New Business
1. EDC 2014-26 Building Permit Report for June 2014
Pete Ratos reported 54 residential permits and 5 commercial permits for June. He said White Oaks
Estates has their first permit in 5 years.

2. EDC 2014-27 Building Inspection Report for June 2014
The City still has their agreement with the County and it has been working well. Bob Creaduer has
been doing building inspections independently since he has received his certifications.
3. EDC 2014-28 Comprehensive Plan RFP – Contract Award Recommendation
Ms. Barksdale-Noble referred to a detailed analysis of how the staff arrived at their recommendation of
The Lakota Group for the Comprehensive Plan. Members of that group were present at this meeting to
present an overview of their services, qualifications and methodology for the Comp Plan.
Nick Kalogeresis of The Lakota Group introduced two of his teammates, Linda Goodman, Principal of
Goodman Williams Group and Jim Considine, Chief Planner of T.Y. Lin International. The Lakota
Group, a planning and urban design group, would be the project managers with T. Y. Lin heading up
the transportation and Goodman Williams spearheading the marketing and economic development.
Each discussed their areas of expertise and their staff members who would assist with the project.
A slide show was presented by Mr. Kalogeresis detailing many recent projects. He said Lakota would
engage key groups and city department heads for ideas, form a steering committee to help guide the
actions, hold workshops for community input, utilize social media, hold meetings at restaurants and
have a possible Yorkville field office where people could view data. A project website would be
established for posting comments and public comment would be solicited at festivals, etc.
Mr. Kalogeresis said there will be 3 phases each expected to last 6-8 months:
1. State of the City: host a community workshop, collect data, do fieldwork, look at development
sites, look at transportation, neighborhoods, infrastructure, communities, placements and
summarize in a report.
2. Visioning Process: gather feedback on the above ideas, hold a workshop to determine direction
and then draft a plan.
3. Final Comprehensive Plan: draft a final plan after all feedback is gathered, discuss with the
City, steering committee and community, hold workshop to show implementation process and
produce Executive Summary.
It was noted that The Lakota Group worked on the downtown plan for Huntley. Alderman Frieders
commented on the great job done there.
Following the Lakota Group slide show, Ms. Barksdale-Noble gave an overview of the selection
process and scoring system used by her and staff members Chris Heinen, Bart Olson and Brad
Sanderson, City Engineer. References were found to be exemplary for The Lakota Group. Alderman
Colosimo praised the staff for their comprehensive process and said he approved of their choice.
Other committee members concurred. Alderman Frieders questioned the ”lack of backup data” noted
by a former client. The Lakota Group assured the committee that data would be provided.
Chairman Koch inquired about the budget for this project. Staff budgeted $60,000 this year, $30,000
next year and $30,000 for the third year if needed, all paid in installments. Prior to a Council vote,
Alderman Funkhouser would like language added that says “costs do not exceed”.
Some of the existing Comp Plan would be incorporated into the update with staff providing some of the
data. Lakota would also use the south side retail study information.

