Roll Call: Kelly Sedgwick, Debbie Horaz, Chris Rollins, Ken Koch, and Van Truman were in attendance. Introduction of Guests, City Officials, and Staff: Parks Superintendent, Scott Sleezer, Executive Director of Parks, Dave Mogle, Superintendent of Recreation, Sue Swithin, and Park Planner, Laura Haake were also present. Alderman James Bock was present before the meeting began to say farewell. Public Comment: None. Presentations: None. Approval of Minutes: Kelly Sedgwick moved to approve to minutes as presented. Van Truman seconded the motion. The motion was tabled. There were some corrections noted in the minutes. There was a consensus to amend the motion to approve the minutes as corrected. All were in favor. The motion carried. Bills Review: On page 1 where it says spackle, it should say sparkle. It is a brand of ball field chalk. Ken Koch moved to approve the Bill List and Cash Analysis as presented. Van Truman seconded the motion. All moved to approve with a roll call vote. Rollins — yes, Koch — yes, Truman — yes, Horaz — yes, Sedgwick — yes. The motion carried. Old Business: Park/School Agreement — There was a modification to section 6 a. that was accidentally left out. The school is who had asked for the change, but approved the agreement as it is unanimously. Debbie Horaz moved to accept the agreement as it is. Kelly Sedgwick seconded the motion. All were in favor. The motion carried. YMCA Partnership Proposal Update — This will be tabled until May 10th There will be a survey going out which includes questions about an indoor pool. City Council will be advised not to give the YMCA any money at this time. It is a little too premature to commit at this time. Page 2 of 2 Yorkville Crossing Update — There was discussion on a 4 — 5 acre dog park. It would be called Jumbo park. New Business: Park Naming Contest for Grande Reserve Park D — The teachers and park staff would narrow the choices. A naming application will still have to be submitted. Reports: Parks Report — A hedge was put in at the Regional Ball Field Park. There was a quote from J.E.M. Morris Construction Co. for the grease trap. Some of the charges will be sent back for the developer to pay. Ken Koch moved to give Dave Mogle authority to proceed with work on the concession stand not to exceed $ 11 ,300. Kelly Sedgwick seconded the motion. All moved to pass with a roll call vote. Koch — yes, Rollins — yes, Sedgwick — yes, Truman — present, Horaz — present. The motion carried. Recreation Report - The survey was discussed and revised. Additional Business: An employee at Hoover is concerned with people speeding. Adjournment: Debbie Horaz moved to adjourn the meeting. YMCA PARTNERSHIP PROPOSAL UPDATE At the last Park Board Meeting it was mentioned that material would be forthcoming that describes the Park Board's thoughts of the proposed partnership, particularly the concerns, which will be shared with the Mayor. The YMCA has met with the new Mayor as we understood would happen. The information in the packet is the material that the YMCA presented to the Mayor. It is slightly different than the presentation last Fall given to the Park Board by the YMCA's Executive Director. I PARK NAMING CONTEST FOR GRANDE RESERVE PARK D A contest was conducted with school students to choose the most appropriate name for Grande Reserve Park D. Eight names have been selected by student council (with input of P & R staff). Staff will recommend a name by submitting a Park Naming Request. GRANDE RESERVE CONCESSION RESOLUTION As mentioned at our last Park board Meeting, unless Fox Metro agrees to our request for a variance from an outdoor grease trap requirement, we will be faced with modifications to the new concession stand amounting to an $ 11 ,000 additional expense. The good news is that a verbal commitment has been given by Fox Metro to reach an accord with us. It was requested by Fox Metro that a written request from Yorkville Parks and Recreation be mailed to them so that the matter can be resolved. COMMUNITY SURVEY CONTRACT A contract with the NIU Public Opinion Lab is being presented for your review and approval. Following approval it will be moved to City Council. RAINTREE PARK B PLAN In anticipation of the next OSLAD Grant submittal, the plan for Raintree B, which the Park Board has viewed, is being brought back with some adjustments and a budget. i POTENTIAL NAMES SUBMITTED FOR GRANDE RESERVE PARK D On Monday, May 7 representatives from Yorkville Parks and Recreation Department viewed the names that were submitted by students for the Grande Reserve Park D park naming contest. Names and accompanying essays were submitted from each of the six grade levels. Staff assisted student council members in reducing the selection to one choice per grade level (exception: 4 h grade had two selections since there were so many submittals from that grade level). The eight choices below will be posted in the school library through Wednesday 5/9 for