RESOLUTION CREATING POSITION OF FULL TIME WATER BILLING CLERK
WHEREAS, the United City of Yorkville currently has two part-time persons working
various hours in its Water Billing Department; and
WHEREAS, due to increased work loads, the City Council, Mayor and City Staff have
recommended making one full time position to perform water billing duties; and
WHEREAS, the Mayor and City Council deem it to be in the best interest of the City to
create the full time position of Water Billing Clerk and assign the position duties and responsibilities
contained in the attached Job Description;
NOW THEREFORE BE IT RESOLVED BY THE UNITED CITY OF YORKVILLE,upon
motion duly made, seconded, and approved by a majority of those Alderman voting, it is hereby
resolved that the City creates the position of Water Billing Clerk and adopts the attached Job
Description for said position.

Utility Billing Clerk
JOB DESCRIPTION
Department: Administration
Reports To: City Administrator
Status: Full-time
Positions Description Overview
This individual will be responsible for handling billing of all municipal utility accounts, as well
as doing adjustments,running reports, and problem solving questioned accounts. This position
involves heavy customer contact and the ability to respond to questions and complaints. A need
for mathematical ability is necessary.
Essential Job Functions
1. Maintain and update account information, data sheets and delinquent accounts. Print
pre-bill register checking for discrepancies then copy YBSD and Deputy Clerk. Prepare,
review, adjust, sort and mail bi-monthly bills for municipal utility accounts, also issue
final bills. Enter bank payments and meter installations into system and copy to
accounting as required.
2. Prepare reports monthly for meter installation, and new water and sewer installations
accounts. Update annually. Prepare aging reports for credit balances and past due
accounts, indicate collection and shut-off processes as required.
3. Prepare penalty report and complete the penalty process while weeding through for any
exceptions due to extenuating circumstances. Prepare the shut off list. Check payments
daily to update the shut off list. Adjust shut off fees to accounts.
4. Prepare garbage report for garbage company,print Meter Reader's no read report and
compare with water report. Check status on Meter Reader's referrals, final and other
meter readings for assignment to Public Works. Follow-up weekly.
5. Check past due account list weekly, follow up on delinquent and collection accounts
weekly sending letters prior to referral with follow up in ten days.
6. Answer phones, take messages as needed, provide customer service at counter, and take
all water complaint calls.

Requirements -Knowledge,Skills and Abilities

1. Ability to utilize the City's Utility Billing software.
2. Ability to operate a variety of office equipment including a typewriter, word processor,
facsimile machine and calculator.
3. Mathematical ability.
Minimum and Preferred Experience and Education
1. Minimum of two (2) years office experience.
2. Any approved equivalent combination of experience and education that provides the
required knowledge, skills and abilities.
3. Must be willing to attend training classes to increase knowledge of job related
knowledge.
4. Must successfully complete a background investigation with findings of good character
and no felony convictions.