This matter will move to City Council for a vote on the regular agenda.
4. EDC 2014-29 Zoning Ordinance Update
Ms. Barksdale-Noble said the zoning code was drafted in 1973 and has now been totally revised.
Alternative energy language has also been added to the code. An open house was held two weeks ago
for further input and 73 residents commented on-line. The revision will move to the Plan Commission
for input and then back to the Economic Development Committee before a Public Hearing at the
Zoning Commission. Following these steps it will move to the City Council for a vote.
Alderman Frieders asked for clarification on Chapter 15 regarding duplexes. As of the late 1990's
duplexes are now classed as being in the R2D district as legal non-conforming. The current ordinance
stipulates that if 50% of the value of the home was damaged, the entire structure would be demolished,
(thereby displacing two families). Staff is now suggesting that the language be changed to read if 75%
of the value is damaged, it must be demolished. The language also states that the structure must be
rebuilt as a single family home. Alderman Colosimo asks which family would get the lot in such a case
and that the situation could result in litigation. He asked if these lots could be grandfathered. From a
zoning perspective, Ms. Barksdale Noble said this would never be in conformance, but language could
be included to have the structure grandfathered. Some units are on one lot and sometimes have two
parcel numbers. There are 20-40 of these types of units in existence.
Ms. Teeling asked about insurance if the units had to be rebuilt, since lenders sometimes will not give
mortgages for refinances. She wants the owner to be able to rebuild as is. Pete Ratos said in the case
of a rebuild, the entire structure would need to be brought up to date with the energy code, at great
expense. New language would have to say they are two separate dwellings to avoid updating the entire
structure to the energy code. Two water meters would also be required. Currently, there are some
duplexes which only have one water meter. Alderman Koch said that could be detrimental in a
situation where the water is shut off due to non-payment by one tenant resulting in the lack of water for
the other unit.
Other items briefly discussed........
Chain link fencing will still be allowed, but must be vinyl-coated.
Alderman Funkhouser noted some discrepancies in the building height measurements. They will be
revised. Building heights on estate lots were reviewed and it was suggested that 40 feet / three stories
would be allowed.
Special Uses was also brought up by Mr. Funkhouser. He would like to see E1 and R1 Special Uses for
Bed and Breakfasts.
Boats sails and railroad repair shops were also reviewed.
Advertising for Adult Uses was also discussed and Alderman Colosimo said he would like some words
banned from this advertising. Wording from other municipalites will be researched.
For Bulk Requirements, three units per acre were favored.
Shadow flicker for windmills, solar panel glare and other related solar issues were not addressed in the
updated zoning code per Alderman Colosimo.
Ms. Barksdale-Noble said she would ask the professional who spoke to the Zoning Commission, to

come to the next EDC or City Council. The committee agreed to this.
5. EDC 2014-30 Property Maintenance Inspection Update
Pete Ratos gave an update on the property maintenance inspection done last year and detailed the
violations that have been corrected and those still being worked on by individual property owners. He
gave a report on the sawmill property downtown and said that nothing has been fixed. This property
owner will be re-cited for various issues and vehicles, however, some progress has been made on
cleaning up some of the debris said Mr. Ratos. Staff has been working with City Attorney Orr and after
two sets of citations and judgments and establishment of an administrative record, the case will be
turned over to the Attorney.
Alderman Frieders asked if the City can assist with a fence to obscure the property. It was noted that a
Judge had issued an order many years ago to install a fence, but it was not built. Alderman Koch said
perhaps a different approach is needed.
Mr. Ratos also reviewed other downtown violations involving Imperial Investments and Grainco.
Issues not corrected will be re-cited this week.
Old Business:
1. EDC 2014-13 Building Code and Property Maintenance Standards – Status Update
Pete and Krysti are reviewing the Building Code and Property Maintenance Standards for possible
revisions. Mr. Ratos added that the accessory building section needs extensive revision. This item will
come back to the next EDC.
2. EDC 2014-25 Puppy Mill Ordinance
The proposed ordinance is similar to one recently adopted in Chicago and prohibits all retail sales of
cats, dogs and rabbits except those animals received from rescue organizations. Alderman Colosimo
stated that Alderman Frieders had sent emails to local veterinary associations who have voiced their
opposition to the ordinance. Guest Janet Star who owns a pet store in Cook County, said that vets
oppose these ordinances since they do not impact puppy mills. She cited many statistics regarding
puppy mills and the Chicago ordinance and said pet stores are highly regulated. After hearing Ms.
Star's information, Alderman Frieders said the intention was positive, however, this is a public
education issue and the committee decided not to pursue this ordinance.
3. PC 2014-11 Ordinance Amending the Yorkville Zoning Ordinance by Adopting New Regulations
for Wind Energy Systems
This item was already discussed as part of the Zoning Ordinance.
4. PC 2014-13 Ordinance Authorizing the First Amendment to the Planned Unit Development Plan
for the Kendall Crossing Planned Unit Development (Monument Entryway Signage)
The Council returned this item to EDC to determine if the sign would be located on the right-of-way or
if there was a dedication for the former owner of Countryside Center. It was found that the location of
the sign would be on the public right-of-way and there are two options for the sign placement:
1. Allow installation on the ROW with a 10-year renewable license agreement (no cost) and allow
the City's ability to do work on the right-of-way.
2. Deny the request and ask the petitioner to re-submit a plan for another location.
Staff recommends the first option. Mr. Olson said the actual location of the sign would be determined
after review of sight distance lines by Public Works and Engineer Sanderson. Alderman Frieders
questioned the Rt. 47 location since Rt. 47 will be widened.

