AN ORDINANCE ESTABLISHING THE OFFICE OF
EXECUTIVE DIRECTOR OF PARKS&RECREATION
IN THE UNITED CITY OF YORKVILLE,
KENDALL COUNTY,ILLINOIS
WHEREAS,the Corporate Authorities of the UNITED CITY OF YORKVILLE have, in
the City Code, established the office of Executive Director of Parks&Recreation; and
WHEREAS,the Corporate Authorities of the UNITED CITY OF YORKVILLE
recognize that the Executive Director of Parks&Recreation has significant responsibilities and
duties in relationship to the activities of the Director's Office,Recreation Department and Parks
Department; and
WHEREAS,the Corporate Authorities of the UNITED CITY OF YORKVILLE
recognize it is vital that the Executive Director of Parks&Recreation be highly trained and
qualified in the area of Parks&Recreation,Physical Education,Leisure Services or related
fields; and
WHEREAS,the Corporate Authorities of the UNITED CITY OF YORKVILLE want to
ensure that its City Code enumerates in greater detail the necessary duties and qualifications of
the Executive Director of Parks&Recreation.
NOW,THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL
OF THE UNITED CITY OF YORKVILLE,KENDALL COUNTY,ILLINOIS AS FOLLOWS:
That there shall be added to Title 2 of the City Code in Chapter 5 entitled"Park Board"
which shall provide as follows:

Section 2-5: Office Created: The office of Executive Director of Parks &Recreation is hereby
created wherever in this Code or other ordinances of the City the term"Executive Director of
Parks&Recreation" shall appear, it shall mean and it shall be synonymous with the term
"Director of Parks &Recreation".
Section 1-7-5: Appointment,Term,Removal:
A. The Executive Director of Parks&Recreation shall be appointed by the Mayor with
recommendation by the Park Board,by and with the advice and consent of the City
Council.
B. The Executive Director of Parks &Recreation shall be appointed on an annual basis.
C. The Mayor, with the approval of the City Council,may remove the Executive Director of
Parks&Recreation at any time pursuant to the requirements for removal of appointed
officers established by the Illinois Municipal Code.
Section 1-7-6: Compensation: The Executive Director of Parks&Recreation shall receive
such compensation as shall be fixed from time to time by ordinance,resolution, or vote of the
City Council.
Section 1-7-7: General Duties: It shall be the duty of the Executive Director of Parks&
Recreation to administer and direct the operations and activities of the Director's Office,
Recreation Department, and Parks Department. The Director shall represent the Park Board at
meetings, workshops, conferences and other relationships assigned.
Repealer: All ordinances,resolutions or orders,or parts thereof, in conflict with the provisions
of this ordinance are to the extent of such conflict hereby repealed,and this ordinance shall be in
full force and effect forthwith upon its adoption.

Job Description
Department: Parks& Recreation
Reports to: Park Board/Mayor
Status: Full Time, Salary, Exempt
Positions Supervised: Superintendent of Parks, Superintendent of Rccrcation
Position Description Overview
Under the direction of the Mayor and the Park Board, the Executive Director of the Yorkville
Parks and Recreation Department, administers and directs the operations and activities of the
administration office, recreation department, and parks department. In addition, the Executive
Director shall maintain communication, cooperation, and shall take administrative direction from
the city administrator. The Director shall represent the Park Board at meetings, workshops,
conferences and in other situations, as assigned.
Essential Job Functions
1. Formulate and recommend to the Park Board policies and procedures pertaining to the
Yorkville Parks and Recreation Departments and employees.
2, Execute policies as directed by the Park Board.
3. Oversee the development and maintenance of the park and recreation system to meet the
needs of the community.
4. Recommend the acquisition and direct the development of park and playground areas and
of appropriate structures and facilities so as to best serve the widest interests of the
community.
5. Oversee the development of a diversified recreational program; including all formats,
groups, ages and interests in the community.
6. Oversee the development of a diversified park plan; including maintenance, development
and preservation of all park land, facilities and properties.
7. Establishes goals and objectives pertaining to the needs of the community.

8. Prepare, support, control, and administer the annual budget and related materials for the
Park and Recreation Department.
9. Prepare and/or direct the preparation of reports on such subjects including, but not limited
to personnel, finances, recreation programs, participation, capital projects and park
planning and maintenance scheduling.
10. Initiate and prepare requests for grants from various state, federal and local programs
related to parks and recreation.
11. Initiate and supervise a public relations program to enhance the understanding, support,
and participation of the citizens of the community,
12. Annually review the intergovernmental Agreement with the Yorkville School District
and other community organizations.
13. Recruit, employ, supervise and evaluate the Superintendents of the park and recreation
departments, reviewing the employee manual, evaluation procedures and policies of the
city.
14. Attend conferences, workshops and seminars pertaining to the growth and needs of the
departments, as approved by the Park Board,
15. Perform other duties and functions as directed by the Park Board and Mayor.
Basic )acquirements—Job Knowledge
1. Will have strong administrative skills, experience in strategic master planning.
2. Will have grant writing experience.
3. Will have excellent communication and writing skills.
4. Will have the ability to administer and supervise computer programming, networking and
overall telecommunications.
5. Will have the ability to calculate utilizing basic math skills.
6. Will have working knowledge of the park and recreation system.
7. Work record, references shows reliability, initiative, tact and productivity.

8. Will have strong personnel skills and the ability to have a good working relationship with
staff, public, Park Board and City Council.
9. Will have the ability to be a"self motivator" and"mediator" in necessary situations.
10.Must maintain a valid driver's license and abide by the Park and Recreation Board
vehicle policy and/or the City of Yorkville's vehicle policy.
11. Must comply with all rules, policies,regulations and procedures related to the city of
Yorkville's Employee Manual.
12.No outside jobs will be accepted that will conflict and compromise the success of the
Park and Recreation Departments.
Minimum and Preferred Experience and Education
1. Bachelor's Degree in Parks&Recreation, Physical Education, Leisure Services or related
field with 5 years field experience in administration, CPRP preferred.
2. Must have outstanding administrative and communication skills, must be highly
organized, motivated, and possess strong leadership skills.
3. Must have experience in computer and programming skills, database, spread sheet format
and word processing.Recreation software experience preferred.
4. Must have successfully completed a background investigation with findings of good
character and no felony convictions.

JOINT POLICY STATEMENT
The F,xecuti.ve Director is a Department Head for the United City of
Yorkville and as an Employee ultimately is responsible to and rcceiv_ts
direction from the Mayor of Yorkville. As a Department Head for the
United City of Yorkville, the lxecutive Director of Park and Recreation
shall be responsible f.br administering and directing the operations and
activities of the Recreation Department and the Park Department. in
addition, the Executive :Director shall maintain communication, cooperation
and receive administrative direction from the United City of Yorkville
Admiristrator. '111,e Director sh,ll provide the auldance Ind direction for the
development of the Park and Recreation Department as established by the
Park and Recreation .Board. A representative appointed by the Fark do
Recreation Board and the Mayor of Yorkville will evaluate the Director
on an annual basis.
