Resolution 1996-11 STATE OF ILLINOIS ) ss COUNTY OF KENDALL ) RESOLUTION - NO. 1996- i RESOLUTION CREATING THE POSITION OF CITY ENGINEER IN THE UNITED CITY OF THE VILLAGE OF YORKVILLE WHEREAS, after careful consideration and planning by the City Council, Mayor, and City staff, the City of Yorkville, in order to better serve the community and for more efficient utilization of City funds and resources finds and deems it necessary to create the position of City Engineer; and WHEREAS, the City Engineer will greatly benefit the public at large and the United City of the Village of Yorkville and its community by providing engineering services for roadwork, drainage, water, sewer, City projects, developers projects, and other technical and engineering needs; and WHEREAS, The United City of the Village of Yorkville has been utilizing a private engineering firm to assist up until this time and finds it necessary for the better planning and development of projects to have a full-time staff City Engineer; NOW THEREFORE BE IT RESOLVED BY THE UNITED CITY OF THE VILLAGE OF YORKVILLE THAT THE POSITION OF CITY ENGINEER IS HEREBY CREATED. That the job description for City Engineer is attached her to and are made a part hereof as Exhibit "A". The City Engineer will have a salary of $5,000.00 which is based upon experience, ability and technical skills, and is hired pursuant to the terms of the Letter Agreement of April 6, 1996 attached hereto and incorporated herein by r ference as Exhibit "B", and pursuant to all of the terms and conditions of he City Employee anual. Respond to Citizen complaints / concerns relating to drainage, Water, sewer, platting and streets Review developer's plans and specifications Attend City committee and council meetings Develop plans and specifications for City projects including layout and staling Manage the Technical personnel Create and Maintain 5 year capital plans and budgets Prepare reports and technical studies as directed by the City Administrator Maintain a current and valid Registration as a Professional Engineer in Illinois Any and all other duties as directed by the City Administrator. REQUIREMENTS: The City of Yorkville is seeking a qualified individual for the position of full time City Engineer. This person must have his/her registration as a Professional Engineer in the State of Illinois or the ability to achieve the same within six months of hire. The City is looking for an ambitious person with a minimum of two years of experience as an assistant City Engineer or as a City Engineer with a familiarity with 5 year capital planning and budgeting experience. Also, the City is looking for someone with good people skills, experience with NET projects, roads, water main, sewer main and storm water control. Starting salary would be$51,000.00 per year. Vacation would immediately commence with 3 weeks of paid vacation per year, until the regular schedule in the City of Yorkville Personnel Manual takes over at which time you would receive the higher total. 2. Starting date would be on or about May 1, 1996 pending notification of your current employer. Normal working hours would be from 8 a.m. through 4:30 p.m. Night meeting attendance will be required at City Council, and relevant committee meetings. 3. There is not a particular salary range established for the position, but you will be considered for merit increases and cost of living adjustments annually as determined by the City Council. 4. .The City of Yorkville will cart' sufficient medical insurance to provide continuous coverage for yourself, your family, and your unborn child. This would include coverage for any _pre-existing health conditions that the baby and/or your wife may have or develop. The City of Yorkville will continue your Sugar Grove health coverage until Yorkville's normal insurance carrier takes over complete coverage. The City is currently taking bids to obtain new coverage and will keep you abreast of the their efforts,in that regard. They do not know of any conditions existing that would prohibit you from being a member of that group plan or your family. 5. The City will provide office space, supplies, office computer and software, and a vehicle for use while at work as the City budget provides. Based upon this agreement, the City will immediately hire you and await word from yourself as to the time frame you need to give your current employer notice of resignation.