Attorney Kramer gave a history of the property and said prospective retailers request signage on Rts.
47 and 34. He said Mr. Jim Ratos would like a theater marquee, however, the national theatre does not
want one. Attorney Kramer displayed a map of the preliminary plan approved by the Council and also
pointed out that during the TIF discussions a few years ago, signage was approved for the property at
that time. Mr. Kramer asked that the agreement be made a “perpetual license agreement”. If any
electric needs to be moved, it will be the cost of the developer. Mr. Pesola added that potential clients
immediately ask where a sign would be located. He said there are serious candidates for the interior
properties.
Alderman Teeling said she is OK with the proposed plan. Alderman Colosimo said he would like to
see brick on the sign and it was noted that staff will require stone. Jim Ratos also discussed the sign
design and he added that he will be responsible for landscaping and maintenance around the sign. Mr.
Funkhouser also had concern for safety since there will be a bike path nearby and concern for the
general placement of the signs at all intersections.
There was also discussion of the small piece of land just south of the funeral home and it was
determined it is a utility easement and is owned by the funeral home. Alderman Funkhouser asked if a
sign could be installed near the location of the right in/right out. He also does not want to set a
precedent for land leases for signage. Attorney Kramer noted that signs have already been there for
30 years so the precedent was already set and the PUD has already been approved.
Mr. Olson also suggested language to specify how many off-site tenants in the area can be included on
the signs.
This item will move to the August 26th Council meeting.

Project Background/Request:
As the Economic Development Committee (EDC) will recall, the rezoning, special use for
Planned Unit Development and Preliminary Plan for the Heartland Meadows active-adult community
development was approved by the City Council in May 2014. The approximately 7.9-acre subdivision,
located at the southwest corner of Freemont and Jackson Street, consists of 47 lots and is zoned R-2 One-
Family Residence PUD.
As part of the conditions approved by the PUD ordinance, the developer, Marker Inc., was
allowed to segment the construction of the development into three (3) phases over a period of eight (8)
years. Marker, Inc. now is seeking final plat approval of Heartland Meadows Units 1, 2 and 3, as
illustrated on the attached plats. This request for Final Plat approval will be presented to the Plan
Commission at the September 10, 2014 meeting with subsequent final determination by the City Council
at the September 23rd meeting.
Proposed Final Plat:
Unit 1
As proposed, Unit 1 will consist of seven (7) lots, on approximately 2.145 gross acres (inclusive
of right-of-way) or approximately 1.851 net acres. This phase, which includes the construction of the
stormwater detention easement on Lot 47, is located along the west side of Freemont Street just south of
Jackson Street. The site data for this phase is provided below:

Alexandra Lane. In addition to the typical public utility and drainage easements identified on the lots, Lot
20 and 21 illustrates an 8’x15’ sign easement within the corer side yard adjacent to Jackson Street. The

Engineering
The proposed Final Plats for Units 1, 2 and 3 have been reviewed by the City’s engineering
consultant for compliance with the Subdivision Control Ordinance’s Standards for Specification.
Comments dated August 11, 2014 were provided to the Petitioner related to the proposed Final Plats (see
attached). Staff is awaiting response and revised plans from the Petitioner regarding these comments.
Staff Comments:
Based upon the review of the proposed unit phasing for the Heartland Meadows subdivision, staff
believes the submitted final plats are consistent with the approved PUD and overall preliminary plan
prepared by James M. Olson Associates, Ltd., dated May 4, 2014. Therefore, we intend to recommend
approval of the Final Plats, subject to engineering review and approval, to the Plan Commission at their
September 10, 2014 meeting. Should you have any questions regarding this matter, staff and the
Petitioner will be available at Tuesday night’s meeting.

