Ordinance 2014-49 Adopting Incentive Programs for the Construction of New Homes
(EDC 2014-12)
Alderman Koch made a motion to approve an ordinance adoption incentive programs for the construction
of new homes and authorize the Mayor and City Clerk to execute. So moved by Alderman Funkhouser;
seconded by Alderman Frieders.
Alderman Milschewski wanted to clarify that some fees that are going to be waved are water and sewer
connection fees. She understands the City is trying to entice people. She is concerned that doesn't seem
fair. City Administrator Olson said this is almost the exact same format as the build program.Alderman
Kot asked if there was a potential for a conflict between this new program and the build program.
Community Development Director Barksdale-Noble said no.Alderman Kot said if somebody saw a spec
house that the builder received the waver for and wanted the build program to take effect they couldn't do
it.The City may be actually pulling someone away from buying a house. Community Development
Director Barksdale-Noble said no.The build program is more targeted to the buyer. This is more of a
builder's incentive.Alderman Kot is going to support this.Alderman Colosimo said the nice thing about
n this program is that there is an incentive for the builder. It is a nice balance.

Mayor Golinski entertained a motion to approve a tax levy estimate for 2014,to be used for purposes of
conducting a public hearing on the tax levy in the amount of$3,833,677. So moved by Alderman
Frieders; seconded by Alderman Funkhouser.

Resolution 2014-28 for the Redesign of a City Website
(ADM 2014-71)
Mayor Golinski entertained a motion to approve a resolution for the redesign of a City website and
authorize the Mayor and City Clerk to execute. So moved by Alderman Spears; seconded by Alderman
Colosimo.
Bryan Hahlbeck, Civic Plus, gave a power point presentation on the website project and talked about the
process.He then took questions.Alderman Frieders and Bryan Hahlbeck discussed this project in regards
to building a frame around the software to handle bill pay online.They discussed the transition period
once the bill pay online software expires.Alderman Colosimo asked who holds the context of this
website. The answer was the City.Alderman Frieders asked if the City switches to another vendor, in four
years, is there a way to export or download all of the items to another platform that has been installed in
the back end.Bryan Hahlbeck said Civic Plus would work with the City to make sure it had everything it
needed.A staff member would be put on the project.Alderman Funkhouser,Alderman Frieders,

Alderman Teeling and City Administrator Olson discussed fees and billing. Mr.Hahlbeck then showed
the Council different websites they have done in other towns.

PARK BOARD
131 E.Hydraulic Street Unit C—Request for Proposal
(CC 2014-92)
Mayor Golinski entertained a motion to authorize staff to issue a request for proposals for the operation of
a food service business at 131 E.Hydraulic Street,Unit C, as presented. So moved by Alderman Koch;
seconded by Alderman Frieders.
Alderman Kot doesn't have a problem with a restaurant serving alcohol. He has a problem with packaged
liquors.Alderman Colosimo agrees with Alderman Kot.Alderman Frieders wants someone in that
building now. City Administrator Olson wanted three comments included in the RFP,which he discussed.
Alderman Funkhouser, City Administrator Olson, City Attorney Orr,and Alderman Colosimo discussed
the liquor license. City Administrator Olson said the reason this is an RFP without a temporary user is
because all the temporary users the City had contacted were asking between a two and three month build
out.Alderman Funkhouser,Alderman Frieders,Alderman Colosimo, City Administrator Olson,Director
of Parks and Recreation Evans,and Mayor Golinski discussed the conference room and that the City has
the right to reserve that room. That can be struck if the Council wants that to occur. Director of Parks and
Recreation Evans doesn't think it would hurt to leave the restriction in the agreement.The Council could
wait and see what proposals came in.Alderman Colosimo is concerned that someone might not bid if
they see this restriction in the RFP.
Alderman Colosimo made a motion to strike the provision from the RFP; seconded by Alderman
Funkhouser.

City Administrator Olson said the first page of the RFP does explicitly state that the City is accepting
proposals for the operation of a food service business at 131 E.Hydraulic Street. The remainder of the
actual license agreement is relatively vague.Alderman Milschewski said the City has a lot of food places.
She asked if the City is limiting itself. City Administrator Olson said the previous direction from Council
was to direct it towards the food service business,but it can be whatever the Council needs it to be.Mayor
Golinski would rather see an open ended proposal.
Alderman Colosimo made a motion to amend the proposal to lift the restriction on food establishments
and open it to all business; seconded by Alderman Milschewski.

Mayor Golinski said back to the main motion. City Administrator Olson said the fee that is currently
drafted is$250 plus 5%.Mayor Golinski asked City Attorney Orr if the Council needs an amendment.
City Attorney Orr said the Council doesn't need an amendment. She said the direction is$300 plus 5%,
strike section 14.3,and no restrictions on the use. She asked that there just be a vote voting to proceed
with the direction to get it out with those terms.
Mayor Golinski asked for a roll call vote on the original amendment as amended.

Stephen G.Bridge Park—Baseball Diamond Safety Nets RFP—Contract Award
(CC 2014-93)
Mayor Golinski entertained a motion to accept proposal and award contract for the Stephen G Bridge
Park baseball diamond safety nets RFP to Northern Illinois Fence,Inc in an amount not to exceed
$72,485.00 and authorize the Director of Parks and Recreation to execute. So moved by Alderman Kot;
seconded by Alderman Teeling.

