Chairperson Spears called the meeting to order at 6: 10 p.m. in the Conference Room of City
Hall.
PRESENTATION:
None
MINUTES:
Committeeman Spears inquired as to when additional discussion would take place
regarding ice cream vendors. Chairperson Spears stated that the item would be on the
January agenda for additional discussion.
The minutes of August 22, 2007 were approved as presented.
NEW BUSINESS:
11 PS 2007-31 — Police Reports for August — September, 2007
Discussion took place regarding the following:
• Committeeman Sutcliff asked if the percentage of crime increase is
growing at the same rate as the population is growing. Lt. Hart
responded that it was fairly similar.
• Chairperson Spears stated that the complimentary and thank you
letters attached were very nice.
• The old DARE vehicle was sold at auction for $400.00. It was the
only bid that was received.
• Chairperson Spears reminded the Committee about the Senior Citizen
Police Academy. She stated it was well received last year and that the
seniors appreciated the goodie-bags. Additionally, she stated that the
Police Department does a good job at the event.
2, PS 2007-32 — Proposed Public Safety Committee 2008 Meeting Schedule
Chairperson Spears asked the Committee to note the change in the December
meeting schedule so as not to conflict with Christmas.
3, PS 2007-33 — Community Service Officer Draft Job Description
Discussion took place regarding the following:
• Chairperson Spears stated that the position is for a non-sworn, civilian
employee.
• Lt. Hart stated that the salary range is based upon college education.
• Lt. Hart explained the CSO will handle minor, non-injury accidents
and other service calls where an officer is not necessarily required.
• Lt. Hart was instructed to send the job description to Human
Resources Manager Denise Kasper for review and for review from the
labor attorney. Once approved by both, this item will be sent to the
COW for approval.
4. PS 2007-34 — Somonauk Street (Route 47-Colton) — On Street Parking
Ban
Discussion took place regarding the following:
• The Police Department conducted a traffic study. 700 vehicles
traveled down the street in the morning rush hours alone. 450 vehicles
traveled down the street in the evening rush hour.
• The street was not intended to be a collector street.
• Trucks park on the street causing vehicles to go around them.
o The distance being discussed is 1 block.
• There is one resident who resides on the southeast corner who parks
his trucks on the roadway. The resident has overgrown brush in the
driveway, including a tree that has grown there over the years. He has
driveway access from Route 47. Additionally, he has other vehicles
parked in his driveway, with room to park the truck there but does not
wish to move around his vehicles when one needs to get out.
• Chairperson Spears suggests that the item go to COW for discussion
and that the residents be notified of the meeting. City Administrator
McLaughlin stated he would be sure that the residents are notified.
• Committeeman Sutcliff suggested the option of a parking ban from
7:00 am — 9:00 am and 3 :00 pm — 6:00 pm. Lt. Hart stated that it
would be more difficult to monitor during restricted time periods.
5. PS 2007-35 — Stop Sign Request for West Main and Church
Committeeman Plocher stated that several residents have requested this stop
sign as the location is a bus stop and there are presently 2 yield signs there.
The street goes uphill. He stated that a `No Left Turn' sign would be added at
River and perhaps the committee should wait to see if the problem is
worsened by that.
Lt. Hart stated that when the Polish National Alliance has events in the area,
the Police Department, along with County, directs traffic north to Eldamain,
then to Route 34 to Route 47 to avoid this intersection.
6. PS 2007-36 -Stop Sign Purchase for Countryside Parkway and Center
Parkway Intersection
Discussion took place regarding the following:
• Chairperson Spears stated that discussion had previously taken place at
the committee level regarding this matter. At the present time, Eric
would like to experiment with the bigger stop sign which has more
reflective tape. There have been vehicles that slow down and others
that go through the stop sign.
• Eric has been asked to install a larger `Cross Traffic Does Not Stop'
sign below the stop sign.
• Lt. Hart stated that the perceptive image is that this is a 4-way stop
intersection.
• City Administrator McLaughlin suggested the sign be 6" larger with
red reflective tape.
• The fee for a stop sign ticket is $75.00 and it can not be raised since
the City is not home-rule. City Administrator McLaughlin suggested
posting a sign stating the fee for disobeying the stop sign. Lt. Hart
stated that there are not as many complaints at VanEmmon and Hustes
since the fee sign was posted there.
• Lt. Hart feels that the divided median is the problem. He is not sure if
a stop sign light or raising the fee would help. Additionally, when the
Police Department has increased their presence there, the local
residents state that the problem decreases for a few days, but then it
increases again. He feels that conducting a traffic study would be
unofficial, but it could warrant having an official traffic study
completed.
• Chairperson Spears summarized by stated that City Administrator
McLaughlin would check into raising the fine for disobeying the
traffic sign and Lt. Hart would have the Police Department monitor the
area from 7:00 am until approximately 9:00 am, during the afternoon
school dismissal hours and from 5:00 pm — 6:30 pm.
OLD BUSINESS:
11 PS 2007-19 — Public Display of Signs Discussion
Discussion took place regarding the following:
• City Administrator McLaughlin stated that he will prepare a letter for
candidates for city office regarding sign restrictions. The letter will
congratulate the candidate and then inform them that there are
regulations and that signs must be kept out of the public right-of-way
or they will be removed.
• Petitions are due November 5, 2007 for the February primary.
• It was determined that City Administrator McLaughlin could go ahead
with the letter/packet to the candidates; however, Council should first .
be sent a copy of the letter for review.
2. PS 2007-26 — Off Street Parking Ordinance Discussion
Discussion took place regarding the following:
• The Police Department has prepared a list of streets in which they feel
should be designated `no parking' streets. Additionally, each
Alderman was asked to go through their wards to identify streets they
felt were of concern.
• Committeeman Werderich suggested putting a referendum on the
ballot regarding parking restrictions to allow the residents the
opportunity to be heard.
• Lt. Hart explained that the list created by the Police Department was
created by Patrol Officers driving down every street and determining
which would have limited access for fire and ambulance equipment
and which would create problems for the flow of traffic in the event of
an emergency.
• Lt. Hart explained that the Police Department also feels that a parking
ban would help identify criminals. He stated that criminals park down
the street from their targets. If a vehicle is parked on the street
overnight, the Police Department would know it was suspicious and
check into it.
• The parking ban was already placed into effect; however, no tickets
have been issued as the residents became very upset. Therefore, there
is a moratorium for passenger vehicles and light passenger trucks,
according to Lt. Hart.
• Lt. Hart stated that the parking ban included all roadways with a curb.
If the street did not have a curb, you could park on the street, as long
as the vehicle was not in the roadway.
• Discussion took place regarding which streets are considered collector
streets. The committee reviewed the maps.
• Discussion took place regarding ordinances in local communities.
Naperville does not allow overnight parking in the roadway. Oswego
does not allow overnight parking in the roadway and no parking
anytime on the fire hydrant side of the street.
• If this issue is taken to referendum, the item will need to be prepared
60-90 days before the election on November 8, 2008. Additionally,
the City is limited to 3 referendums each election.
• The committee felt it was important to address the collector streets at
this time. Lt. Hart reminded the committee that, while it does not
happen often, during major accidents, traffic is typically diverted to
collector streets. City Administrator McLaughlin stated that they
would need volunteers from the wards to work on this pilot project.
He would also need to work with the Police Department.
s It was suggested that the collector streets should either all have a
parking ban or none of them have a parking ban. City Administrator
McLaughlin stated that he felt the streets should be looked at on a
case-by-case basis.
• City Administrator McLaughlin stated that he would distribute new
maps and asks that the collector streets be identified better.
• It was determined that further discussion would take place at the
Committee of the Whole and that the Alderman should be told to be
prepared to discuss this issue. The November 13, 2007 COW Agenda
will include discussion regarding the collector streets. The November
27, 2007 COW Agenda will include discussion regarding an overnight
parking ban.

