RESOLUTION APPROVING THE RESIDENTIAL ANTI-DISPLACEMENT AND
RELOCATION ASSISTANCE PLAN UNDER SECTION 104(d) OF THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED
THE CITY OF YORKVILLE will replace all occupied and vacant occupiable
low-to-moderate income dwelling units demolished or converted to a use other than as
low-to-moderate housing as a direct result of activities assisted with funds provided under the
Housing and Community Development Act of 1974, as amended.
All replacement housing will be provided within three years of the commencement of the
demolition or rehabilitation relating to conversion. Before obligating or expending funds that will
directly result in such demolition or conversion, THE CITY OF YORKVILLE will make public
and submit to DCCA the following information in writing:
1. The proposed assisted activity is a development of an approximate 30 acre site by
AutoNation US to recondition used vehicles for resale through their outlets located in four
states. They plan to hire 250 employees initially and to quickly expand to two shifts for a
total number of employees near 500. The utility that is being requested is for a water tower.
2. Enclosed is a general location map showing the project location. There are no
dwelling units on the site, and there are no dwelling units that will be demolished or converted as
a direct result of the assisted activity.
3. There will be no demolition or conversion of residential dwelling units on the
subject 30 acre site.
4. There are no dwelling units that will be provided as replacement dwelling units as
none are being demolished or converted.
5. The effective application of this Resolution shall be limited to the 30 acre Auto
Nation US site, as well as all easements being dedicated appertainment to said site for purposes of
constructing a water tower which will necessitate no demolition, conversion, or replacement
dwelling units to be made under the terms of this resolution.
6 THE CITY OF YORKVILLE will provide relocation assistance, as described in
the Housing and Community Development Act of 1974, as amended, to each low-to-moderate
income household displaced by the demolition of housing or by the conversion of
low-to-moderate income dwelling on the subject 30 acre site to another use as a direct result of
assisted activities.
Consistent with the goals and objectives of activities assisted under the Act, THE CITY
OF YORKVILLE will take the following steps to minimize the displacement of persons from their
homes:
1. Will minimize or eliminate any activities such as acquisition or demolition which
could be expected to result in the displacement of low-to-moderate income persons.
2. Will advocate and seek funds for housing rehabilitation, as opposed to demolition,
especially for occupied housing.
