City Council Minutes 1937 03-01-37 March It 1937
The regular meeting of the Village Board of the Village of
;'Yorkville was held at the Village Hall, March 1 , 1937. Present:
Schumaker , Hage, Barkley, Loomis, Munson, Trustees and President
Devereaux. '!
The minutes of all previous meetings was read and approved.
Thereupon the following bills were presented, viz:

On motion by Schumaker, .seconded by Hage, said bills be paid and
i,warrants drawn therefor which motion was carried with the follow-!,
Aug votes: ayes: Schumaker, Rage, Barkley , Loomis, Munson,
nays : none.
It was ordered that said bills be paid.
!Thereupon trustee Schumaker presented a verbal report upon the
well. t'
, Motion by Schumaker that Water Committee prepare specifications
r' for complete pump outfi3 and that sealed proposals based thereon
!be filed by all bidders on or before March 15, 1937 at 7:00 o 'clock
, P. M. , and opened in an open meeting of the Board following said
hour on said date; that notice be published as required by law.

Thereupon on motion the meeting adjourned.

AUTHORIZING THE ILLINOIS MUNICIPAL LEAGUE TO ACT AS A CLEARING HOUSE IN THE
COLLECTION AND DISTRIBUTION OF THE 2% FIRE DEPARTIMU TAX DUE LIUNICIPALITIES
AND IN TIE RL.CORDING OF PEMIANENT INFOMI&TION AS TO SUCH COLLECTIONS.
P1EREAS, many municipalities are not realizing 100% collections on the

2% fire department tax, and
VIBER AS, many municipalities are suffering unusual delay in the collec-
tion of this tax and are bei�C, forced to pay uareasorably high fees for the collet-
tior_ of these taxes when delinquent, and � ?;
VIEREA,S, the Illi:ois I::unicipal League has proposed a cooperative plan
for the ce?,tralized collection of this tax for all municipalities with the co-
operatio_, of all foreig.: fire insurance companies, in order to aw id delinquencies
in the payment of this tax and in order to provide for full and prompt collection t�
of this tax, and ,,

WHEREAS, this mu_jcipality will benefit substa._tially, due to the
operatio:_ of such a ce:�itralized plan of collection,
NOW, TEEREFORE, BE IT RESOLVED: Section 1. That the Illinois 'municipal
League is hereby- authorized by the corporate authorities of this municipality to
receive and exami _e t"-,e reports al---d payrierts of the 21110 fire department taxes "
te,,dered this mu: icipality by forei n fire insurunce companies writing such busi-
ness on property located withir_ the corporate limits of this municipality.
SECTION 2. That the Illi ois Municipal League shall establish a permane.lt,
Fire Insurance Tax Bureau in which there shall be kept a permanent, accurate and "�
complete record of all such ta,: payme-nts received from foreign fire i:isurance
companies a.rd the distribution of such payrients to the =aicipalities a.d that all y
such records shall be oiler. to the i_Zspectio.n of ar_y L.,u:icipal official during
reasonable office hours.
SECTION 3. That this municipality hereby agrees to pay to the Illinois
T unicipal League for the cost of mai:.itairi._g, the services of the aforementioned
Fire Insurance Bureau a fee of 7%, based upon the ai�ou..t of the 2°% fire department
taxes actually collected by the Lea,?3ue axed received by the miLnicipality. Such 7�
fee to bra p: id the League :,ot later than 30 days after the receipt of tax payme,.�=:,
by this municipality. The Illinois F.iur_icipul League is hereby further authorize
to carry on necessary correspondence with the forei7;n fire insurance companies
owing taxes to this municipality, in behalf of this municipality, for the purposd

is directed to pay pro rata on all onstanding bonds of
all series of Special Assessment No. 2 of the Village of

Section 2. That the Treasurer give the notice re-
` gmired by section 43 of an Act entitlea "An Act coneern-
ing local improvements, " and make said payments on or
before May 15, 1937•

Section 3. That all interest on the portion paid
shall cease on May 15, 1937.
All ordinances in conflict herewith are hereby re-
pealed.