Committeeman Plocher — none
Committeeman Werderich — Discussed the following issues:
• In the Smith Engineering pamphlet, there is a mention of Safe Routes to
School. Is the City involved in this? City Administrator McLaughlin stated
that an application was submitted, it is unknown if it was approved or denied.
Committeeman Werderich would like a status.
• By the dam, a canoe portage is on the down-river side of the warning buoys.
There are several problems with this. They are as follows:
1 . The new portage is not marked, therefore, no one knows about it.
2. After the recent high waters, the mood chips have washed away.
3 . Others use the old portage which is now for emergency access only.
Committeeman Werderich would like signage installed. Additionally, he feels
that due to the location of the new portage, it is a long way to travel until the
new canoe shoot is built. There needs to be a solution.
Assistant City Administrator informed the Committee that there is an
amendment to the lease agreement which includes the north side as well.
Committeeman Plocher asked for information to be prepared for the Park
lard.
It was determined that Staff will look over this matter and bring it back to the
Committee for further discussion.
• With regards to the new Police Station, Assistant City Administrator Olson
will send the Space Needs Analysis done in 2003 to Committeeman
Werderich, Plocher and Suteliff. Chairperson Spears stated that Chief Martin
and Lt. Hart would be giving a presentation at the next meeting regarding the
new station.
• With regards to traffic monitoring on Route 71 from Route 47 to Route 126,
Lt. Hart stated that there is an extra watch in the area. The item is a high
priority to the Police Department. There are congestion issues there.
Chairperson Spears — Discussed the following issues:
s The authority was granted to move the engine braking signs on Route 47 near
Bristol Bay but they have not been moved yet. Lt. Hart stated that according
to Eric there is an order in.
• Keep in mind that public safety is the #1 concern. The Village of Oswego has
58 officers (population of 27,000), Yorkville has 30 (population of 16,000),
Plano has 21 and Kendall County has 101 . The concern is that if a call comes
in that requires both officers; there are no officers available for other calls and
crime prevention. According to Kendall County, the crime rate increased
from 2005 to 2006. With the budget coming up, please remember that
officers will retire and the population is increasing, we need to be ready.
• The Police Officers are underpaid by comparison; however, they have signed
an employment contract. Lt. Hart stated that money is a motivator and they
find that they are hiring people with college degrees, training them, then they
move on to larger departments with more room for advancement and more
money. If the City loses a Police Officer, the cost is very high. Mayor Burd
asked if the City could interject since negotiations are complete. City
Administrator McLaughlin stated that he will seek advice from the attorney
and that he cautions to committee to be careful as there are legal aspects that
need to be considered. Lt. Hart stated that the current contract is for 5 years.
The previous contract was opened to discuss wages as the Police Department
was losing officers. However, it was agreed upon that only wages would be
open for re-negotiation.
Mayor Bard — Discussed the following issues:
• The Governor's Illinois Works capital plan is in need of support. The bill
includes $45 million to widen Route 47. This affects our community; please
contact your State Representative to support this bill.
City Administrator McLaughlin — none

