2006 REPORT TO THE YORKVILLE CITY COUNCIL
YORKVILLE ECONOMIC DEVELOPMENT CORPORATION
OVERALL STRATEGIES FOR 2006:
- Focus on raising awareness with significant regional and national developers,
and commercial real estate brokers.
- Interface with individuals and franchisees that will provide opportunities to fill
current vacant space, or space committed to be built, in order to create the
image of our continuous growth.
- Continue to focus on relationships with residential developers and the City to
obtain results that meet the quality of life standard requested and population
to support balanced commercial growth.
ACTION STEPS:
- Continuously call on current Yorkville businesses.
- Continuously call on prospective Yorkville businesses.
- Implement marketing materials consistent with YEDC goals and objectives,
including new marketing techniques and vehicles such as CD ROM, and
specialized brochures. Hold a minimum of one Marketing Committee
meeting annually to review and/or update marketing materials.
- Develop and implement press release program to showcase new business
and development to the residents and business community of Yorkville.
- Develop events to showcase velocity of residential development to individuals
directly involved with commercial development.
- Continue the process of building relationships with local and statewide
organizations, to further referral sources.
- Continue education processes, which offer opportunities for the business
community access to programs, which bolster the business climate.
- Develop processes to expose current businesses to perspective customers,
through marketing events and techniques.
- Participate in local, regional and national events where perspective business
clients are present.
- Utilize educational opportunities on Economic Development as available.
CONTINUING PARTNERSHIPS:
Burlington Northern Sante Fe Railroad (BNSF).
The BNSF Railway has partnered with several 114inois Communities such as
Yorkville to form the Illinois Route 34 Logistics Corridor. Through this partnership,
BNSF provides access to coast-to-coast markets and opportunities in favorable
business environments that help keep companies competitive in today's global
market. The US Route 34 Corridor connects shippers via road and rail to
regional, national, and international markets through BNSF's Logistics Park—
Chicago. The Route 34 Logistics Corridor runs from the Greater Chicago area to
within 30 miles of the Mississippi River. (See Illinois Route 34 Logistic Corridor
attachment.)

River Valley Workforce Investment Board and Workforce Information
Committee:
The River Valley WIB represents Kendall, Kane & DeKalb Counties. It is the
goal of this Board to assist in preparedness and future employment needs of the
business community in these three counties. The group works together to help
determine which industry sectors are showing growth and decline, current and
future workforce supply, education, transportation, and quality of life for the area.
The Workforce information Committee reviews, economic information,
employment statistics, industry/employment projects, number of businesses in
the area-list by size and category, and unemployment percentages in the State
by area. Focus also provides labor market, population and demographic
information for the three county area for members to review and discuss what
they want to review on a regular basis, and how to best utilize IDES data to
analyze, to inventory what data is out there, standardize it and make it useful for
the local area workforce.

YEDC SPONSORED EVENTS:
"Aiming for Success" Job and Career Fair:
Annual Spring event will be held on Tuesday, April 11, 2006 at the Yorkville High
School Cafeteria. In 2005 there were 40 businesses that participated with over
400 prospective employee candidates in attendance. This event not only offered
employment opportunities, but also workshops with resume writing and
interviewing skills.
Yorkville Business Institute:
This series of educational workshops will be facilitated by high profile experts in
fields of study that are deemed of value by Yorkville area business, and be jointly
sponsored by the YEDC and Yorkville Area Chamber of Commerce. Topics will
focus on sales and marketing, customer service, technology, and security. We
are very pleased to say that in 2005 over 100 Yorkville business professionals
took part in this very successful series. The dates for 2006 are Friday May 12th,
and a Friday in November which be announced at a later time.
Summer Outing 2006:
This "fun" social event allowed prospective Yorkville businesses an opportunity to
get to know current stakeholders. In 2006 we will be headed for Miller Park in
Milwaukee on Thursday, August 10th, to see the Chicago Cubs take on the
Milwaukee Brewers.
YEDC Annual Meeting 2006:
Our 6th Annual Meeting will be held on Monday, October 9th, at the Yorkville High
School Cafeteria. We review and acknowledge the accomplishments for new
development and business expansion that have taken place during the past 12
months. It is also a time to look forward to the upcoming year, and offer "thanks"
to the partnerships and relationships that were so important to the Yorkville
business community. We are currently coordinating an important keynote
speaker for this annual event.
Commercial Broker Tour of Yorkville:
The YEDC will host a half-day tour of Yorkville for a select group of commercial
real estate brokers who are directly responsible for major national and regional
retailers, as empowered site selectors for future locations. This event will begin
as a 'Road Tour" aboard a deluxe motor coach, be scripted to allow maximum
information and highlights, end with a luncheon, and take place in the late
summer.