Discussion of current builder incentives and proposed builder incentives

Background & Introduction:
At the May 2014 Economic Development Committee meeting, staff was asked to re-
evaluate the proposed additional incentives for new homes in Yorkville to boost development on
the south side of town similar to the success seen on the north side as a result of the B.U.I.L.D.
program. Listed below are the major changes to the incentive programs. They are also
highlighted throughout the memo below.
• Staff removed the term developer from all incentive programs. These will target builders
only.
• Staff put City wide caps on both incentives. The Spec Home incentive will be capped at
30 permits and the Model Home incentive will be capped at 15 permits. These programs
will be targeted for a January 1, 2015 start date.
• Staff revised the Model Home incentive to state that the builder would only be allowed to
construct model homes on 5% of the total lots acquired within the development.
• Staff created a time frame on when the model homes can be sold without penalty.
• Staff mentioned that these incentives will not be in conjunction with the B.U.I.L.D.
program.
In an effort to stimulate new residential construction in Yorkville, staff has revised new
builder incentives to complement the current B.U.I.L.D. program. Listed below is a summary of
the current B.U.I.L.D. program and proposed new home incentive programs.
Current Programs:
• The Buyers of Undeveloped Infill Lot Discount (B.U.I.L.D.) program will now be
available for an unlimited number of qualifying new single-family residential building
permits submitted by June 30, 2015, and offers the following benefits:
o Payment of building permit and impact fees will be delayed until the issuance of
the certificate of occupancy on the condition that the certificate is issued within
one (1) year from building permit approval,
o The municipal building impact fee will be reduced from $5,509.00 per residential
unit to $1,759.00 per residential unit.
o The City will rebate a portion of the building permit fee, up to $5,000.00 with a
matching contribution up to $5,000.00 from the builder/developer, and present the
homebuyer with a check for up to $10,000.00 upon issuance of the final
certificate of occupancy.

Proposed New Construction Builder Programs:
Staff is proposing two separate programs to boost the marketability of the homebuilder as
well as create an inventory of new homes in the area for immediate sale. Spec homes are
typically built within the development to allow a quick sale of a home to the builder. Model
homes are typically built to showcase the variety of homes offered by the builder. These homes
are constructed and are not available for sale until the development reaches the end of
completion. Staff is proposing the 50% reduction for spec homes, as these are intended to be sold
immediately, and 100% reduction for model homes, as these are intended to last the duration
without selling. Also, these programs cannot be combined with the B.U.I.L.D. program.
• Spec Home Incentive:
o When the builder purchases existing, platted lots within an established
development, the City will reduce the City’s portion of the building permit by
50% to construct a Spec Home within the development at time of building permit
issuance.
o The average City portion of a typical building permit ranges from $2,600 to
$11,500 and consists of the following fees: Building permit fee, Building Plan
Review fee, water connection fee, sewer connection fee, water meter, public walk
and driveway fee, capital fees (library, police, public works, and parks) and
inspection fees (see attached sample building permit). The builder would be
refunded 50% of these permit fees.
o Upon application for the Spec Home Incentive program, the builder will need to
provide a title of the transaction that demonstrates ownership of a minimum of at
least ten (10) residential lots within the development.
o A builder would only be allowed to build spec homes on 10% of the total lots
acquired within the development. (Example, if the builder purchases 122 total
lots, the total number of spec homes allowed at a reduced permit fee would be 12.
Any fraction as a result of the 10% calculation shall not be rounded up to the
nearest whole number.)
o One (1) initial Spec Home Incentive permit will be granted to the builder upon
proof of lot ownership of at least ten (10) residential lots within the development.
After the builder constructs and closes on ten (10) homes within the development,
one (1) additional Spec Home permit will be granted, up to a maximum of 10% of
the total lots purchased. (Example, if a builder purchases 122 total lots, they will
be permitted one (1) Spec Home permit at proof of lot ownership. For every ten
(10) homes built within the same development, the builder will be granted one (1)
additional Spec Home permit. The maximum number of Spec Home permits
allowed in this example would be 12.)
o The City will cap the number of spec home incentives to 30 permits. These will
be based on a first come, first serve basis.
• Model Home Incentive:
o When the builder purchases existing, platted lots within an established

