City Council Minutes 1938 08-01-38 Yorkville, Illinois August 1,1939 The regular monthly meeting of the President and Board of ITrustees of the Village of Yorkville was held in the Village Hall;" ,Ron August 1, 1939 and called to order by President Devereaux at !ig:00 P.M. Finding present on roll call were President Devereaux, ,Trustees Schumacher',Loomis,Munson,Armbruster,Barkley �arid Clerk Ament, Absent Trustee Schulter. Minutes of the regular meeting held July 5,1938 were read and so ordered approved. The regular monthly reports of the C1erk,Treasurer,Chief of Police and Police Magistrate were read. On motion by Trustee Schumacher seconded by Trustee Armbruster the reports of the Clerk,Treasurer,Chief of Police and Police Magistrate be approved and that the Illinois Minicipal League be notified of the receipt of $31.00 from E.A.Shepard for the 2% Fire Insurance Tax. Bill were read as follows and on motion by Trustee Barkley seconded by Trustee Schumacher the bills be referred to the Finance Committee and be paid if found to be correct. Roll Call . The pump ran 88 hrs pumping 849,095 gallons of water consuming 1410 kilowatts of electricity at a cost of $19.63 On this basis 1 kilowatt will pump 600 gallons of water and at 1-.35'-cents per K.W.H. the cost per 1000 gallons pumped is 2.25¢. An ordinance prohibiting the use of fireworks in the Village of Yorkville was offered and on motion by Trustee Armbruster seconded by Trustee Schumacher the ordinance bE adopted. ( See following page) Trustee Armbruster representing the P.W.A.-W.P.A. committee made a report of a tour of inspection to various nearby towns to look over the various types of sewage disposal plants and recomended that the whole Board go and look at the different kinds of plants in order to decide what type to build in the Village of Yorkville. Mr. G.H.Deuschler was present and described the various types of d6wage -disposal plants and explained their operation. Also the original cost of the different type plants and the cost of maintenance: and operation. He submitted a sketch of a trickle filter type of sewage disposal plant suitable for use in the Village of Yorkville, this plant,he said could be built together with the inter- cepting sewer for 25,000.00. An amendment to the appropriation ordinance was offered and on motion by Trustee Armbruster seconded by Trustee Barkley[ the ordinance be adopted. J (See cage following Fireworks Ordinance) A resolution authorizing the Village of Yorkville to file an application for a P.W.A. grant for a sewage disposal plant was read and on motion by Trustee Armbruster seconded by Trustee Munson the resolution be adopted. Be it ordained by the President and Board of Trustees of the Village of Yorkville, Kendall County, Illinois . Section I. The using of fireworks, firecrackers, torpedoes, roman candles,sky rockets and other pyrotechnic display within the corporate limits of the Village of Yorkville is hereby prohibited from and after the date this ordinance shall go into effect. Section II. Any person using in any manner, fireworks, firecrackers, torpedoes,roman candles, skyrockets amd other pyro- technic display within the corporate limits of the Village of Yorkville shall be fined a sum not to exceed $200.00 Section III. This ordinance shall be in full force and effect from and after its due passage and publication. Passed this 1st day of August 1938 . Delbert N. Be it ordained by the President and Board of Trustees of the Village of Yorkville, Kendall County, Illinois t. I� Section I. That the appropriation ordinance heretofore passed,; oapproved and published within the present ( the first) quarter of the fiscal year,be amended by adding thereto the following para- graph:- "� "For the construction and installation of a sewage disposal plant,complete including intercepting sewer,purchase of necessary site, and all connebtions, $27,000.00 1 Section II. The foregoing appropriation and this ordinance shall be in full force and effect and lawfully authorized from and after the due passage and publication as required by law. Section III. This ordinance shall not be construed to re- peal any portion of the appropriation ordinance heretofore passed, for the present fiscal year, but shall be additional appropriation to the same effect as if originally made a part of said original appropriation ordinance. Section IV7 The invalidity of this shall in no wise effect ; the validity of the ordinance of which this is an amendment. Be it resolved by the President and Board of Trustees of the Village of Yorkville, Kendall County, Illinois; SECTION I. That L.K.DEVEREAUX, President of the Village Board, be and he is authorized to execute and file an application on behalf of the Village of Yorkville, Kendall County, Illinois,to the United States of America for a grant to aid in financing the construction of a sewage disposal plant complete with inter- cepting sewer and connections. SECTION II. That G.H.DEUSCHLER, be and he is hereby authorized and directed to furnish such information as the United States of America through the Federal Emergency Administra- tion of Public Works may reasonably request in connection with the hpplication which is herein authorized to be filed.