ORDINANCE AMENDING CITY ORDINANCE WITH REGARD TO PAYMENT OF
COORDINATION FEE
WHEREAS,the Mayor and City Council of the United City of Yorkville,having
considered the City's expense for the cost of City staff time spent coordinating and attending
meetings relative to a new development's review being completed by an outside engineering
consultant;
WHEREAS,this expense is increasing with the growing development in and around the
City; and
WHEREAS,the Mayor and City Council consider it to be in the best interests of the
community to charge developers a reasonable fee for these costs based upon the actual cost of
services rendered by the United City of Yorkville.
NOW THEREFORE, be it resolved by the CITY COUNCIL AND THE MAYOR OF
THE UNITED CITY OF YORKVILLE,upon motion duly made, seconded, and approved,that
the following fee will be assessed for all future developments in and around the City, as follows:
1. A Coordination Fee will be assessed for all new subdivisions,platting or re-platting of
existing subdivisions or where engineering review is necessary by City ordinance, statute, or
Ordinance when the review is completed by an outside engineering consultant.
2. The Coordination Fee will be charged from the time of initial contact to the time of
final plat and plan approval, and will cover all normal City expenses.
3. The Coordination Fee will be charge at the rate of 0.35% of the approved engineer's
estimate of cost of all land improvements, as defined in the Yorkville Subdivision Control
Ordinance, and will be due prior to the recording of the final plat of subdivision.

4. This Ordinance,upon passage,will be effective for all existing or pending
developments and for all future developments.
SEVERABILITY: The various parts, sections, and clauses of this Ordinance are hereby
declared to be severable. If any part, sentence,paragraph, section or clause is adjudged
unconstitutional or invalid by a Court of competent jurisdiction,the remainder of this Ordinance
shall not be affected thereby.
REPEALER: Any Ordinance or parts thereof in conflict with the provisions of this
Ordinance are hereby repealed to the extent of such conflict.
EFFECTIVE DATE: That this Ordinance shall be in full force and effect from and after
its passage and approval as provided by law.

WHEREAS,the City Council of the United City of Yorkville has considered and
discussed establishing a policy concerning Mailbox Standards and Replacement Policy,

WHEREAS,the City Council has determined that it desires to establish such a
policy, and
WHEREAS,the text of the policy the City Council now desires to establish
concerning Mailbox Standards and Replacement Policy is set forth on the attached
Exhibit"A"which is incorporated herein, and

Mailbox Standards and Replacement Policy
Mailbox Standards
The United City of Yorkville follows the guidelines set forth by the United States Postal Service
regarding mailbox placement and standards. (Exhibit 1) The full version of the document is
United States Postal Service Bulletin 21997 (5-6-99).
Mailbox Replacement
Criteria for mailbox replacement
1. Mailbox must meet City standards for installation and material.
2. Only mailboxes that are struck directly by a City vehicle or piece of equipment will be
eligible for replacement. Damage caused by snow will not be eligible for replacement.
Mailbox Replacement Procedure
1. Resident must notify the Public Works department within three (3) days of the
occurrence. During this time, a temporary mailbox will be placed until a determination
can be made as to whether or not the City is responsible.

2. A Public Works representative will inspect the mailbox and make a determination as to
whether or not the mailbox was properly installed,the material was in good condition,
and if it was struck by a city vehicle.
3. If the determination is made that the City is responsible for replacement of the mailbox,
the homeowner is eligible for reimbursement of up to $75.00 for material to replace the
mailbox. Reimbursement may be submitted to the City after the homeowner installs a
new mailbox and it is inspected by a Public Works representative.
4. If it is determined that the City is not responsible for the damage, it will be the
homeowner's responsibility to replace the mailbox following City Standards.

