AN ORDINANCE OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE CREATING A SPECIAL PERMIT FOR HANDICAPPED PARKING AND GOVERNING ISSUANCE THEREOF WHEREAS, the UNITED CITY OF THE VILLAGE OF YORKVILLE recognizes the desire and need of parking for its physically handicapped citizens, and their need and desire to function as independent, self-sufficient and productive members of the com- munity; and WHEREAS, Illinois Revised Statutes, Chapter 95 1/2 , Sec. 11-1301. 2, authorizes and permits all municipalities to issue special decals for handicapped persons, creating special privileges therein. NOW, THEREFORE, BE IT ORDAINED by the City Council of the UNITED CITY OF THE VILLAGE OF YORKVILLE, as follows: Section 1: SPECIAL PERMITS FOR HANDICAPPED PARKING There is hereby created a Special Permit to identify handicapped individuals and to designate identified vehicles used to transport said handicapped individuals. The Permit shall be known as the HANDICAPPED IDENTIFICATION PERMIT. The Handicapped Identification Permit shall be issued to those individuals who meet the definition of Chapter 95 1/2 , Section 1-159. 1 of the Ill. Rev. Stats. , 1979. To obtain this Permit, the applicant or representative must submit an application and all necessary certifi- cation to the City Clerk. The City Clerk, upon approval of the permit application and certification by the Mayor or the Administra- tive Assistant to the Mayor, shall issue said permit. This permit shall be issued to anyone so qualified residing within the UNITED /9T/-3 w CITY OF THE VILLAGE OF YORKVILLE. Section 2 : PRIVILEGES OF THE PERMIT The privileges granted in said Handicapped Identifica- tion are as follows: The bearer of said Permit may display said Permit through the front windshield in the near center of any vehicle licenses of an automobile or truck with Class "A" or "B" license. The Permit authorizes the vehicle so identified to park in an authorized on- street parking space for as long as a no-parking prohibition does not exist. Said Permit does not waive the requirement that money be placed in parking meters, wheresoever the same may be located, or from keeping the meters from allowing time to expire during the parking duration. The Permit does not permit parking in "no- stopping" and "no-standing" zones in front of or near fire hydrants, driveways, public building entrances and exists , bus stops and loading areas , or in any area where the motor vehicle constitutes a traffic hazard, and any such motor vehicle may be removed at the instruction and request of the law enforcement officer to a location designated by such officer. The Permit does authorize the vehicle displaying said permit to park in any parking space specifically reserved for handicapped parking. Section 3 : RENEWAL OF PERMIT The Handicapped Identification Permit shall be effective for a period of one year from the date of issuance. Renecu_lof the Permit shall require reapplication without certification. Renewal shall be valid for a like period of one year.