acquired within the development. (Example, if the builder purchases 122 total
lots, the total number of model homes allowed at a reduced permit fee would be 6.
Any fraction as a result of the 5% calculation shall not be rounded up to the
nearest whole number.)
o Should the builder sell the model home within one (1) year of the issuance of a
Certificate of Occupancy as part of the Model Home Incentive program, the
builder will then be required to refund the City the 50% of the City’s portion of
the originally issued building permit. In this instance, the home is no longer
considered a “model” and would now be considered a Spec Home. The builder
would then be “charged” a Spec Home incentive permit. If the builder has
completed 100% of the allowable spec homes at that time, the builder would then
be required to refund the full amount of the City’s portion of the building permit
before the issuance of that home’s certificate of occupancy.
o Once the builder has completed and closed on 95% of the purchased lots (minus
the lots that have the models on them), the builder will be able to sell the
remaining model homes at no penalty from the City.
o The City will cap the number of model home incentives to 15 permits. These will
be based on a first come, first serve basis.
Conclusion:
Staff had polled several builders in conjunction with these new incentives. The builders
agreed that this type of incentive would spark additional sales in one form or another. The
addition of model homes would allow a wider variety of styles the potential homebuyer would
have to look at. The addition of spec homes would allow the builder to create an inventory of
homes that could be marketed as a quick sale to the appropriate homebuyer.
Staff is seeking feedback and direction from the Economic Development Committee on
the proposed new incentives. If the EDC recommends to move these programs forward, this will
next be heard at the September 9th City Council meeting. As mentioned at the beginning of the
memo, staff would be targeting an implementation date of January 1, 2015.
Background & Introduction:
At the March 2013 Economic Development Committee meeting, staff was asked to research
and propose additional incentives for new homes in Yorkville to boost development on the south side of
town similar to the success seen on the north side as a result of the B.U.I.L.D. program. In an effort to
stimulate new residential construction in Yorkville, staff has created new builder incentives to
complement the current B.U.I.L.D. program. Listed below is a summary of the current B.U.I.L.D.
program and proposed new home incentive programs.
Current Programs:
The Buyers of Undeveloped Infill Lot Discount (B.U.I.L.D.) program will now be available for an
unlimited number of qualifying new single-family residential building permits submitted by
March 26, 2015, and offers the following benefits:
o Payment of building permit and impact fees will be delayed until the issuance of the
certificate of occupancy on the condition that the certificate is issued within one (1) year
from building permit approval,
o The municipal building impact fee will be reduced from $5,509.00 per residential unit to
$1,759.00 per residential unit.
o The City will rebate a portion of the building permit fee, up to $5,000.00 with a matching
contribution up to $5,000.00 from the builder/developer, and present the homebuyer with
a check for up to $10,000.00 upon issuance of the final certificate of occupancy.

