be installed along the perimeter of the disturbed areas adjacent to the proposed grading for the future Mustang Way roadway and along the rear yards for the lots on Callander Trail . 54 . Additional erosion control measures , including ditch checks, should be considered for installation across the proposed drainage swales through the future athletic fields , overland overflow routes to the detention basins and the regraded Ashley Road drainage ditch , i I I i Ms . Krysti Barksdale - Noble October 2 , 2013 Page 6 of 6 I 55 . It appears an off-site location (the adjacent City Park site) will be utilized for the temporary stockpiling of material . The engineer/developer shall verify that this area is included in the IEPA NOI and the project' s SWPPP . I Site Lighting I I 56 . Additional pedestrian lighting for the sidewalks should be considered . There is no lighting proposed for the sidewalk that connects the main parking lot with parking lot in the rear of the school and light levels are below 0 . 5 fc in the proposed sidewalk from the main parking lot to the school entrance. Consideration shall be given to add additional pedestrian lighting in these areas . Landscaping/Signage 57 . There are three off-site signs proposed for the school . Off-site easements should be obtained for the installation and maintenance of the signs and associated landscaping . 58 . The detail numbers in the call out bubbles for the signs on Sheet L2 , 2 shall be reviewed and revised accordingly to match the appropriate detail . FINAL PLAT 59 . At this time , all final plat issues have been resolved . The developer should provide the requested information and make the necessary revisions and submit two (2) sets of plans for further review.
