RESOLUTION NO.2001- A
RESOLUTION FOR GLEN PALMER DAM ENHANCEMENTS
AND
THE CREATION OF A SAFETY ZONE
WHEREAS,the GLEN PALMER DAM has been in place since the early 1960's, the Fox River in the
UNITED CITY OF YORKVILLE has been the site of a dam for over 150 years; and
WHEREAS,there have been thirteen reported deaths from drowning and numerous successful rescues
below the Dam area since the mid-1960's; and
WHEREAS,the Fox River is a catalyst for economic and recreational growth for all communities in the
Fox River Valley; and
WHEREAS, such growth has occurred in significant part as a result of the existing dams which are
present in the Fox River Valley; and
WHEREAS,the GLEN PALMER DAM is an integral part of the UNITED CITY OF YORKVILLE,
historically and economically; and
WHEREAS, during the past four years volunteerism by residents and interested parties, along with
'- bnations of materials and labor by local and nearby businesses was responsible for the RIVERFRONT

BICENTENNIAL PARK along the South bank of the River at the Dam area, winning the Governor's 1997
Hometown Award, and specifically takes advantage of the environs created by the Dam; and
WHEREAS,the recreation the GLEN PALMER DAM provides both above in the pool and below offers
a destination for local citizens, tourist, and sportsmen alike; and
WHEREAS,the Dam may also become important as the UNITED CITY OF YORKVILLE continues to
explore alternative water sources to deal with the radium issue as mandated by the State and Federal
governments; and
WHEREAS, it is in the best interest of the environs of the Fox River Valley that the aforesaid economic
and recreational growth continue without the threat of the GLEN PALMER DAM being removed; and
WHEREAS, efforts are being made to eliminate the GLEN PALMER DAM in the UNITED CITY OF
YORKVILLE, ILLINOIS, despite the strong local community support for retaining the Dam with safety
enhanced improvements recommended; and
WHEREAS,while we enjoy the tourism, economics and recreation the Dam provides our community
and surrounding area of Kendall County, we are also painfully aware of the dangers the Dam poses in its current
condition and time is of the essence; and
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
UNITED CITY OF YORKVILLE upon motion duly made and seconded and approved by a majority of those
aldermen voting,that the DEPARTMENT OF NATURAL RESOURCES of the STATE OF ILLINOIS is
strongly urged to preserve the existing GLEN PALMER DAM in the UNITED CITY OF YORKVILLE,
ILLINOIS while making such safety enhancements that will protect persons from harm and create an
ologically safe passageway for fish and water craft to move both upstream and downstream of the Dam
without harm to the environment.The City Council further strongly requests that until the Dam is enhanced we

strongly request the immediate creation of a safe zone, which prohibits persons from entering the hazardous area
below the dam created by the scour hole that causes a roller effect known as the "drowning machine"
(Leutheusser, 1998). The City asks that prior to the creation of said "safe zone" that the DEPARTMENT OF
NATURAL RESOURCES contact and discuss the location and parameters of the "safe zone" with the UNITED
CITY OF YORKVILLE. The City Council further seeks to have the DEPARTMENT OF NATURAL
RESOURCES post the "safe zone" and grant authority to the UNITED CITY OF YORKVILLE POLICE
DEPARTMENT to enforce the restrictions of said "safe zone".
PASSED by the City Council of the UNITED CITY OF YORKVILLE, Kendall County, Illinois this
