BE IT FURTHER RESOLVED, that the Clerk shall, as soon a practicable after the close of the period as given above, submit to the Department of Transportation, on forms furnished by said Department , a certified statement showing expenditures from and balances remaining in the account(s) for this period; and BE IT FURTHER RESOLVED, that the Clerk shall immediately transmit two certified copies of this resolution to the district office of the Department of Transportation, at Ottawa Illinois. The municipal estimate of maintenance costs for $47,103.00 and the material proposal were approved today. This maintenance program is approved with the understanding that any claims for labor and equipment for day labor routine maintenance will be on file and available for audit. Authorization to expend $47,103.00 of Motor Fuel Tax funds for this section has been approved and should appear on the city's next Motor Fuel Tax computer printout. Bids are required for purchases of materials if the expenditures exceed $10,000 during any maintenance period either (1) for the same type of material, or (2) from any one vendor if the purchase includes the placement or incorporation of the material. Special Provisions The following Special Provisions supplement the"Standard Specifications for Road and Bridge Construction", Adopted JANUARY 1, 2002 , the latest edition of the"Manual on Uniform Traffic Control Devices for Streets and Highways", and the "Manual of Test Procedures of Materials" in effect on the date of invitation of bids, and the Supplemental Specifications and Recurring Special Provisions indicated on the Check Sheet included here in which apply to and govern the construction of 02-00000-00-GM and in case of conflict with any part, or parts, of said Specifications, the said Special Provisions shall take precedence and shall govern. AGGREGATE SURFACE COURSE Aggregate Surface Course, CA-7 and CA-10 shall be the material used for street repair work performed by the Village. PREMIX PATCHING MATERIAL (HOT MIX) The patching material shall comply with the Specifications for Bituminous Class I Plant Mix conforming to Section 406 of the Standard Specifications, or equal, subject to approval of the F ineer. PREMIX PATCHING MATERIAL (COLD MIX) - FURNISH ONLY This item is for furnishing Premix Material (Cold Mix) for streets F.O.B. Village trucks at source. The basis of payment will be the Contract unit price per ton for Premix Patching Material (Cold Mix) which price shall include furnishing, loading and weighing in trucks furnished by the Village at the plant in quantities required. The Contractor shall supply the Type L at the percent calcium chloride specified. Equipment. A tank truck or spreader unit assembly, equipped with spray bars and nozzles shall be used. A positive displacement pump driven from a power source or from the wheels of the spreader/unit assembly shall be used to develop sufficient pressure at the spray bar nozzles to insure uniform distribution of the solution at the specified application rate. Spray bars of various lengths shall be used so that the solution may be applied in widths varying from 1.2 to 7.2 meters (4 to 24 feet). The motor vehicle shall be capable of maintaining a constant speed during the time of application. The tank truck or spreader/unit assembly shall be equipped with a suitable device, visible to the driver, to accurately determine the rate at which the solution is applied. Suitable charts shall be furnished to enable correlation of the vehicle speed and rate of application. When the tank truck is used to mix calcium chloride Type S with water, the pump and piping shall be so arranged that thorough mixing of the ingredients will be accomplished as rapidly as possible without excessive heating. At the time of delivery, the supplier shall furnish the purchaser two copies of the delivery report that shall contain the following data: (a) The liters (gallons) at 25 °C (77 °F) and weight of solution delivered. (b) The specific gravity and temperature of the solution at the time of loading. (c) The percentage of calcium chloride in the solution. (d) The percentage of magnesium chloride and alkali chlorides contained in the solution Sampling and Testing. The first truck load shipped of a contract will be sampled at its destination by the purchaser's personnel. Random check samples representing 10% of the contract quantity shall be taken of subsequent loads. The samples shall be packaged in an 1 quart plastic container and sent with the certification data sheet to the Bureau of Materials and Physical Research, 125 East Ash Street, Springfield, IL 62704, for testing. CONSTRUCTION REQUIREMENTS General. The rate of application per square meter (square yard) and the quantity shown in the contract is based on the amount of chloride to be applied. The actual application rate shall be the rate shown in the contract divided by the decimal equivalent of the percent chloride. Application Rate. The rate of application shall be kg per square meter ( pounds per square yard) Note 2. The normal application rate is 0.68 kg per square meter (1.2 pounds per square yard). The specified application rate shall be between 0.45 to 0.84 kg per square meter (0.8 to 1.5 pounds per square yard). Application of Calcium Chloride Solution. The solution shall be applied to the