Re: Dorothy L. Perkins, deceased
Greetings,
Dorothy L. Perkins, of Yorkville, Illinois, died on June 15, 2007. At the time of her death,
she had in place as her principal estate planning tool a revocable living trust agreement which she
made on October 22, 1989 and which she amended and restated in an instrument dated October 12,
2001 . At the time of Dorothy's death, Charles Starling and Identa Austin were acting as the co-
trustees of the trust. This office represents the trustees in connection with the administration of the
trust.
Under SECTION II, paragraph C. of the trust agreement, as amended and restated, Dorothy
provided that cash gifts in the sum of $25,000.00 were to be made to several local organizations and
governmental bodies. Per paragraph C.6 she provided a gift of $25,000.00 to the Police Department.
On behalf of the trustees, I forward to you a check drawn on the trust assets in the amount of
$25,000.00 in full satisfaction of the gift.
I also send to you a Receipt form together with a stamped return envelope. At your earliest
convenience, please execute and return the Receipt form. Thank you for your prompt attention to
this request.
Dorothy put no restrictions for the use of the funds. It was her intention that the recipient
would use its best judgment for how the funds were to be applied.

demonstration for the boy scouts and their leaders at our annual fall camp-o-ree at Lyons
Farm this past weekend.

I'm writing to express my gratitude for the extra effort you put forth with my son, Dewey
Wheeler, when he attempted to walk home from school on Monday, November 5, 2007.
Dewey, his little brother, and I were rear-ended on route 47 on our way to church
November 4t'. Although we were fine, I think the incident may have upset Dewey more
than we realized. When he arrived at school and was unable to open the second set of -
doors, he got it in his head that he wanted to be with Daddy. He showed us where you
picked him up on Kennedy. It's staggering to think of the potential dangers to which he
was exposed. We're so grateful to those kind people who took the time to stop and ask
him if he was okay. I thank God for them and you.
I expected Dewey to come home and be upset by the incident, but instead he talked about
you. He told me how nice you were. He was excited that he rode in your car. And he
told me he knows he can trust police officers, and that it is never a good idea to leave a
safe place like school and wander off on his own.
Thank you for taking the extra time to walk him to his class. Thank you for instilling in
him a trust of people with a badge. Thank you for encouraging him to make good
choices. And, although this sounds silly, thank you for calling him "Dewey." As you
know, it's what he prefers to be called.