students to vote on their favorite name. As a reminder, the park name was to be tied into the Seven Pillars of Character from the Character Counts program. You will note students gave themselves a wide berth in how their proposed names apply to Character Counts and explain in their essays. The finalists are as follows (not in any prioritized order) 1 . The variance we are seeking is Fox Metro's approval of an inside grease trap only, installed according to Illinois Plumbing Code requirements, and a waiver of the outdoor grease trap requirement. As discussed, to install the outdoor grease trap will involve tearing up the floor inside the concession stand and purchasing a second grease trap for outdoors. While we have been told that a smaller than normal outdoor grease trap would be acceptable, the cost for this additional work will be in excess of $ 11 ,000. The facility is seasonal in nature (5 months maximum) and generally only operating in the evenings and weekends. Additionally, the menu is quite limited, with just a few concession machines that "cook" food, generating minimal, if any, grease. I have enclosed the general concession menu for City parks. Please note that in our conversation we spoke of hot dogs and popcorn being the only cooked items. This menu shows additional items, such as pizzas and nachos. We are willing to limit the menu to the cooked items of which you and I spoke, unless you determine that a table top pizza oven and nacho cheese machine are also acceptable. Once we agree with you on a final menu, we will not deviate from it or we will accept the requirement of an outdoor grease trap at that time. If a written agreement is necessary we are willing to enter into one with you. Survey interviews are to be conducted in English and average no longer than 12 minutes. Interviews will be conducted with any adult available at the residence willing to do the interview. Respondents will be qualified in (i.e, screened) as residents of Yorkville, IL. No subgroup quotas will be established. Up to total eight calls will be attempted up to eight times for each selected number or until (a) interview is completed, (b) number called is determined to be unqualified or not working, (c) two "soft' refusals or one adamant refusal obtained from persons who answer. Deliverables/Schedule: POL will prepare and deliver one bound hard-copy report including executive summary of results, narrative analysis of findings, and a codebook of frequency tabulations with associated percentage equivalents of each survey item. A copy of the report also will be transmitted electronically to provide ease of making additional copies. Written report will be delivered 12 weeks after POL receipt of this fully executed contract. The Sponsor shall make payment of 50% to the University when ''/� of the study is completed. This time for telephone surveys is when %: of the targeted number of telephone interviews are completed and for mail surveys after the second mailing has been sent and the remaining 50% within thirty (30) days after the delivery of the final report. For other types of studies the payment will be made in its entirety within thirty (30) days after delivery of the final product or a partial payment schedule will be determined on a project basis. 2. Proprietary Data. The University's acceptance and use of any proprietary data which may be supplied by the Sponsor in the course of Research shall be subject to the following: (a) The data must be marked or designated in writing as proprietary to the Sponsor. (b) The University retains the right to refuse to accept any such data which it does not consider to be essential to the completion of the Research or which it believes to be improperly designated, or for any other reason. (c) Where the University does not accept such data as proprietary, it agrees to exercise its best efforts not to publish or otherwise reveal the data to others outside the University without the percussion of the Sponsor, unless the data has already been published or disclosed publicly by third parties or is required to be disclosed by a court of law. 3. Termination. This project may be terminated by either party upon thirty (30) days' written notice. In the event of termination by the Sponsor, the University will be reimbursed for all costs incurred and all noncancellable commitments. In the event of termination by the University, the balance of funds advanced by the Sponsor shall be refunded to the Sponsor. 4. Use of the name of the University. The sponsor shall not make use of the existence of the Agreement, nor the results of the investigations conducted hereunder, nor the use of the University's name or any member of its staff for advertising purposes, except with the consent of and to the extent approved by Norther Illinois University Office of Sponsored Projects as given by its Director. This statement does not preclude the sponsor stating that the study was conducted by the University. 