RESOLUTION NO. 99-
RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK OF THE
UNITED CITY OF YORKVILLE TO SIGN THE AMENDED
INTERGOVERNMENTAL AGREEMENT FOR THE SOUTHWEST FOX VALLEY
CABLE AND TELECOMMUNICATIONS CONSORTIUM
WHEREAS, the City deems it to be in the best interest of the community to provide cable
service to its citizens and to obtain the best cable franchise agreement that it can negotiate in terms
of rates and benefits to the City; and
WHEREAS,the City Council and the Mayor have determined it to be in the best interest of
the City to jointly approach the negotiation of the cable franchise agreement on a consortium basis
with other similar communities; and
WHEREAS, a group known as the Southwest Fox Valley Cable and Telecommunication
Consortium (hereinafter referred to as the "Consortium") was created under Illinois Statutory
Authority permitting the entry into of Intergovernmental agreement for any lawful purpose between
Illinois local government bodies; and
WHEREAS, the United City of Yorkville has been a member of the Consortium and has
derived much gain from said membership; and
WHEREAS,the Consortium is proposing to amend the current intergovernmental agreement
and that said amendments are in the best interest of the United City of Yorkville;

WHEREAS, the Consortium is proposing to amend its bylaws to remedy technical errors,
adopt a resolution to provide for a paid Consortium Coordinator, enter into a contract with said
Consortium Coordinator and pass a resolution to admit Waubonsee Community College as a
member to the consortium;
NOW THEREFORE the Mayor and the City Council of the United City of Yorkville upon
motion duly made, seconded, and approved by a majority of those voting does agree as follows:
1. That the United City ofYorkville hereby agrees to enter into the Amended Southwest
Fox Valley Cable and Telecommunication Consortium as a member local
government body.
2. That the Mayor and City Clerk are authorized to execute this Resolution and the
Amended Intergovernmental Agreement providing that the United City of Yorkville
shall participate in the Consortium as a member local government body.
3. That Alderman Richard Sticka is appointed as the representative to the Cable
Consortium and Alderman Burton Callmer is appointed as his alternate.
4. That the delegated representatives of the City shall have authority to cooperate with
the Consortium and shall keep the City Council fully informed as to the activities of
the Consortium.
5. That the City Council supports the proposed amendments to the bylaws, the hiring
of the Consortium Coordinator, and the passage of the resolution admitting
Waubonsee Community College as a member to the Consortium.