I . Purpose
The purpose of this policy is to establish a policy that augments
the traffic safety and education efforts of the Yorkville Police
Department to reduce speed violations committed by motorists .
II . Policy
It shall be the policy of the Yorkville Police Department to
address complaints made by residents concerning speeding
motorists on local streets . A trained volunteer force may be used
to monitor and record speeds of vehicles . The use of a volunteer
force can be a safe, effective, and efficient method in increasing
traffic safety and education .
This policy establishes the Citizen Radar Patrol (CRP) program .
The CRP program is designed to give residents a responsible role
in keeping the streets of Yorkville safe and free from dangerous
speeding vehicles . The CRP program also contributes to
motorists' education as to the dangers of committing traffic law
violations . The resources of the Yorkville Police Department can
be directed as needed to support the CRP program .
III . Procedure
A. Personnel who receive complaints from residents and
citizens concerning speeding vehicles shall request the
appropriate information and forward the complaint to the
Traffic Unit Supervisor.
B . The Traffic Unit Supervisor shall contact the resident(s) who
is concerned about vehicles speeding on local streets to
coordinate the CRP assignment.
C . CRP volunteers will report for duty as assigned by the
Traffic Unit Supervisor to receive radar training/instruction ,
review and sign Release of Liability Form (Annex I) , receive
and sign CRP Rules Form (Annex II) and check out a radar
device . Radar units will not be signed out for a period more
than seven ( 7 ) consecutive days unless approved by a
supervisor.
D . Personnel will inventory the equipment being distributed
and complete the sign -out/ return form (Annex III ) . This
form shall be maintained in the Squad Room for reference .
E . Any CRP Volunteers will wear the provided traffic vests
when utilizing radar equipment.
F. CRP volunteers will record violations on a CRP Activity
Sheet (Annex IV) .
G . Upon completion of their duty, the volunteers will return the
equipment to the Department and turn in their log sheets .
Personnel will inventory the equipment returned and

H . The Traffic Unit Supervisor/Officer will retrieve vehicle
registration information from the Illinois Secretary of State
vehicle files and compare the data to determine a
corresponding match to the offending vehicle, as entered on
the log sheet.
I . The Traffic Unit Supervisor/Officer will record the
information on a courtesy letter (Annex V) that will be
mailed to the owner/driver of the vehicle . Yorkville Police
Department Records will maintain copies of all courtesy
letters sent.
J . Nothing in this general order shall preclude or prevent the
Yorkville Police Department from assigning sworn personnel
to assist in additional enforcement efforts . The CRP
program is a supplement to all traffic enforcement efforts
made by the Department.

Rules for Citizen Radar Patrol Program
1 . Volunteers must be twenty-one (21 ) years of age and residents of the United City of
Yorkville.
2. No volunteers will represent themselves as a police officer and/or agent of the United City
of Yorkville, and will not communicate or seek to communicate by their actions or speech,
that they are an employee and/or agent of the United City of Yorkville, or the Yorkville
Police Department.
3. No volunteers may detain, question, film , photograph or record anyone.
4. No volunteers will have on their person anything construed as a dangerous weapon.
5. No volunteers will attempt to follow, pursue, chase, stop, or attempt to apprehend vehicles
or detain their operators or passengers, nor will they encourage any other person to do so.
Volunteers will make no gestures or verbal comments, nor will they throw or place objects
at or in the path of vehicles. Volunteers understand they are to monitor traffic as assigned,
and log speeds and vehicle identification only. All traffic observations/acts shall not
impede or distract motorists. Observations must be made from a safe area away from
roadways.
6. No volunteer will participate under the influence of any alcoholic beverage, other drug or
combination thereof.
7. No members may participate in the Citizen Radar Patrol Program until receiving training
on the proper use of the radar unit and signing of the Release of Liability.
8. Yorkville Police Department radar units are to be only used for purposes directly related to
the Citizen Radar Patrol Program. The radar unit is to be used only by the person signing
this agreement. It is to be used only in the locations assigned by the Yorkville Police
Department.
9. Volunteers will be required to wear identifiable attire that reflects their participation in the
Citizen Radar Patrol Program. Such attire will be provided by the Yorkville Police
Department.
10. Volunteers must work in groups of two (2). One volunteer shall use the radar device while
the second volunteer records vehicle speeds and descriptors.