5. Publications and Copyrights. The University or its employees shall not be free to publish papers dealing with the results of the Research under this agreement without the consent of the sponsor. The Sponsor shall be given full credit and acknowledgement for the support provided to the University in any publication resulting from the Research. Original research data shall belong to the sponsor. Title to and the right to determine the disposition of any copyrights, or copyrightable material, first produced or composed in the performance of the Research, shall remain with the University or the named individual researcher, provided that the University shall grant to the Sponsor an irrevocable royalty-free, nonexclusive right to reproduce, translate, and use all such copyrighted material for its own purpose. Copyrighted material here only applies to questions and question wording, not to the data produced. It is the standard procedure of the University not to copyright questions developed in conjunction with a survey sponsor. 6. Warranties. The University makes no warranties, express or implied, as to any matter whatsoever, including, without limitation, the condition of the Research or any inventions, or products whether tangible or intangible, conceived, or discovered, or developed under this Agreement; or the ownership, merchantability, or fitness fora particular purpose of the Research or any such invention or product. The University shall not be liable for any direct, consequential, or other damages suffered to any licensee or any others resulting from the use of the Research or any such invention or product. The University shall use its best efforts to design and conduct the survey, prepare the analysis and report thereof and ensure the integrity of the data collected. 7. Use of the Research Results and Product Liability. The university makes no representations or warranties, expressed or implied, regarding its performance under this agreement, including but not limited to the marketability, use or fitness for any particular purpose of the project results developed under this agreement. We will be including this design for the 2007 OSLAD Grant Application. Staff is still working to gather more accurate numbers for the tennis court and lighting estimate, but have included a preliminary cost for the work Changes to the design since it was presented in June of 2006 include the addition of a trail on the west side of the property to make a "Trail Loop", changing the name of the sledding hill to "Exercise/Challenge Hill" and removing the ballfield with the clay infield to show a neighborhood ballfield backstop. The remainder of the design remains as it was previously presented. Current cost estimates indicate that the park will cost under $500,000 to construct. Staff is seeking approval of the park design to proceed with the grant application process. PRAIRIE MEADOWS RFP RESULTS The playground equipment RFP results will be shared and a recommendation given. STEVEN BRIDGE PARK SPECIAL EVENT On the evening of July 3, 2007, the Parks and Recreation Department in cooperation with YYBSA are planning a night of all star baseball and activities to officially dedicate the Steven Bridge Park Baseball Complex. The event will mark the completion of the YYBSA season. By that date our expectation also is that the sewer and the concession stand construction will be complete, and both operative. We envision inviting the Mayor and City Council, in accordance with the strategic planning objective of having Park Board and City Council interaction. We will be giving an opportunity for the park board to have input and follow-up by meeting with the YYBSA committee set up for this purpose. STATE OF ILLINOIS / IDNR DOC-3 RESOLUTION OF AUTHORIZATION OSLAD/LWCF PROJECT APPLICATION 1 . Project Sponsor: United City of Yorkville 2. Project Title: Raintree Park Development �I I The United City of Yorkville hereby certifies and acknowledges that it has 100% of the funds (local project sponsor) necessary (includes cash and value of donated land) to complete the pending OSLAD/LWCF project within the timeframes specified herein for project execution, and that failure to adhere to the specified project timeframe or failure to proceed with the project because of insufficient funds or change in local recreation priorities is sufficient cause for project grant termination which will also result in the ineligibility of the local project sponsor for subsequent Illinois DNR outdoor recreation grant assistance consideration in the next two (2) consecutive grant cycles following project termination. Acquisition Projects It is understood that the project sponsor has up to twelve (12) months following project approval to acquire the subject property (petition to condemn must be filed for acquisitions involving eminent domain) and three (3) months following acquisition closing to submit a final reimbursement billing request