Position Description Overview
The Senior Planner will assist the Community Development Director with all phases of
planning; including comprehensive planning, subdivision and site plan review, and plan
implementation processes. Primary responsibilities will include reviewing development
projects, assisting in the preparation of comprehensive, corridor, downtown,
redevelopment, and other planning documents and reports.
Essential Job Functions
1. Perform application reviews and analysis for residential and commercial site plans
including subdivision plans,landscape plans to ensure code compliance with
established ordinances, development regulations and policies.
2. Conduct special studies and prepare plans,reports, presentations and proposals as
directed by the Community Development Director.
3. Assist applicants, City departments, and any applicable boards, commissions and
committees in the support, development and implementation of Community
Development activities.
4. Provide technical assistance and professional advice to clients, developers,

Position Description Overview
The City Park Designer is responsible for coordination of all city park design under the
direction of the Community Development Director. This includes design of new parks
and redevelopment of current city parks. Responsibilities also include building
relationships with local agencies, stakeholders, and allied organizations in the recreation,
alternative transportation,health and conservation fields.
Essential Job Functions
1. Serve as project designer for the Parks and Recreation Department on assigned
municipal projects involving parks, facilities,natural areas, greenways,
landscaping and trails.

neighborhood park/playgrounds, community parks, sports complexes, and
waterfront parks.

GIS Coordinator—Job Description
Department: Community Development
Reports to: Community Development Director

Position Description Overview
The GIS Coordinator is responsible for the coordination and expansion of design,
development, analysis, implementation, and maintenance of the United City of Yorkville
Geographic Information System. This includes coordinating related activities with City
departments, consulting with department staff in the use and functions of GIS, and
determining quality control standards for the datasets.
Essential Job Functions
1. Plan and coordinate the administration and maintenance scheduling of all layers
defined in the geographical information system in conjunction with all other land
based systems and/or files in the City.
2. Perform digitizing and drafting as required.
3. Develop and document GIS procedures.
4. Provide consultation to senior staff on the use of advanced spatial analysis
techniques and technologies in data dissemination.
5. Assist with the City's Geographic Information System implementation and
maintenance activities, including resource planning,policy and procedures
development, departmental needs assessments, systems analysis, organization
requirements, and education/training coordination.
6. Conduct and coordinate activities using both Autodesk and ESRI ArcView 9
software; including spatial analysis, data modeling, development and management
of databases, digital mapping, and GIS data standards and quality assurance
procedures.
7. Manage GIS data development and/or conversion projects including providing
technical expertise, obtaining milestones, and meeting deadlines.
8. Expand attribute fields of current datasets
9. Assign attribute data from other datasets to GIS format(i.e.AutoCAD).
10. Create/update utility atlas books for use by the City's Public Works Department.
11. Handle compliance with City's GASB 34 requirements.

APPOINTMENT OF WARD III ALDERMAN
James Bock
Mayor Prochaska entertained a motion to confirm the appointment of James Bock as the Ward III
alderman.So moved by Alderman James;seconded by Alderman Leslie.
Alderman Munns commented that he has spoken to residents who were concemed with the
appointment process. He recommended that a policy be developed to address the appointment of
aldermen.
Alderman Besco noted that he spoke with Mr.Bock and that be seems to be a gentleman. He
stated that he agreed with Alderman Munns that a policy is needed. He commented that he
received two calls regarding the appointment process which he could not answer because he does
not know much about the process. Alderman Besco commented that the residents of Ward III
should have an opportunity to meet Mr.Bock.
Mayor Prochaska explained that the appointment of an aldermen is governed by state statute. He
further explained that a person is named for the appointment by the mayor and if the City Council
wishes,a special meeting can be held to interview the nominee. City Attorney Wyeth explained
that there is no provision in the state statute for the electorate to have input in this process.
Alderman Burd stated that she did not have a chance to meet Mr.Bock because he was out of
town. She stated that she thought she would have three weeks to meet with him. Mayor
Prochaska noted that he told the Council at the last City Council meeting,three weeks earlier,that
he was naming Mr.Bock for the position so they would have time to meet him. He explained
that when he did this,he mentioned that Mr.Bock was going to be out of town the week before
tonight's meeting.
Alderman Burd made a motion to postpone the appointment until a date in March 14,2006 so that
the City Council would have time to have a meeting with him.
Motion to postpone failed due to lack of a second.
Motion to confirm the appointment approved by a roll call vote. Ayes-6 Nays-0