Alderman Colosimo questioned spending$72,000 on nets.Mayor Golinski believes it is a pressing issue.
Alderman Funkhouser asked if the City had any claims for damages to vehicles.Director of Parks and
Recreation Evans said no.Alderman Funkhouser's biggest concern is the play area. The ball fields are
built to appropriate standards.Alderman Frieders said the protection of the kids in the playgrounds is a
huge factor. Secondly the people that are watching a game while two games are going on behind them is a
problem. Thirdly parking is an issue.Baseball games make the City money. This should be looked at
from that standpoint.Alderman Colosimo said the ball fields are packed even without nets.Alderman
Frieders said to use that to the City's advantage to make the fields the way the citizens would feel the
safest.Alderman Colosimo is voting against it.Alderman Frieders said it is two different budgets.
Alderman Colosimo understands but in the big picture it is one big pile of taxpayer money.Alderman
Funkhouser asked what the current height is of the actual backstop.Director of Parks and Recreation
Evans said it is 20 feet high.Alderman Funkhouser said the City is not resolving the problem.Alderman
Milschewski asked if it would be more economical to move the park instead of doing the fences. Director
of Parks and Recreation Evans will have to look into it but it would probably be a similar cost. Mayor
Golinski said the average citizen would say the City is out of its mind spending$72,000 on netting. If a
child gets killed,the parents could come and say the City could have prevented this and didn't.Alderman
Colosimo understands that point,but the argument of let's protect the children every time the City wants
to do something is not reasonable.
Alderman Teeling thinks the Park Board chose these parks due to the locations of the park and parking.
Alderman Colosimo said to take out the park and use that equipment in other parks.Alderman
Funkhouser said it would be cheaper to put a helmet on everyone. He is not prepared to vote on this.He
feels the City has not gone through all its options.Alderman Milschewski asked how long has this park
been open.Director of Parks and Recreation Evans said around 2010.Alderman Milschewski asked if
there are any injuries documented. The answer was no.Alderman Teeling wondered where the money
was coming from for these nets. City Administrator Olson said it is budgeted out of the parks capital
fund.Alderman Teeling asked Alderman Colosimo if the City should take that money out of their budget
and put it somewhere else.Alderman Colosimo said no. His said at the end of the day all that money
came from the general fund.He agrees that the City gave it to the Park Board.He would prefer to see that
money used for other purposes at Bridge Park. When his residents come to him and say why did you
spend$72,000 on nets,he will be able to say that he didn't.Just because the City budgeted doesn't mean
the Council has to accept anything that is put before it.Alderman Teeling said the Park Board thinks it is
important enough that they brought it forward.Alderman Frieders said if an item is under$20,000 then
the Council doesn't have to talk about it. He wondered what the point was for the Park Board to make a
decision of where to spend its money if, in the end,the Council is going to make the final decision.
Alderman Frieders said in this instance it seems like their attempt is to improve upon a system that is
successful.Alderman Frieders asked if spending$72,000 is an investment in not paying more legal fees.
Mayor Golinski said this is a small expense and investment for this facility.
Alderman Milschewski asked why Park Board determined to use this amount of money for this reason.
Director of Parks and Recreation Evans said due to the way all three parks are together.Alderman
Milschewski asked if the City is going to do every one of its ballparks. If the City goes along with this
then the City better plan that every year the Park Board is going to say another ballpark needs to be done.
Alderman Milschewski asked the total number of ballparks in Yorkville.Director of Parks and Recreation
Evans said around 15 more fields.Alderman Frieders believes this needs other options. In this instance,
he thinks the park is what the City has to protect. Going forward, if there is going to be a fourth one,then
maybe it is time to make a larger concession area and rip out the playground.He thinks the City is
stretching now by looking for$72,000 in nets for the fields.Alderman Frieders asked if the City should
be looking at better backstops for future projects.He is much more apt to wait till an item the City has
paid for has seen its full use.He is all for investing in something that is going to make the City money and
it is also going to take care of three problem areas.Alderman Milschewski said if there are another 15 ball
parks that would need nets then that would be $365,000.
Alderman Milschewski made a motion to table this issue till there was more information; seconded by
Alderman Koch.

AACVB
Alderman Funkhouser said the AACVB is moving forward with the executive search candidates.They
reviewed a list of 10 of them. This is expected to take through the end of the year.
School Board
Alderman Funkhouser reported on the School Board.
Ken Com
Alderman Funkhouser said Ken Corn has approved the budget for next year. The City's portion last year
was$22,000. The City's share this year will be about$73,000.That is the estimated increase for people
sharing. This also incorporates a two and a half full time equivalent addition for staffing.

ADDITIONAL BUSINESS
Officer Kolowski
Mayor Golinski told Police Chief Hart he was transporting a group of seventh and eighth grade boy
scouts to a campout. They discussed Officer Kolowski.After listening to the kids talk, it was obvious that
they like him,respect him, and are a little scared of him.Police Chief Hart will pass that along.
Game Farm Road Stoplight
Alderman Milschewski talked about the stop light on Game Farm Road. She said there is no turn light on
the signal anymore. Public Works Director Dhuse said he would take a look.
Egg Hunt
Alderman Frieders told Director of Parks and Recreation Evans that the egg hunt was amazing.He wants
all the staff that was involved in the egg hunt thanked.
Game Farm Road Construction Project
/1 Alderman Funkhouser mentioned that there is a utility construction project starting on Game Farm Road
later this week. City Administrator Olson said yes. There will be a press release next week in the paper.
Road Construction
Alderman Milschewski said the construction in the City seems so unorganized. Public Works Director
Dhuse said it is actually very organized. It is a complex project that has to be done in stages.
Curbs on Heustis Street
Alderman Milschewski,Public Works Director Dhuse,and Mayor Golinski discussed the fact that there
will not be curbs on Heustis Street.