to the IDNR (excluding eminent domain cases). Development Projects It is understood that the local project sponsor has six (6) months following project approval to initiate project development and a total of 24 months to complete said development with a Final Billing request submitted to IDNR within three (3) months following completion. The United City of Yorkville further acknowledges and certifies that it will comply with all (local project sponsor) terms, conditions and regulations of 1) the Open Space Lands Acquisition and Development (OSLAD) program (17 IL Adm. Code 3025) or federal Land & Water Conservation Fund (LWCF) program (17 IL Adm. Code 3030), as applicable, 2) the federal Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (P.L. 91-646) and/or the Illinois Displaced Persons Relocation Act (3 10 ILCS 40 et. seq.), as applicable, 3) the Illinois Human Rights Act (775 ILCS 511-101 et.seq.), 4) Title VI of the Civil Rights Act of 1964, (P.L. 83-352), 5) the Age Discrimination Act of 1975 (P.L. 94-135), 6) the Civil Rights Restoration Act of 1988, (P.L. 100-259) and 7) the Americans with Disabilities Act of 1990 (PL 101-336); and will maintain the project area in an attractive and safe conditions, keep the facilities open to the general public during reasonable hours consistent with the type of facility, and obtain from the Illinois DNR written approval for any change or conversion of approved outdoor recreation use of the project site prior to initiating such change or conversion; and for property acquired with OSLAD/LWCF assistance, agree to place a covenant restriction on the project property deed at the time of recording that stipulates the property must be used, in perpetuity, for public outdoor recreation purposes in accordance with the OSLAD/LWCF programs and cannot be sold or exchanged, in whole or part, to another party without approval from the Illinois DNR. Staff review of the submissions led to the selection of play equipment from a variety of manufacturers to pull together the firefighter theme. Staff is recommending that the Board approve the equipment selection listed above in the amount of $87,270.00 with the Supernova listed as an alternate. Q • is N O YWS � A P N T Q1 1 1 I . w.Lr:Y3�-na fiv. /"5 YORKVILLE RECREATION DEPARTMENT Park Board Meeting Month of April - 2007 Hihli�hts and Summary We started off the Month of April with a week long spring break camp in which 20 participants, ages 7 — 12yrs. of age, were able to visit Brookfield Zoo, take a tour of Dickson — Murst Farm in Bristol, had a great time at Sci-Tech in Aurora and watched movies at our Recreation Bldg. The Parkers Playtime Pre School classes went to Silver Springs State Park for their annual Field Trips. They fished, had an egg and balloon toss and enjoyed some lunch. Princess Playtime and Lets Get Messy started this month for the early childhood classes. Over Spring Break we had a Miniature Magic class where the participants made their own doll house. There was also an Asian Arts class were they made lanterns, kites and origami. Our first youth Lock — In of the year class started this month on Friday night, kids had dinner and a snack and are able to play games, do a craft and watch a movie at our Riverfront Recreation Building. A new contest was introduces to the Grand Reserve School. The school will be naming the park that is across the parking lot from their school. They will be basing their name on the character counts pillars. The knitting club met this month at the new offices again. While the book club met and discussed the April Book "A Memory Keepers Daughter." Spring Soccer began in April. There are nearly 100 participants divided into 3 levels. There are 4 teams in the U6, U8, and U12 levels. Games are played on Saturday mornings at Beecher Park. The men's softball league also started this month. There are 7 teams playing in the league. Teams play every Thursday night at Steven G Bridge Regional Ball Fields. We were awarded a grant from the NRPA and the RBFF to help offer at least 2 boating or fishing programs each year. The grant includes educational material and access to online training. The online training will assist us as we are set to offer a fishing program this summer. In addition to the grant we also held our annual Boating Safety Class, run by the Dupage Power Squadron. There were about 20 people in the class, which was held at the Beecher Center every Thursday night throughout the month of April. Hiring's, trainings and the opening of the Beecher concession stand for the 2007 season took place this month. We have hired 12 great high school kids, all from Yorkville High School, who out at the concession stand Monday — Saturday. We are looking forward to when we can open the Bridge concession stand soon. As a reminder summer is fast approaching and we have numerous events being held this summer. We have secured another year with YCC to use their rooms for our Pre School.