A motion was made by Alderman James to approve the paying of the bills listed on the Detailed
Board Report dated February 2,2006 totaling the following amounts:checks in the amount of

$14,206.62(special census payroll period ending 12/25/05);$8,048.33(special census payroll

Alderman Mums stated that he had questioned the payment to Proven-Mercy for drug testing
and he did receive some information regarding this however he asked for more clarification on
the figures. Finance Director Pleckham stated that she could provide this information to him.
Alderman Spears questioned the total disbursement amount on the payroll summaries;the
original versus the revised copy. Director Pleckham explained that the total disbursements were
changed to reflect the deleted duplicate invoice and to account for the Special Census payrolls.

National Engineer's Week
Mayor Prochaska read a proclamation for National Engineer's Week,February 19"through 251%

Appointment of Executive Director of Park&Recreation
Mayor Prochaska entertained a motion to appoint David Mogle as the Executive Director of Park
&Recreation for the United City of Yorkville subject to the successful completion all background
checks with a proposed starting date of March 6,2006 and at a starting salary of$78,000.00 per
year. So moved by Alderman Besco;seconded by Alderman Leslie.
Mayor Prochaska noted that Mr.Mogle was present at the meeting and invited everyone to meet
him.

Special Census Update
Mayor Prochaska reported that the preliminary numbers are in for the Special Census and the
United City of Yorkville's population is 11,179. The City had estimated this to be higher
however some developments are not as far along as anticipated. It will take the state six to eight
weeks to confirm the numbers. The previous population was 8,789 people. The increase will
bring about$275,000.00 new dollars into the City. He stated that the City will probably try to
have one more Special Census done in the future.

ATTORNEY'S REPORT
Robert's Rules 101
Attorney Wyeth went over the latest version of the Robert's Rule Desk Guide(see attached). He
explained that tonight the fifth and final categories of motions are covered. He went over the four
motions that can bring a question before a body again;take from the table,rescind/amend
something previously adopted(rescind),discharge a committee and reconsider. He stated that he
is most frequently asked about the fourth motion,reconsider,and he explained that this motion
must be made by someone voting with the prevailing side on the motion that is being
reconsidered.
Alderman Moons asked for clarification on the motion to reconsider,it has to be made by the
prevailing side. It was clarified that it can be either the yes or no vote as long as it is the
prevailing vote.
Alderman Burd asked if there was a time constraint on the motion to reconsider and Attorney
Wyeth stated that it is based on"session"which he interpreted as"year". He stated that in the
United City of Yorkville's case,it would be the fiscal year.

CHIEF OF POLICE REPORT
Chief Martin reported that the new traffic signal was now working at Bristol-Ridge Road and
Route 34. He stated that the Police Department will be putting out their sign trailers to warn
drivers of the new signal.
EXECUTIVE DIRECTOR OF PARKS&RECREATION REPORT
Mayor Prochaska welcomed Mr.Mogle. Director Mogle stated that he looked forward to
working with the City Council.