LiveScan is a digital fingerprint system that will give criminal history/background results to
the Yorkville Police Department within 48 hours (usually within hours after being submitted.)
The T-1 connection will allow YPD to use Kendall County's existing connection to the Illinois
State Police, saving money on the monthly costs for the T-I connection required to operate
LiveScan. It will also serve as the connection for the New World Software program.

This memo is a description of the final estimated costs of the LiveScan system which will be
used for fingerprint identification and background checks. In addition to the system itself, which
is described on the attached bid form and quotes, we will need to install a T- 1 connection to the
county. We will then utilize their connection to the state in order to process the information
through our LiveScan system. Also, we can use this same connection when we implement our
joint New World police software, which we plan on installing early next year.
To implement this connection we will need two routers and two firewalls (one each on our end,
and one each on the county end).
The T- 1 connection costs approximately $400-500 per month and potentially could have
installation costs of $3,000 for hardware and labor. However, installation costs are sometimes
waived for T- 1 connections depending on the way the contract is structured.

Remote Access to Livescan We expect the customer to install a phone line or internet line nearby the Livescan in order for
ID Networks ONLY to conduct remote support activities. 24x7 access is requested by ID
Networks and software access. ID Networks access will be password controlled for access.
Network Connections A connection to the email server for FBI submissions is the responsibility of the customer.
Price Guarantees All pricing contained herein is subject to a 90 day limit.
Authorized Service ID Networks will provide maintenance within 24 hours of the initial service call. Service for the
FingerRoll Livescan system may only be provided by ID Networks or its authorized

8) Prices are exclusive of engineering or other tabor service charges provided by Identix at the request of purchaser, unless such engineering or
other labor is expressly covered by warranty and otherwise required directly as a result of defects in materials or workmanship. Engineering and
other labor services, as well as parts and materials, provided by Identix outside of applicable warranty shall be paid for by the purchaser at
Identix' then current time and materials charges.
9) Identix provided maintenance support following the warranty period is recommended by Identix. Help Desk, On-Site and 24/7 maintenance
support programs are available, subject to execution of Identix Standard Maintenance Agreement.
10) Where applicable, in sole judgment of Identix, this Quotation is subject to existing contract pricing between Identix and the purchaser .
Current contract number must be identified on the Purchase Order.
11 ) Any discount prices are for like quantities ordered on the same Purchase order. Quantities are not cumulative. Any change in the quantity

Per our discussion this afternoon , I think it would be appropriate to raise the starting
pay for a Police Cadet from $ 7 . 50 to $8 . 00 and then after successfully completing the
training process (typically 6 weeks) go to $8 . 50 instead of $8 . 00 that is currently in
place. I say this since Gov. Blagojevich signed legislation boosting Illinois' minimum
wage to $ 7 . 50 an hour. I believe that it would be in our best interest, during the
recruitment process to have a pay schedule that was above minimum wage.

Robyn Sutcliff has received requests from area residents to prohibit parking on
Somonauk Street for a 2-block stretch east of Route 47. The Rt.47/Somonauk intersection
is very busy on school days at certain times because it is the only signalized intersection
within a practical distance for persons traveling to or from the schools on Somonauk
Street and Game Farm Road Trying to cross Route 47 at unsignalized intersections at
these times is very difficult Somonauk Street is also a relatively narrow street, and cars
parking on the street exacerbate the traffic congestion.
Attached find a proposed ordinance that prohibits parking on either side of Somonauk
from Rt. 47 to Colton Street Please place this item on the Public Works Committee
agenda of October 2, 2007 for consideration.

Whereas the United City of Yorkville has taken up, discussed and considered
amending the City Code, Title 6 — Traffic, Chapter 2 Parking regarding establishing
restrictions on parking (no parking areas) for portions of Somonauk Street, and
Whereas the Mayor and City Council have discussed that it may be prudent to
amend Title 6 — Traffic, Chapter 2 — Parking Regulations by adding the portions of
Somonauk Street as depicted on the attached Exhibit "A" to the list of streets in Section
6-2-2, with said streets to be added into the proper places by alphabetical order, and
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
UNITED CITY OF YORKVILLE, upon Motion duly made, seconded and approved by a
majority of those so voting, that Title 6 — Traffic, Chapter 2 — Parking Regulations of the
City Code of the United City of Yorkville is hereby amended by adding to Section 6-2-2
portions of Somonauk Street, as depicted on the attached Exhibit "A '. (Adding the streets
at the proper place by alphabetical order.)
