RESOLUTION CREATING THE POSITION OF POLICE CAPTAIN
IN THE UNITED CITY OF THE VILLAGE OF YORKVILLE
WHEREAS, THE UNITED CITY OF THE VILLAGE OF YORKVILLE, through its City
Council, Mayor, and City staff, after careful consideration have found and deemed it necessary
for the benefit of the City of Yorkville to create the position of Police Captain; and
WHEREAS, the job position Police Captain will have the duties and responsibilities as
set further in the attached job description; and
WHEREAS, the position of Police Captain will greatly help the City of Yorkville and its
Police Department with respect to Law Enforcement and the Administration of the Police
Department;
NOW THEREFORE BE IT RESOLVED BY THE UNITED CITY OF THE VILLAGE
OF YORKVILLE THAT THE POSITION OF POLICE CAPTAIN IS HEREBY CREATED.
That said position will be directed by the City Police Chief and shall work directly under
the City Police Chief. The job description for Police Captain is attached hereto and are made
a part hereof as Exhibit "A".
The hiring of a person to fill the position of Police Captain should be subject to all
probationary rules and regulations as set out in the current employee manual.

JOB DESCRIPTION
JOB TITLE: Police Captain
DEPARTMENT: Police Administration/Operations FLSA STATUS: Exempt
GROUP: Police DATE: 6/96
I. GENERAL SUMMARY
Reports to Police Chief and is responsible for planning,organizing,directing and controlling the
management of all administrative support functions,and all field operations. Regularly reviews and
revises Administration Division standards and Field Operation Division standards,as necessary,ensuring
compliance with department and City-wide quality assurance requirements. Participates in investigation
and resolution of City resident and employee concerns and complaints. Ensures Administration Division
and personnel documentation is maintained in accordance with department,City and regulatory agency
requirements.
1I. PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Plans and administers directly,and through subordinate supervisory personnel,the effective management
and delivery of quality support services for the Police Department. Responsible for the Administration
Division operations of Police Department functions related to:
a. The procurement,distribution, inventory and maintenance of Police Department supplies,equipment
and structure.
b. The professional training and orientation of police officers and civilians employed by the department.
c. The maintenance,control and dissemination of complete and accurate police records,evidence and
related information and statistical reports.
d. The efficient use of manpower,equipment,materials and facilities.
e. The provision of crime prevention education and other community action programs to City residents
and businesses.
f. The coordination,preparation,and monitoring of the fiscal-year and long-term operating and capital
budgets for the department.
g. The provision of towing,parking and traffic enforcement services.
h. The provision of the D.A.R.E. program to public,private and parochial schools.
2. Orients,overseas training and development schedules, assigns work to,evaluates,disciplines and
recommends discharge of immediate subordinates. Approves recommendations of subordinate officers
and Supervisors in evaluating and disciplining officers and civilian personnel and ensures continued
compliance with established personnel policies.
3. Develops, secures approval of and administers long and short term capital and operating budgets for
AdminiL. .ion Division in conjunction with Police Chief. Develops and implem( appropriate
• methods to monitor adherence to budget and resolve variances.
4. Participates in developing department-wide goals and objectives and in designing and implementing
appropriate plans to meet agreed-upon goals in cooperation with the Chief of Police and Sergeants.
Assists subordinate officers and civilians in developing and meeting appropriate goals and objectives for
each unit.
5. Participates in developing department-wide policies and procedures,and ensures subordinate officers and
Supervisors administer approved policies and procedures effectively. Develops and secures approval of
policies and procedures for Administration Division,evaluates subordinates recommendations
concerning unit procedures,and approves implementation as appropriate.
6. Promotes continuous improvements in methods of police administration by revising and developing work
standards, implementing appropriate corrective actions to resolve problems,and ensuring adherence to
quality assurance programs.
7. Maintains and enhances department's public and employee relations efforts through contacts with civic
organizations,businesses,city residents,city employees,and media representatives. Investigates and
resolves complaints or concerns. Attends meetings of professional,civic and service organizations as a
representative of the Police Department.
8. Participates in educational community action programs. May design materials and lectures on specific
aspects, functions and goals of the Police Department to civic,school,business,and other community
groups.
9. Maintains cooperative working relationships with a variety of City and department staff members and
committees,to obtain solutions to problems and better coordinate services provided.
10. Develops and maintains a variety of external contacts such as with local law enforcement agencies,
governmental bureaus,regulatory agencies,and community organizations. Also functions as media
liaison.
11. Keeps current regarding trends and developments in police record keeping and administrative theory,
practice, and management through appropriate educational programs,professional associations,and
literature.
12. When necessary,performs all duties and functions of a sworn police officer.
13. In the absence of the Police Chief,assumes command of the Police Department.
I11. MINIMUM KNOWLEDGE,SHILLS AND ABILITIES REQUIRED:
1. Advanced knowledge of law enforcement education and police administration theory and practice in order
to oversee planning and implementation of police support services and to prepare related reports,
analyses,polices and budgets at a level generally acquired through completion of basic law enforcement
recruit training and a B.A. degree in Criminal Justice or Business Administration or equivalent years of
training and experience.
2. Approximately five to six years progressively more responsible experience,including one to two years of
supervisory and managerial experience,in order to effectively manage activities of police administrative
support services.
3. Must possess a valid Class D vehicle operator's license.
4. Advancca level of interpersonal skills required to provide effective leadership to. )rdinates,present
training of Community Action programs,and serve as departmental spokesman on publicized matters,
and maintain a variety of internal land external contacts and work cooperatively with City
Administration, Library Director,Recreation Department Director,Public Works Superintendent,and
Staff.
5. Analytical skills necessary to evaluate delivery of administrative support services critically;respond to
deficiencies by identifying and implementing appropriate corrective actions;develop and administer
sound policies,procedures,and budgets;and organize and oversee work of others.
6. Ability to concentrate and pay close attention to detail for up to 80%of work time when reading reports,
preparing budgets,presenting training programs,and taking charge of emergency or crime scenes.
IV. WORKING CONDITIONS:
1. Work is preformed in a normal office environment with some exposure to outdoor temperatures or
disagreeable sights or odors.
2. Occasional exposure to hazardous situations which involve armed or physically violent persons,or
interviewing mentally or emotionally disturbed persons.
3. Working time may require irregular hours,shift times,and patrol duties.