COMMUNITY&LIAISON REPORT
Kendall County Preservation Committee
Alderman Burd reported that Kendall County has developed an ad hoc committee to work on an
ordinance for county preservation of historic properties. She attended the Kendall County
Preservation Committee meeting on January 25,2006 where it was discussed that there are not a
lot of these sites within the County so it is important to protect them. She stated that the

committee will be bringing something to the different municipalities to see if they want to work
with the County to protect these sites.
Protect Kendall NOW
Alderman Bard reported that she attended the Protect Kendall NOW meeting on February 2,
2006. The group has been making presentations and getting feedback from residents. Some of
the suggestions they received were to expand the Forest Preserve area on Route 52,protect the
vernal pond that is located south of the Ashley and Helmer Road intersection,keep flood plains
clear of building,preserve open space at Route 34 and Orchard Road and preserve the highest
point in Kendall County. They also mentioned that a portion of the Grande Reserve was donated
to CorLands.
Aurora Area Convention and Visitor Bureau
Alderman Burd reported that the Aurora Area Convention and Visitor Bureau will be holding a
poker tun on March 6,2006. The proceeds will help fund small purchases the group needs such
as office furniture. She stated that anyone interested should see her for tickets.
Senior Service Providers
Alderman Spears reported that she attended the Senior Service Providers meeting on February 7,
2006. The Kendall County Administrator,Jeff Wilkins,discussed public transportation issues.
He explained that he met with Grundy County's administrator and transportation coordinator and
DeKalb's city and county staff to discuss the types of routes they have. He reported on their
transportation plans,costs,etc. Based on the information he received from the other
communities,it has been determined that Kendall County will need three busses or vans and the
routes will not be fixed. They are proposing a"dial-a-ride"route. The estimated overall cost for
the service is$500,000.00/year. State grants will provide 50%of the operating costs and 80%of
the administrative costs. The community would provide for the remainder of the cost. Mr.
Wilkins indicated that there is a great need for public transportation in Kendall County. He also
noted that partners such as cities,villages,hospitals,the YMCA,etc.,need to commit to this
program. Kendall County will be a public system that will provide transportation service for any
individual requiring transportation and rides will be scheduled according to priority. Cost for the
use of the service was also discussed at the meeting. Also at the meeting were representatives
from Oswego's Senior Advisory Commission. They indicated that recently received a grant and
partnered with the University of Illinois to compile a transportation needs survey which was
distributed to 3,251 residents.They received a 32%return on the survey and the results will be
presented to the Village of Oswego trustees and their next Committee of the Whole meeting.
Kendall County Community Summit
Alderman Spears reported that the second annual Kendall County Community Summit will be
held on April 4,2006 from 10:00 a.m.to noon at Trinity United Methodist Church. The focus of
the summit will be housing issues for the elderly and handicapped. Representatives from the
University of Illinois,the Northeastern Illinois Area Agency,Kendall Senior Service Providers,
the City of Naperville and various other communities are scheduled to attend. Last year members
of the United City of Yorkville City Council and city staff also attended.
Community Workshop
Alderman Spears reported that a community workshop addressing grandparents raising
grandchildren was going to be held on April 14,2006 in Aurora. Waubonsee Community
College is sponsoring the event
Metro West Workshop
Mayor Prochaska reported that on February 2,2006 he attended the second Metro West Group
workshop and that Administrator Crois had attended the fast one. The group is looking at topics
and strategies for creating the presence of this group in state legislature. Issues discussed were
education,transportation and eminent domain law.
Downtowa Redevelopment Meeting
Mayor Prochaska reported that he attended the Downtown Redevelopment meeting on February
13,2006.Attorney Kathleen Orr and Lisa Lyons were available to answer questions about Tax
Increment Financing(TIF)Redevelopment. He stated that there were many residents in
attendance and that there were many good questions and comments. One comment made to him
after the meeting concerned eminent domain. The person making the comment asked if it would
be possible to add language to the TIF agreement stating that the City does not have any intention
of taking land for anything other than safety concerns.
Big BrothersBig Sister Bowl
Mayor Prochaska reported that the Big Brothers/Big Sisters Bowling was being held on Saturday
February 25m"at 5:00 p.m.and he hoped that the United City of Yorkville would have a team to
go against Oswego and Plano. He encouraged members of the City Council to bowl.

for Kendallwood Estates,as presented subject to staff comments and legal review;seconded by
Alderman Burd.
Alderman James noted that at the lest Park Board meeting he suggested that the developer
construct a portion of the bike path along the ComEd easement. The developer agreed to apply
funds for the parks to the path. They will develop an estimate for the cost of the path and will
submit this to the Park Board for their approval. This path will link the Raintrec development to
the riverfrom.
Alderman Hurd asked if staff will be able to work this out with ComEd in a timely matter.
Alderman James stated that the City Intern Bart Olson is in the process of setting up a meeting
with ComEd.
Mayor Prochaska noted that this trail is anticipated to go to Morris,Illinois.
There was brief discussion regarding the path crossing Route 126.

