Resolution 1994-08 A RESOLUTION TO JOIN THE
NORTH CENTRAL ILLINOIS COUNCIL OF GOVERNMENTS
WHEREAS, the communities of the five (5) counties of Bureau, LaSalle, Marshall,
Putnam and Stark and surrounding areas form one regional community, with a
citizenry bound together physically, socially, and economically, and is served by
many units of local government; and
WHEREAS, the expansion of the concept of cooperation among local governments,
while retaining local autonomy, is the best solution for dealing with regional
challenges beyond individual capabilities; and
WHEREAS, Illinois State Statutes (Chapter 85, Sec. 1011 et. seq. ) authorize the
creation of a Regional Council of Public Officials and Private Regional
Organizations; and
WHEREAS, it is the intention of the aforementioned counties and their
respective communities to join the North Central Illinois Council of Governments,
hereinafter referred to as the Council, based on cooperation and to seek, through
mutual agreement, solutions to mutual challenges for the benefit of all citizens,
to provide an opportunity for all units of local government in the five (5) county
region to cooperate in the solution of problems, and to develop policies and plans
that are common and regional in nature;
NOW, THEREFORE, BE IT RESOLVED THAT, in consideration of the covenants herein
contained, the City Council of the City of Kc�;ki'IA:- agrees:
1. That upon agreement of any two units of local government in the
aforementioned five (5) county area, including but not limited to counties,
cities, villages, townships, and special purpose districts, there is formed
the North Central Illinois Council of Governments, under the authority of
"An Act to authorize regional councils of public officials and private
regional organizations" adopted by the 76th Illinois General Assembly.
2. That any unit of local government may withdraw as a member of the said
Council of Governments upon sixty (60) days notice after formal action by
its governing body.
3. That voting representation in said Council shall consist of one vote for
each of the following persons:
a. The Chairman, or such other member appointed by the Board, of each
participating County Board becoming a member of said Council.
b. The elected chief executive of each participating municipality or
his/her duly appointed representative.
c. The Chief elected official of each participating township and special
purpose district.
4. That the Council has adopted by-laws designating the officers and providing
for the conduct of its activities.
5. That each member local government recognizes a responsibility to share the
financial support of the Council, subject to provisions of the annual
appropriation ordinance based on an annual request by the Council.
6. That the Council may accept funds, grants, gifts, and services from any
unit of government or its instrumentalities and from private or civic
sources.
7. That the Council shall make an annual report to the member local
governments.
8. That the Council has the power and obligation to: (a) study such area
governmental problems common to two or more members of the Council as it
deems appropriate, including but not limited to matters affecting health,
safety, welfare, housing, employment, education, economic conditions and
regional development; (b) promote cooperative arrangements and coordinate
action among its members; (c) make recommendations for review and action
to the members and other public agencies that perform functions within the
region; and (d) act as the area-wide planning organization. All such
powers are advisory in nature.
9. That the Council shall employ such staff, and consult, retain, and contract
with such experts, as it deems necessary; and

representative of said City to the North Central Illinois Council of Governments
when formed as provided herein.