Proposed New Construction Builder/Developer Programs:
Staff is proposing two separate programs to boost the marketability of the homebuilder as
well as create an inventory of new homes in the area for immediate sale. Spec homes are
typically built within the development to allow a quick sale of a home to the builder. Model
homes are typically built to showcase the variety of homes offered by the builder. These homes
are constructed and are not available for sale until the development reaches the end of
completion. Staff is proposing the 50% reduction for spec homes, as these are intended to be sold
immediately, and 100% reduction for model homes, as these are intended to last the duration
without selling.
Spec Home Incentive:
o When the builder/developer purchases existing, platted lots within an established
development, the City will reduce the City’s portion of the building permit by
50% to construct a Spec Home within the development at time of building permit
issuance.
o The average City portion of a typical building permit ranges from $2,600 to
$11,500 and consists of the following fees: Building permit fee, Building Plan
Review fee, water connection fee, sewer connection fee, water meter, public walk
and driveway fee, capital fees (library, police, public works, and parks) and
inspection fees (see attached sample building permit). The builder/developer
would be refunded 50% of these permit fees.
o Upon application for the Spec Home Incentive program, the builder/developer
will need to provide a title of the transaction that demonstrates ownership of a
minimum of at least ten (10) residential lots within the development.
o A builder/developer would only be allowed to build spec homes on 10% of the
total lots acquired within the development. (Example, if the builder/developer
purchases 122 total lots, the total number of spec homes allowed at a reduced
permit fee would be 12. Any fraction as a result of the 10% calculation shall not
be rounded to the nearest whole number.)
o One (1) initial Spec Home Incentive will be granted to the builder/developer upon
proof of lot ownership of at least ten (10) residential lots within the development.
Afterwards, an additional one (1) Spec Home Incentive will be granted for every
ten (10) homes the builder/developer completes and closes, up to a maximum of
10% of the total lots purchased.
Model Home Incentive:
o When the builder/developer purchases existing, platted lots within an established
development, the City will grant the reduction of 100% of the City’s portion of
one (1) building permit to construct a model home.
o When the builder/developer completes and closes on ten (10) homes, the City will
reduce the City’s portion of the next building permit by 100% to construct a
model home within the development.
o The average City portion of a typical building permit ranges from $2,600 to
$11,500 and consists of the following fees: Building permit fee, Building Plan
Review fee, water connection fee, sewer connection fee, water meter, public walk
and driveway fee, capital fees (library, police, public works, and parks) and

As the Economic Development Committee will recall, staff was asked to provide updates
or amendments to the recently adopted 2009 Property Maintenance Code with regard to exterior
building materials in an effort to provide greater uniformity to the manner in which properties
are maintained and repaired within the City of Yorkville.
Attached and below are the current Code sections that were identified as areas to be
amended, with changes recommended by staff highlighted in yellow. The images preceding
each proposed code amendment are for clarification purposes only and will not appear in the
body of the approved text, but rather illustrate what types of materials and processes the changes
would limit property owners to using on their existing structures.
Proposed Amendments:
302.7 Accessory Structures. All accessory structures, including detached garages, fences and
walls, shall be maintained structurally sound and in good repair.
All repairs shall be made with material of like kind to the existing structure.
This would inhibit the use of multiple or dissimilar materials on the exterior of accessory
structures.

304.1 Exterior Structure. The exterior of a structure shall be maintained in good repair,
structurally sound and sanitary so as not to pose a threat to public health, safety, or welfare.
The exterior structure shall be kept free from peeling paint, rot, and treated in a fashion as to
prohibit water infiltration.
This modification would allow the City to require property owners to paint or treat
structures rather than simply removing peeling paint or weather treatments from the
exterior of the structure.
304.7 Roof and Drainage. The roof and flashing shall be sound, tight and not have defects
that admit rain.
All repairs to roofs and drainage components shall be made with materials accepted by the
2009 International Building Code.
This addition would prevent property owners from repairing roofs with tarps or other non
approved materials.
Approved material are as follows - Asphalt shingles, rolled roofing, metal roofing,
membrane roofing, slate roofing, wooden shingle roofing, and other methods as allowed
by the 2009 IBC and 2009 IRC.
304.15 Doors. All exterior door, door assemblies and hardware shall be maintained in good
condition.
All doors shall be constructed of wood, metal, or a polymer material and shall be capable
of locking and securing the structure.
This modification would prevent property owners from boarding up doorways. This
would also make properties more secure and serve to prevent the entry of unauthorized
people in to vacant properties.

