City Council Minutes 1938 06-06-38 June 6, 1938
The regular monthly meeting of the President and Board
of Trustees of the Village of Yorkville was held in the Village
Hall on June 6, 1938 and cared to order by President Devereaux
at 8:00 P."`.
Finding present on roll call were President Devereaux,
Trustees Loomis,Barkley,''unson,Armbruster,Schuma.cher, Schulter
and Clerk Ament . Absent Yone.
?:'.inutes of the regular meeting held ?."ay 2, 1938 and of
the special meeting held l"ay 9, 1938 were read and so ordered
approved.
Reports of the Clerk and Treasurer on the General fund
the Slater Fund_, the Police Fund and the 'Motor Fuel Tax Fund were
read. Following these the reports of the Chief of Police and
Police ta.r istrate were read.
The reports of the Clerk, Treasurer, Chief of Police,
and Police 'a�jstrate were unanimously approved.
The Clerk' s Annual report was then read and on motion
by Trustee Armbruster seconded by Trustee Barkley the said
report be approved as read. Carried and so ordered.
An appropriation ordinance was then read as follows
and on motion by Trustee Loomis seconded by Trustee Armbruster
the said ordinance be passed and adopted as read and was ordered

Be it ordained by the President and Board of Trustees of
the Village of Yorkville, Kendall County, Illinois:-
Section 1. The following sums are hereby appropriated
for corporate purposes of the Village of Yorkville, Kendall
County, Illinois, as hereinafter specified for the fiscal
year beginning May, 1, 1938-
For Interest on and maturing Right of Way Bonds - - 567.50
For Interest on and maturing Waterworks Bonds - - - 970.00
For maintenance and operation of waterworks including
3 necessary repaira and replacements (not including
pumping) includ ng salary of Superintendent - - - - 1, 00.00
For Pumping for waterworks - - - - - - - - --- - - - 850.00

The natter of closing the alley betiveen the Scofield and
Green houses was brought up and it v!as shown that the first step

the Village Board for its closing.
The matter of 6ettinj a government .-'rant for the building
of a.. sexage disposal olant was brought up and it was decided t-let
inquiry into the matter should be Blade with reference to C;ettino
t?_e necess,3ry -Honey to finance the palnt.
Trustee .iunson stated t .a.t he hnd found that the grillage
could. purchase ,# 4 road oil at .06¢ per gallon applied to the
street.

On motion by Trustee Schumacher seconded by Trustee Armbruster',
the Street and Alley Committee be instructed to purchase the
necessary amount of road oil .

A resolution appropriating ;567. 50 out of the motor fuel tax
funds alloted to the VillaEe of Yorkville to apply upon the
payment of the principal and interest of a certain right of way
bond. due October 1,1938 and interest upon bonds not now due,was
read and on motion by Trustee Schuciacher seconded by Trustee
!unson the resolution be passed and adopted.

Whereas, in the judgment of the President and Board of
Trustees of the Village of Yorkville, Kendall County, Illinois,
there is no necessity for the further use of any of the muni-
cipality ' s allotment of Motor Fuel Tax Funds for the construction
and/or reconstruction of state highways in said municipality ,
therefore;
Be it resolved by the President and Board of Trustees
of the Village of Yorkville, Kendall County , Illinois, there
is hereby appropriated the sum of Five Hundred Sixty-seven and
50/100 Dollars 05b1-50) from- the municipality 's allotment of
Motor Fuel Tax funds to apply upon the payment of the principal
and interest on a certain right of way bond . in the Village
if Yorkville, now atstanding, due October 1st , A.D. 1936 , and
the interest due on the unpaid bonas not now aue, which said
bonds are those of a series of coupon bonds issued under and
by virtue of an ordinance of the Village of Yorkville, passed
and approved September 10th, A. D. 1926, and submitted to the
electors of said Village of Yorkville at a special election
held October 4th, A.D. 1925, at which election said ordiaance
was approved ana the bona issue authorized , ana the said bonds
were sold and the proceeds of which bonds, were used for the
payment of the right of way for State Bona Issue Route 47 , where
the same passed through the said Village of Yorkville, and on
which right of way so purchased from said funds, was constructed
the said route 17, and which construction was made under a
contract duly advertised and let by the Department of Public
Works and Buildings, State of Illinois, and which said obligations
are described in detail as follows:

Other information to assist in making an audit is an
follows: The total issue of which said bond is a part consists
of twelve (12) 'bonds of Five Hundred Dollars ($500.00) each,
issued in accoraance with said ordinance, numbered one (1)
to twelve (12) inclusive , ana each bond being a coupon bond,
carrying appropriate coupons; these bonds are not special
assessment bonds , but are the direct obligation of the Village
of Yorkville, and issued in accoraance witn an ordinance passed
and approved September 10th, 1926 , submitted to the voters
under an ordinance calling a special election dated September
10th2 A.D. 1928 , and approved on said date and at which special
election the elctors of the Village of Yorkville voted to
issued said bonds in accordance with said ordinance, by a vote
of 235 in the affirmative, and 14 in the negative, and a
certified copy of which ordinance which included interest
annually was filed in the office of the County Clerk of Kendall
County , Illinois, upon October 11th, 1928, where the same
appears of record.
, And be it further resolved, that the Village Clerk is
hereby directed to transmit two certified copies of this
resolution to the Department of Public 'Works and Buildings,
Division of Highways , Springfield, Illinois, through the
District Engineer. A.,