base or surface course through the spray bars in not more than two applications. The entire surface shall be covered uniformly without excessive transverse or longitudinal overlap. The solution may be applied to irregular-shaped areas by means approved by the Engineer. Method of Measurement. Calcium chloride applied will be measured for payment by mass (weight) in metric tons (tons). The quantity of calcium chloride for which payment will be made will be the total mass (weight) multiplied by the decimal equivalent of the percent of anhydrous chloride. Basis of Payment. DESCRIPTION. These specifications cover coarse-graded and fine-graded bituminous mixtures for use in maintaining small areas on flexible and rigid type pavements. The bituminous premix shall be composed of mineral aggregate uniformly coated with emulsified asphalt HFE-300, or SS-1, or Penetrating Emulsified Asphalt and prepared cold as further described below. The mixtures shall be capable of being loaded into trucks by either hand shovels or power loading equipment, shall be sufficiently workable for placing with shovels, rakes or other hand tools, and shall readily compact by hand tamping, hand or power rolling, or under the action of traffic at the mixing temperature or at temperatures as low as 4 °C (40 °F), immediately after preparation or over a period of several months in a stockpile. The mixtures shall remain in place when used to patch wet or dry pavements and shall be stable under normal traffic conditions. 2., MATERIALS. Control of the materials shall be according to the general requirements of Section 106 of the current Standard Specifications for Road and Bridge Construction. At the discretion of the Engineer, a u I twenty-five pound sample of the aggregate(s), a one-quart sample of the bituminous material, and a one-pint sample of the additive shall be submitted to the Bureau of Materials and Physical Research, 126 East Ash Street, Springfield, Illinois, for checking the dosage rate and compatibility of the additive with the other ingredient materials. (a) Aggregate 1. Coarse Aggregate shall consist of crushed stone, crushed gravel, or gravel of Class C quality or better, as defined in Article 1004.01 of the Standard Specifications for Road and Bridge Construction. 2. Fine Aggregate shall consist of sand, stone sand, or stone screenings* of Class B quality or better, as defined in Article 1003.01 of the Standard Specifications for Road and Bridge Construction. *The use of stone sand or stone screenings will increase in place stability, but reduce stockpile workability. Serial Number: M17-02 (b) Bituminous Material The bituminous materials used shall be either emulsified asphalt HFE-300, SS-1, or Penetrating Emulsified Asphalt. 1. Emulsified asphalt HFE-300 shall conform to the requirements given in Article 1009.07(c) of the Standard Specifications. Emulsified asphalt HFE-300 shall be formulated to possess the characteristics required to produce a mixture conforming to the requirements of this specification. . 2. Emulsified asphalt SS-1 shall conform to the requirements given in Article 1009.07 (a), of the Standard Specifications. 3. Penetrating Emulsified Asphalt shall be prepared as specified in Article 403.07, except that the spraying (maximum-minimum) application temperature shall be between 60-88 °C (40-190 °F). INSPECTION. The Engineer or his authorized representative shall have access at any time to all parts of the plant in order to verify weights or proportions and character of materials used in the preparation of the mixture. The manufacturer shall afford such facilities as may be required for making inspection at the plant and for collecting and forwarding samples of the bituminous mixture to the Department. 4. PLANT AND EQUIPMENT. Storage facilities and all equipment used in the preparation of the mixture shall be approved by the Department. An approved drier shall be available for surface drying the aggregate when needed. The materials for individual batches shall be measured accurately either by volume or weight, by approved methods and equipment. A batch type mixture of approved design and capacity shall be used in mixing the ingredient materials. However, approval for the use of a continuous mixer may be given if it can be shown that satisfactory results will be obtained. 5. PREPARATION OF MIXTURE. At the time of mixing, the aggregate shall not contain enough moisture to cause drifting of the emulsion from the aggregates. The aggregates and bituminous material shall be measured separately and accurately by weight or volume. When a batch type mixer is used, the aggregates shall be added to the mixer and mixed thoroughly. The bituminous material shall then be added and mixing continued for a period of at least 30 seconds or longer if necessary to produce a homogeneous mixture in which all particles of the aggregate are coated uniformly. -2 - Serial Number: M17-02 6. COMPOSITION OF MIXTURE. The ingredients shall be combined in such a manner as to produce a mixture which when discharged shall be workable. If a task to be performed is not subject to one of the classifications of pay set out, the Department will upon being contacted state which neighboring county has such a classification and provide such rate, such rate being deemed to exist by reference in this document.
