City Council Minutes 2014 11-10-14 special meeting MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE,KENDALL COUNTY,ILLINOIS, HELD IN THE CITY COUNCIL CHAMBERS. 800 GAME FARM ROAD ON TUESDAY,NOVEMBER 10,2014 Mayor Golinski called the meeting to order at 6:00 p.m. and led the Council in the Pledge of Allegiance. ROLL CALL City Clerk Warren called the roll. Ward I Koch Present Colosimo Present Ward II Milschewski Present Kot Present Ward III Frieders Present Funkhouser Present Ward IV Spears Present (called in) Teeling Present Also present: City Clerk Warren, City Administrator Olson, Community Development Director Barksdale-Noble,Planner Heinen OUORUM A quorum was established. CITIZEN COMMENTS ON AGENDA ITEMS None. PRESENTATIONS Comprehensive Plan Update Orientation Session by The Lakota Group Nicholas Kalogeresis,Vice President of Lakota Group,gave an overview of the comprehensive plan process,what is going to be in the plan, and to answer any questions the Council has.The last plan was �. done in 2008.The primary mission is to update this plan.He is pleased that they will be working with Yorkville's planning staff.He showed 15 slides to explain the process and give the Council an understanding of why they do comprehensive planning.He shared what the elements are going to be and told what will be the specific deliverables of this whole process. He gave an overview of the team that was selected to help.There were three firms involved. The Lakota Group are the project managers of this process.He is looking towards to community to be their boss in this project. He wants to hear from everyone in the community, in addition to the City Council.He has already had a number of interviews with the department heads over the last few weeks to compile information. Alderman Frieders asked how do they make a subdivision feel more like a part of the City that it is in without taking away the subdivisions feel itself from a planning perspective.Mr.Kalogeresis said he doesn't want to take away any of the intrinsic qualities of the subdivisions.He said the place making components are what they want to take a look at.At times Alderman Kot feels more should be done to promote the history of Yorkville.He asked Mr.Kalogeresis if he is going to be making recommendations to the City as to how to accomplish that.Mr.Kalogeresis said sure.He believes that there are some things downtown worth keeping and enhancing.He thinks keeping some of the older buildings and binding the surrounding neighborhood together with the downtown a little more can help promote that sense that there is a historic core in the community. Those would be some effective ways to promote history.He is going to take a look at Yorkville's downtown and take a look at what type of buildings can be relocated inside the buildings.Also,what should they do with the downtown and the other buildings surrounding it. He thinks using a preservation based approach to revitalizing the downtown might make sense in Yorkville,for there is a sense of an historic downtown area.He believes they can capitalize on that. Mayor Golinski asked Community Development Director Barksdale-Noble how the City is going to advertise the webpage and a lot of these surveys. Community Development Director Barksdale-Noble said what they have been doing for a while is linking it up with Facebook and Twitter.It will also be put on the City's main website.Water bill inserts will be done down the road.Another way to promote it is through the Park District. BUSINESS Comprehensive Plan Update Steering Committee Structure Mayor Golinski entertained a motion to approve the recommended structure for the comprehensive plan update steering committee. So moved by Alderman Frieders; seconded by Alderman Colosimo. The Minutes of the Special Meeting of the City Council—November 10,2014—Page 2 of 2 Mayor Golinski stated there was information in the packets and staff recommendations for how the City comprises the committee.Alderman Frieders asked Mayor Golinski how long it will take him to do that. Mayor Golinski said it depends.Mayor Golinski doesn't think it will be a problem to fill this. Motion approved by a roll call vote.
