Kendall County
(Bridge & Walnut Street Intersection in Yorkville)
Dear Mayor Johnson:
The Illinois Department of Transportation, District 3 office, is preparing plans
for the improvement of the Illinois Route 47 (Bridge Street) and Walnut Street
intersection in Yorkville. Attached for the city's review is an intersection design
study plan sheet illustrating the proposed geometric modifications to the
intersection. Bristol Avenue will be permanently closed to traffic at its
intersection with Walnut Street and Illinois Route 47. Existing Bristol Avenue
pavement will be removed at its intersection with Walnut Street. A 14 meter
(46') diameter cul-de-sac will be constructed and excess areas affected will be
landscaped. The state will assume 100 percent cost of the project.
Closure of Bristol Avenue will result in a three legged intersection.
Improvements to Illinois Route 47 will begin at Landmark Drive and extend
southerly approximately 338 meters (1,100') to a point 118 meters (387') south
of Walnut Street. The existing 7.3 meter (24') pavement width of Route 47 will
be widened to a variable 7.3 meter to 11.6 meter (24' to 38') width so to
accommodate the adding of a 3.6 meter (12') wide left turn lane on the north
leg of the Route 47 and Walnut Street intersection. Two 3.6 meter (12')
through lanes will be retained. A combination 1.8 meter (6') wide shoulder will
be added, being 1.2 meter (4') bituminous and 0.6 meter (2') aggregate.
Approximately 38 millimeters (1 1/2") of existing Route 47 pavement surface
will be removed prior to applying 57 millimeters (2 1/4") of new asphalt, except
at some areas where the thickness will vary for crown correction purposes.
Improvements to Walnut Street will extend 39.5 meters (130') east of the
centerline of Illinois Route 47. Walnut Street will be widened to provide a
greater turning radii and make adjustments to accommodate the geometrics of
a three legged intersection. The same milling and resurfacing operations on

Route 47 will extended on Walnut Street to 39.5 meters (130') east of the
centerline of the state highway. Bituminous shoulders, being 1.2 meters (4')
wide will also be constructed to this same east terminus on Walnut Street.
The city of Yorkville retains its jurisdiction of Bristol Avenue and Walnut Street
at all times. Before the state can proceed with this project, adoption of road
closure and parking regulating ordinances are required of the Yorkville City
Council. Attached for your review and execution by the City Council is a road
closure ordinance authorizing the permanent closure of Bristol Avenue to
traffic at its present intersection with Walnut Street. A parking ordinance
applicable to portions of Route 47 and Walnut Street is also required to insure
proper and safe vehicular movements through the reconstructed intersection.
You will note two copies of this letter of understanding with related ordinances
are enclosed for your review and execution by the Yorkville City Council.
Please affix your original signature in the space provided below on both
copies. Retain one copy for your files and return the second copy with the
approved ordinances to the [DOT, District 3 office in Ottawa. Upon our receipt
of the signed copy, it will be assumed that the city of Yorkville concurs with the
terms stated herein.
If you have any comments or questions concerning this project, please feel
free to contact Mr. Lou Paukovitz of this office. Mr. Paukovitz can be reached
at 815-434-8473.
Sincerely,
James J. Jereb
District Engineer
