Meeting called to order at 5:02 p.m.

There is a quorum present.
No citizens present, therefore, no comments.
Minutes: Commissioner Anderson moved to approve the minutes for February 10, 2014 as
presented. Commissioner Pierce seconded. Motion carried.
Executive Session: Commissioner Johnson moved to go into executive session for the
appointment, employment, compensation, discipline, performance, or dismissal of specific
employees of the public body or legal counsel for the public body, including hearing testimony on a
complaint lodged against an employee of the public body or against legal counsel for the public body to
determine its validity. Commissioner Pierce seconded.

Commissioner Anderson made motion give a conditional offer of employment to candidate Christopher
Kuehlem. Pierce seconded motion.

New Business:
Board reached a consensus to not renew a contract with Dr. Meisner.
Commissioner Anderson recused himself at 5:45 p.m.
Discussion on using Stanard for hiring and testing process.
Discussion on the difference between Stanard charging $40 per application and $45/per
application.
Commissioner Pierce made motion to contract with Stanard and Associates for the purposes of
application and the written testing process not to exceed $45 per applicant. Chairman Johnson
seconded the motion.

Commissioner Anderson rejoined the meeting at 6:13 p.m.
Chairman Johnson stepped out of the chair and made a motion to waive the education
requirements, as set forth within the Yorkville Board of Fire and Police Commissioners Rules and
Regulations (specifically Chapter II, Section 3, Subsection i) thereof, for police officer applicants
who meet the qualifications shown here in:
o The requirement that applicants have an associate’s degree in law enforcement or
criminal justice is waived for applicants who have served a minimum of 24 months active
military duty in the armed forces of the United States or have served a minimum of 180
days of active combat duty in the service of the armed forces of the United States, as
recognized by the Department of Defense, and who have not been dishonorably
discharged or discharged under less than honorable conditions.
o The requirement that applicant that applicants have a bachelor’s degree in any field is
waived for applicants who have served a minimum of 36 active military duty in the
armed forces of the United States or have served a minimum of 180 days of active
combat duty in the service of the armed forces of the United States, as recognized by the
Department of Defense, and who have not been dishonorably discharged or discharged
under less than honorable conditions.
