City Council Minutes 1937 12-06-37 December 6, 1937
The regular monthly meeting of the President and Board of
Trustees of the Village of Yorkville held in the Village Hall
on December 6, 1937 and called to order by President Devereaux
at 8:00 P.M.
Finding present on roll call were President Devereaux,
Trustees Loomis,Munson,Schumacher,Barkley,Armbruster and Clerk
Ament. Absent Trustee Schulter.
Minutes of the regular meeting held November 1,1937 and of I
the Special Meeting held November 23,1937 were read and so
ordered approved.
The following resolution was then introduced and read
whereupon Trustee Armbruster moved the resolution be adopted.
Upon second to said motion by Trustee Schumacher the following
vote was taken. Roll Call:Ayes :Loomis,Munson,Schumacher,Barkley
Armbruster. Naas: None.
Be it resolved that the su*n of $1000.00 be anticipated out
of taxes for the year 1937 and that proper anticipation warrant s'.
be prepared for said amount and the proceeds thereof be placed
to the account of the general fund. That the general fund be i1,
reimbursed from the water fund for said amount.
Mr Daigle of the Fairbanks Morse and Co. introduced
Mr. Putnam developer of the Putnam Process of sewage disposal
who described the operation of this type of disposal plant.
He stated that there is no odor from this type of plant and that
it is not necessary to have constant supervision in its operation►.
Also that it can be adapted for garbage disposal and will handle ';
all kinds of industrial wastes. The approximate cost of install- '
ation in this size dif town he estimated would be between $15000.00
and $20,000.00 with a maintainance cost of $4.00 per million
cubic feet of sewage for chemicals. He offered to make a
preliminary survey and draw plans for a plant for 8300.00 the
same to be applied on his engineering fee if it was decided
to build the plant. In case of construction the engineering fee
due Mr . Putnam would be 8% for which he would design and
supervise the building of a plant and operate it for thirty daytsj
to assure that it was working correctly . He further stated that 1i
this type of plant was approved by the Sanitary Water Board.

On motion by Trustee Loomis seconded by Trustee Armbruster
that a bill from Ed.Price for rent of parking lot in the
amount of 915.00 be tabled. Motion withdrawn.
On motion by Trustee Loomis seconded by Trustee Armbruster
that Ed Price be tenderer. and.f�did $11.53 the amount of the
1936 taxes as this was the agreement of the committee with
Mr. Price. Roll Call : Ayes Loomis,ltTunson, Schumacher,Barkely
Armbruster.
Nays None. Carried and so ordered.
On motion by Loomis seconded by Armbruster the bills be
feferred to the Finance Committee and be paid if found correct
and the bills for labor be paid first .

On motion by Trustee Armbruster seconded by TrustbeLoomis
that the Yorkvile National Bank and the Farmers State Bank
be notified that after January 1,1938 all village checks must
s be countersigned by the Village Treasurer .
Carried and so ordered.
December 6,1937
On motion by Trustee Loomis seconded by Trustee Armbruster
the Village Clerk give the Farmers State Bank and the Yorkville
National Bank written notice not to pay out any Village funds
except on proper authorization. Carried and so ordered.
The report of the Chief of Police was then read . There
being 10 arrests for speeding 1 for reckless driving and
2 for drunkenness . Total fines 61+.00. The report was unanimously
approved.
The matter of 1,1ilk Licenses waBebrought up and since the
fees are now past due their collection was ordered.
On motion the meeting was adjourned.
