Resolution 2000-30 . 4 STATE OF ILLINOIS ) ss COUNTY OF KENDALL ) RESOLUTION - NO. 2000- ;30 RESOLUTION CREATING THE POSITION ACCOUNTING CLERK H/HUMAN RESOURCE CLERK IN THE UNITED CITY OF YORKVILLE WHEREAS, THE UNITED CITY OF YORKVILLE, through its City Council, Mayor, and City staff, after careful consideration have found and deemed it necessary for the benefit of the City of Yorkville to create the full time position of Accounting Clerk II/Human Resource Clerk; and WHEREAS, the job position for Accounting Clerk II/Human Resource Clerk will have the duties and responsibilities as set forth in the attached job description; and WHEREAS, the position of Accounting Clerk II/Human Resource Clerk will greatly assist the with the operational efficiency of the City of Yorkville; NOW THEREFORE BE IT RESOLVED BY THE UNITED CITY OF YORKVILLE THAT THE POSITION OF ACCOUNTING CLERK II/HUMAN RESOURCE CLERK IS HEREBY CREATED. That said position will be directed by the City Administrator and shall work directly under the City Administrator. Bridge St. Yorkville, IL 60560 (630)553-9500 Page 2 of 2 ACCOUNTING CLERK H/HUMAN RESOURCE CLERK JOB DESCRIPTION Department: Administration Reports To: City Administrator Status: Full Time Position Description Overview This individual is responsible for performing accounting clerk functions, personnel duties and facets of human resources. Regularly assist and act in a confidential capacity for the City Administrator and Department Heads with regard to labor relations and personnel matters. Has authorized access to information relating to the effectuation or review of the City's collective bargaining policies. Essential job Functions 1. Enter accounts payable invoices into the system. Prepare bill list for City Council meetings bi-monthly. 2. Run vendor, employee payroll and elected officials payroll checks. 3. Prepare quarterly tax report and budget reports. 4. Prepare monthly and annual treasurer's report. 5. Update and maintain the cash receipt journal entries. 6. Work with auditors for year end report. 7. Complete and file all paperwork necessary for new hires in all departments of the City. Including informing each of our policies, Employee Manual and all benefits offered. 8. Keep records of various types of City and employee insurance policies and coverage. 9. Assist employees with insurance concerns. 10. Maintain accounting and personnel records, including ongoing dental and vision assistance. 11. Work with insurance vendors seeking the best plan(s) for the City. 12. Do accounting and personnel related filing. 1 13. Answer phones, take messages as needed and assist with front counter duties as back up 14. Other duties as directed by the City Administrator. Basic Requirements - Job Knowledge 1. Ability to perform necessary accounting functions to perform duties. 2. Ability to utilize the City's accounting/personnel software. 3. Ability to operate a variety of office equipment including a typewriter, word processor, facsimile machine and calculator(by touch). 4. Ability to maintain strict confidentiality. Minimum and Preferred Experience and Education 1. Minimum of two (2) years accounting clerk experience. 2. High School Degree supplemented by courses in accounting and business subjects, preferably with at least 40 credit hours of college level courses in accounting or personnel and/or related subjects. 3. Any equivalent combination of experience and education that provides the required knowledge, skills and abilities. 4. Kim King is our current Accounting Clerk II and does a good job as witnessed by the report to the City Council from our Auditors. She currently earns $28,995 annually and, until recently, also earned a $2,900 stipend as Deputy Treasurer for a total annual income of$31,895. I am recommending that we bring her salary to the $31,895 as she will continue to prepare all of the Treasurer Reports for his approval as well as adding the Human Resource title to her job description. nenyd ;cclk
