Resolution 1997-11 STATE OF ILLINOIS ) 7/22/97 ss COUNTY OF KENDALL ) RESOLUTION - NO. 1997- i 1 RESOLUTION CREATING THE PROBLEM SOLVING PARTNERSHIP EXECUTIVE BOARD FOR THE UNITED CITY OF YORKVHLLE WHEREAS, the Yorkville Police Department, Kendall County Health and Human Services, and In Touch A Program of the Education Service Network, are working together to address assaults and family violence in the community; and WHEREAS, these organizations have formed a partnership to promote and protect the Public's health, mental health, child and family welfare; and WHEREAS, the City of Yorkville Police Department has received a grant for the creation and implementation of the problem-solving partnership: NOW THEREFORE BE IT RESOLVED by the UNITED CITY OF YORKVILLE that a Problem Solving Partnership Executive Board is hereby created under the following conditions and purposes: 1. The Executive Board shall assess and identify problems within the Community which effect family violence with the goal of improving the quality of life for all of our citizens and the general welfare of this Community. 2. The Board shall from time to time report on its activities and make recommendations to the Mayor and the City Council. 3. The Board will mainly be involved with the functioning and operations of the Problem Solving Partnership and shall be in charge of hiring and supervising personnel, approval of disbursement of Grant funds, and an Appeal Board to assist in resolving disputes when requested by the Director and Partnership Advisory Board. 4. The Executive Board shall be composed of five (5) members, one of whom shall be appointed as Chairman. The members of the Executive Board will be composed of the following; Mayor, Chief of Police, Executive from Kendall County Health and Human Services, Executive from Education Service of Kendall County, and a citizen at large from the City of Yorkville and Mayor. 5. The appointment of the Board shall be made by the Mayor with the advice and consent of the City Council. In addition to the five (5) members, the Kendall County State's Attorney and/or his designee may serve as an ex-officio member. 6. The term of office to this Board shall be for a period of one (1) year or until the expiration of the Community Policing Problem Solving Partnership Grant whichever is first to occur. The Board shall meet on a monthly basis unless approved by the Board and the Mayor with proper notification of a cancellation of meeting date. 7. The Problem Solving Partnership Executive Board shall be authorized to expend only funds approved by the Department of Justice Community Policing Office and/or funds approved by the UNITED CITY OF YORKVILLE City Council specifically for the Problem Solving Partnership Program. The Board shall provide to the City Council such expenditures and appropriations in an budget report. 8. The Problem Solving Partnership Executor Board Member shall receive no compensation for their services as such Board Members. PASSED AND APPROVED THIS °� �AY OF 1997.