304.18.2 Windows. Operable windows located in whole or in part within 6 feet above the
ground level or a walking surface below that provide access to a dwelling unit, rooming unit, or
house-keeping unit that is rented, leased or let shall be equipped with a sash locking device.
All windows shall conform to the 2012 International Energy Code. Replacement windows
shall be sized to closely match the size and style of the window being replaced.
This addition would serve to eliminate the use of wooden sheet goods to “repair” broken
windows. Also, this change would ensure that all replaced windows will be new and not
subject to failure in the immediate future, thus guaranteeing a longer period of
compliance for the structure.

Staff Comments:
In conclusion staff believes that with these modifications of the 2009 International Property
Maintenance Code the goals and concerns that were stated by the Economic Development
Committee at the May 6, 2014 EDC Meeting will be attained. Staff also believes that the above
modification provides the property owners with as much flexibility in the manner in which they
repair their structures as possible, while striving to keep the City of Yorkville a more beautiful
place to live and work.
Should the EDC decide to forward staff recommendations to the City Council for consideration,
the City Attorney will prepare a draft ordinance of the proposed revisions to the 2009
International Property Maintenance Code. Staff will be available at Tuesday night’s meeting to
discuss this matter in greater detail.

Current Results of Downtown Property Maintenance Sweep

The downtown area was re‐inspected on August 27th with current or remaining deficiencies noted with
photographic evidence. There was no noted progress other than weeds mowed at the old garage and

207 W. Hydraulic St. Cited on 11/26/2013 for 1) Roof and drainage is in very poor condition. No
corrective action has taken place, 2) Protective treatment (rotted soffet and fascia, No corrective action
taken. Inspection of Aug. 27 shows that no action has been taken to abate the deficiencies. Citations
are being re‐issued for this building.
209 W. Hydraulic St.‐ Cited on 11/26/2013 for 1) Exterior walls not waterproof, rotting. Some corrective
action has taken place but is not completed. 2) Roof and drainage, roof in poor condition. Permit issued
6/18/2014. No actual roof replacement at this time. Owner has replaced/rebuilt balconies on three of
the units. Inspection of August 27 showed no progress on correcting the deficiencies from earlier this
month. As a permit has been issued for the work the owner has 180 days to complete the work, so no
citations will be issued at this time.
206 Heustis St. (Nicholson) Cited on 11/26/2013 for 1) Wooden fence in disrepair, 2) Numerous
unlicensed, inoperable vehicles, 3) Weeds and grasses, 4) snipe signs, and 5) No premises identification.
No corrective action has been taken on any of the items. Five citations were issued on August 11, 2014
for the deficiencies remaining on this property. The hearing date is Sept. 17th.
121 E. Van Emmon‐ (Imperial Investments) Cited on 11/26/2013 for roof and drainage. Hole in roof has
a rough patch on it. Recent inspection shows that the weeds have been mowed, but other violations
were noted. Citations will be reissued for those deficiencies.
Grainco Building – Cited on 11/26/2013 for 1) Exterior walls having holes, rotting material, loose
materials. Some rough patching has taken place. 2) Roof and drainage allowing water to enter, no
apparent corrective action noticed. No progress has been made since last inspection and the Aug. 27
inspection revealed that a small roof section on the north side of the building has collapsed. Citations
will be reissued for the deficiencies on this property.
Old garage on E. Van Emmon (no address) Imperial investments – Cited 11/26/2013 for Protective
Treatment‐ Extensive damage to fascia, window frames from water intrusion. Windows and other
openings have been boarded up with plywood. Weeds have been mowed recently. The recent
inspection found one window with the boarding removed, allowing water intrusion and a door that is no
longer in place, also allowing water intrusion. Citations will be reissued for several deficiencies on this
property.
