Additional Business UNITED CITY OF YORKVILLE FACADE COMMITTEE COMMISSION DRAFT CITY HALL,, CONFERENCE ROOM WEDNESDAY, SEPTEMBER 19, 2007 - 7 :00 P.M. PRESENT: Chairperson Scheffrahn; Committeemen Ament, Burks, Byram and Smith EXCUSED: None ALSO PRESENT: Liaison Bill Dettmer; Petitioners Robert Dearborn and Susan Kritzberg Chairperson Scheffrahn called the meeting to order at 7:02 p.m. in the Conference Room of City Hall. MINUTES: Committeeman Burks motioned to approve the minutes of November 16, 2005., Committeeman Byrum seconded the motion, Upon voice vote, MOTION DECLARED CARRIED, NEW BUSINESS : 11 105 W. Van Emmon Chairperson Scheffralm wished to thank the petitioner, for his patience as his request was submitted in March, 2006. However, at that time, the committee did not have funds available to consider his request. Funding was not made available again until this fiscal year. The petitioner, Mr. Robert Dearborn, was present and stated the following when addressing the Committee: ® He upgraded the property to match neighboring properties and to enhance the neighborhood. ® Work that was completed includes removing the old plywood siding, adding Tyvec, removing and replacing gutters and soffit, adding awnings to the front and rear of the building. ® The cost for the siding is $7669.00, and the cost for the awnings is $ 1380.00. He is seeking reimbursement of half the funds. Chairperson Scheffrahn commended Mr. Dearborn for doing such a good job of matching the adjacent building. He stated that Mr. Dearborn would be eligible for reimbursement of half of $9049.00 (total of $4524.50). MOTION : Committeeman Byram motioned to accept the petitioner's request for reimbursement of $4524,50 Committeeman Burks seconded the motion. ROLL CALL VOTE: AYES : Committeemen Ament, Burks, Byram, and Smith NAYS: None EXCUSED: None MOTION DECLARED CARRIED Chairperson Scheffrahn once again thanked the petitioner for his patience and stated that the building looks very good and is impressive. 2, 101 E. Center Street The petitioner, Susan Kritzberg, was present and stated the following when addressing the Committee: • Primarily she completed cosmetic improvements to make the building more appealing for business and to fit in the neighborhood. • Work that was completed includes repair and replace (as needed) the wrap around porch and columns including shore up the underneath, build stairs, replace concrete sidewalk with brick paver walk path, create a 2nd entrance into the building, replace 2 small windows with 6x6 picture windows, add awnings to the front and side, install a parking lot, install the required landscaping plus additional, replace stockade fence that was in disrepair, replace windows in the rear that were in bad state of repair, and bury existing overhead ComEd lines. Committeeman Ament noted that the second door serves well as a second entrance. Chairperson Scheffrahn stated that he was pleased with the second entrance and ramp and feels that it shows others in the committee that a ramp can blend in well. Committeeman Byram stated that the work that the petitioner completed is a good example of what can be done to keep the older homes by fixing them up. Discussion took place regarding the Committee' s authority to authorize reimbursement outside of the downtown area. Chairperson Scheffrahn stated that the ordinance was changed about a year ago to include arterial streets from the downtown area. He also noted that this gives business owners the option to fix up their businesses rather than tear them down and replace them. He commended the petitioner for taking the initiative with the fence replacement. Chairperson Scheffrahn informed Ms. Kritzberg that the Fagade Committee does not reimburse funds spent on parking lots and interiors, The petitioner' s list of expenses was all-inclusive. Mr. Dettmer suggested that the Committee continue the discussion at the next meeting and ask the petitioner to break down the costs. Furthermore, he offered to meet with the petitioner to assist her in that. The petitioner will also return with color photos for the Committee, Ms. Kritzberg stated that she appreciates the opportunity to request reimbursement. She stated that she feels that there are not many opportunities for smaller businesses that are already located in the City since there is so much new construction taking place, She stated that she would be pleased with any reimbursement she can receive, Chairperson Scheffrahn stated that the program is in place for that reason. He stated that knocking down buildings and rebuilding them is far easier. He commended the petitioner for her desire to make the improvements. The petitioner asked if having the ComE.d lines buried underground would be a reimbursable expense. Chairperson Scheffralm stated that currently, ComEd lines are required to be underground, however, her business is grand-fathered therefore, overhead lines are still allowed. Mr. Dettmer stated that the petitioner installed a new electrical panel and had the lines buried and was charged for doing so. It was an aesthetic improvement that she chose to make; therefore, he felt that the expense was reimbursable, MOTION: Committeeman Byrum motioned to continue this item on the next agenda of October 17, 2007, Committeeman Burks seconded the motion.. Upon voice vote, MOTION DECLARED CARRIED. ADJOURNMENT OF THE FACADE COMMITTEE MEETING: Commissioner Byram motioned to adjoum the Fagade Committee Meeting. Commissioner Burks seconded the motion..
