Citizen Comments: none Minutes for Correction/Approval: July 3, 2013 The minutes were approved as read. New Business: 1. PS 2013-20 Police Reports forJune-July 2013 No discussion or comments. 2. PS 2013-21 Request to Dispose of Two Police Vehicles It was noted the purchase of new vehicles has already been approved and there was no discussion on the disposal. This item will move to the Council consent agenda. 3. PS 2013-22 Request to Dispose of Three Firearms There was no discussion on this item and it will also move to the next Council consent agenda. Old Business: 1. PS 2013-08 Ordinance Adopting License Regulations for Pawnbrokers and Resale Dealers The ordinance had been revised following last month's recommendations. Alderman Kot and Funkhouser approved of the ordinance as written, however, Chairman Colosimo is not in favor of the ordinance. By a 2-1 recommendation, this matter will move forward to the full Council for discussion under the Public Safety agenda. Page 1 of 2 Additional Business: Alderman Kot asked if businesses downtown are being notified promptly of the road closures in conjunction with the Rt. 47 road project. Mr. Olson said emails are sent or phone calls are made and the information is posted on Twitter and Facebook immediately. He said no complaints have been received yet and Alderman Colosimo noted the area has been well-marked. Alderman Kot said the left turn lane for Van Emmon goes right through to the northbound lane. It was noted that drivers must follow the barricades. There was no further business and the meeting was adjourned 6:35pm. During our patrol we completed a traffic stop, investigated a hit and run call, responded to a domestic battery and a domestic disturbance, and I was shown how the equipment was used firsthand. Officer McMahon also gave me a lot of knowledge about a day in the life of a police officer. He showed me how his discretion was used and he also tested me on what I would do if I was in his position. He was a very knowledgeable officer and I'm glad I rode along with him. While riding with Officer Goldsmith we made two traffic stops and attempted a "make your own". During the experience Officer Goldsmith shared some excellent insight as to what it is like to be a police officer while also answering many of my questions and giving me a first class look at what the job entails. He included me in almost every way during the experience and became somewhat of a mentor to me because of that. Carlyle #217, On 05 October 2013, Patrol Squad #C conducted a Search Warrant during their regular duty shift hours of 0600 hrs. — 1800 hrs. At that time Squad #C was already working with only three officers so this process brought upon a shortage for handling calls for service and potential in progress crimes across the city. Sergeant S. Wingel #207 made several phone calls to off duty officers requesting they come in to assist. Sergeant Wingel was having great difficulty in getting someone to respond and assist. However, when Sergeant Klingel telephoned you during your normal sleep cycle you did not hesitate to call her back. Then upon learning of the situation you responded by coming in to work two and a half hours before your regularly scheduled duty time to work the street. Carlyle Andy- On Saturday 10-05-13, we had a suspicious person call that turned into a 'search warrant were we seized almost 10 oz of cannabis. During the process of applying for the search warrant, we only had 3 Officers working so I subsequently attempted to contact individuals to come in and work. Officer Ketchmark didn't hesitate and was able to respond within 10- 15 minutes and after going through the list of full time officers with no other response, I then contacted the part timers. Officer Page then responded in a similar time frame. After realizing that the situation was going to be an all day event, I contacted Officer Carlyle and asked that he come in for his midnight shift early so that dayshift officers could work on processing evidence. Without hesitating, he came in 2.5 hours early and he took the calls all over the city, regardless of where they were. I wanted you as his boss to know that I greatly appreciated his help and response time when the shift needed it. Update: • A third lane of pavement in the northbound direction, from Hydraulic St. to Washington St. was poured on November 16. More normal turning movements will be possible using this third lane.Northbound and southbound traffic on Route 47 has been switched over to the newly constructed concrete lanes on the eastern half of Route 47 (what will be the permanent northbound lanes at the end of the project. Removal and excavation will commence on the west side of I147. West Van Emmon St. will be closed to all traffic as part of the traffic switch and will remain closed to allow its reconstruction. Following the completion of the work at West Van Emmon St., West Fox St. will be closed for its reconstruction, weather permitting. • Weather permitting, the contractor will be milling and replacing surface pavement at the far north and south ends of the Route 47 expansion project in preparation for winter. This will seriously impact day time traffic, as traffic will be reduced to one-lane in either direction for intermittent periods throughout the day. When complete, the new surface pavement will greatly improve winter driving conditions. • It is likely that the West leg of Van Emmon will be closed for the next few weeks. The West Van Emmon leg will be the focus of the contractor before the end of the construction season. • Storm sewer work continues to the south towards I171. The related work remains and is anticipated to be completed in this area in 2 to 3 weeks,weather permitting. • East Van Emmon St. has been reopened following completion of the concrete pavement on this side of the intersection. • Work on the wall separating northbound traffic and the sidewalk, from Hydraulic St. to Van Emmon St., is nearing completion. Additional work will remain and includes installation of a drainage system and the sidewalk itself. Background This item was requested by Alderman Colosimo. Residents of the Greenbriar subdivision have complained throughout the year of large geese populations at the detention basins in the subdivision. When large groups of geese flock to the basins, they can be very noisy and their droppings can pollute the land and waterways. There are a few ways to address the issue, each varying in cost and effectiveness. The first option is to buy coyote decoys. The decoys are a large coyote model that is placed in the ground around the ponds, and must be moved every few days. Cost runs around $40 for each decoy, and we plan to purchase four decoys. Another option is to plant tall grasses around the pond—similar to a temporary naturalization of the pond edge. The cost of this is $900 and reviews have indicated it is semi-effective. This will be a better long term option when the City decides to dredge or naturalize this pond in the near future (part of the FY 15 budget discussion). A third option is the goose guardian, which is a motion activated strobe-light, noise or movement machine which scares the geese away. The Goosinator is a very effective option, but is expensive at $3,400 and requires manual control by a worker or volunteer. Finally, another option is to contract with company that brings a dog to the area to chase the company away. This is a relatively cheap option, but may not be effective as the company has to be called each time the geese are present. Recommendation Given the information above, staff will be ordering a few coyote decoys. If the committee would like to see other options explored, we can check our FY 14 budgets or program new expenses for the FY 15 budget. A. Co. Background: Increasing the police staffing levels was listed as the number one goal at the goal setting session in November. At the start of FY 14 the department was staffed with 28 officers. Our original goal in October of 2012 was to raise the total number of full time officers by 4 to 32 officers. The Department had two officers leave in this past year and did not hire any additional officers. This currently leaves the the department with 26 current full time officers. The department is looking to fill the two vacancies the first week of December which will bring the back up to 28 officers. Due to budget constraints over the past years the police department has not been able to hire new officers to cope with the growth in the population of the city. Analysis: The national averages in our region for a municipality with a population falling between 10,000 and 25,000 residents is 1.8 full time officers per 1,000 residents. Yorkville's current population is approximately 17,000 residents. In order to meet the regional average of 1.8 officers per 1,000 residents Yorkville would need to have 31 officer on staff. Currently there are 26 officers on staff, which equates to 1.52 officers per 1,000 residents. In addition, the department is currently understaffed in regards to civilian positions as well. It is important to incorporate additional staff into the FY 15 budget if the Council is looking to accomplish this goal. By adding additional officers the Police Department will be able to better staff patrol shifts, which will subsequently increase response times, reduce the potential need for additional overtime, and allow for more proactive policing. The addition of civilian employees will allow the department to reduce the amount of backlogged paperwork and to process filings more efficiently. We are looking to address this City Council goal in the FY 2015.