WHEREAS,the Mayor and City Council of UNITED CITY OF YORKVILLE, after
careful consideration,have found and deemed it necessary for the benefit of the UNITED CITY
OF YORKVILLE to create the position of Assistant City Administrator; and
WHEREAS, the job position for Assistant City Administrator will have the duties and

Position Description Overview
Highly responsible liaison and staff administrative position to support the City Administrator's
Office. Work includes researching,planning, organizing, coordinating, and directing required action
on policies and/or projects which have been defined by the City Administrator and/ or Mayor and
City Council. Recommends changes and updates to administrative policies and directs organization,
management, and budget studies involving coordination of staff in several departments. Responds
to and interacts with residents, employees, and/or others within and outside the organization in a
courteous,professional, and effective manner.
Essential Job Functions
1. Provides high level staff support to the City Administrator; researches and prepares
recommendations on public policy proposals as directed; coordinates department activities
with other departments and agencies as needed.
2. Attends staff, committee and City Council meetings as required, and makes
recommendations as assigned on subjects under discussion; staff liaison to various boards
and commissions as assigned.
3. Assists in the development,planning, and implementation of goals and objectives related to the

At last weeks COW, I passed out a single page which was intended to show 2 changes to
the Annexation Agreement. While the first change (to Section 4(C) regarding LOC) was
distributed to you on the front of the page, I'm not sure that the second change was
copied on the back of the each page that I handed out (as I intended). Out of an
abundance of caution, I wanted to make sure that you had this language prior to the vote.
The revision was to the Fees, Donation and Contributions Section. Rather than reprint
the entire agreement, I've set forth the text of the entire Section 21(A),to wit:
21. FEES, DONATIONS AND CONTRIBUTIONS.
A. DEVELOPER and/or OWNER shall pay fees to the CITY

OWNER and/DEVELOPER shall pay such fees in effect at the time of the recording of the
Final Plat for each phase of the proposed development, provided the OWNER and/or

that changes shall not take effect within the TERRITORY for one-hundred-eighty (180)
days from the date of any such notice. OWNER and/or DEVELOPER may pre-pay any fee
proposed to be changed which shall freeze said proposed fee increase and not affect the
TERRITORY during the 180 day period.

Subject: Building Fee—Accelerated Payment
Upon careful consideration of the building fee, its importance to our community, and the
dynamics of accumulating sufficient funds for construction at the earliest date—particularly in
regard to the urgent need for more Public Works space—I propose that we postpone a vote on
this issue for a period of two weeks.
I'm asking staff to investigate and consider mechanisms to encourage accelerated payment by
developers and/or land owners. If contributions for municipal building can be accelerated the
City would gain two important advantages:
1. The City would not have to wait for building permit for payment. (Even if we were
to pass the increased fee this week, it would not apply to most of the current construction due to
normal fee lock, and/or prepayment terms of the annexation agreements).
2. The City may be able to avoid using bonds for the construction which would greatly
decrease the projected cost of the buildings. As demonstrated by Bart Olson, a large portion of
the cost of these buildings is debt service (interest). Accelerate payments are cash which if
received in sufficient amounts would allow for construction without bonds.
We will be looking to include an option to accelerate payment within the Ordinance increasing
the fees. I intend to meet with Bart Olson, along with John Crois, Traci Pleckham and John
Wyeth to look into options to provide for an accelerated payment. It is for this reason that I ask
that the topic be postponed for two weeks.

In 2004 the United City of Yorkville residents approved a referendum to allow the Library
Board to construct a new 34,000 square-foot building adjoining the current facility. Voters
also approved money to renovate the existing building, which will be used for meeting
rooms and facilities. The new space will allow the library to expand its services to meet the
needs of Yorkville's growing population. The library expansion project is scheduled to be
completed by the spring of 2007.
