New Business
1. EDC 2014-31 Building Permit Report for July 2014
Mr. Ratos reported four B.U.I.L.D. permits, one single family attached and nine commercial permits
and the remaining were miscellaneous. He said it appears people are re-investing in their homes at this
time.
2. EDC 2014-32 Building Inspection Report for July 2014
Many inspections have been done for Pulte due to their fiscal year ending. Some re-inspections were
also done for them due to changes in carpenter crews, according to Mr. Ratos.
3. EDC 2014-33 Heartland Meadows Final Plats – Units 1, 2 and 3

Ms. Barksdale-Noble said the Petitioner has been approved through the PUD process, for their 47-unit
subdivision that has been rezoned to R-2. They have 8 years to complete the subdivision since it is a
phased development. It is being presented to the Plan Commission on September 10 and then to City
Council for final approval. Alderman Colosimo requested this come back to EDC before final
approval.
Mr. Clayton Marker commented that most likely the entire project will occur at one time. Additional
landscaping was requested near the park and it was noted there will be two basins (existing one and
new one) next to each other with a berm in between.
Old Business:
1. EDC 2014-12 Incentives for Model/Spec Homes
The EDC committee had previously requested staff to re-evaluate model home and spec home
incentives and Mr. Heinen detailed the changes as follows:
1. The incentives are for builders only, the term 'developer' was removed
2. Cap on incentives at 30 permits for spec homes and 15 for model homes
3. Targeted to start January 1, 2015
4. Revised model home incentive to allow builders to only construct model homes on 5%
of total lots acquired
5. Time frame was created when model homes homes can be sold without penalty
6. Incentives not in conjunction with B.U.I.L.D. Program.
To further clarify, Mr. Heinen said for the spec homes incentive, one initial permit is issued to a builder
upon proof of ownership of 10 lots in the development. After building and closing on 10 homes, the
City would allow an additional spec home permit to be granted after an additional 10 houses are built in
a given development. There is a cap of 30 permits throughout the city on these spec permits and are on
a first come-first served basis.
For the model homes, the builder can sell models without a penalty after closing on 95% of lots (minus
models). The cap for models is 15 permits and are issued on a first come-first served basis.
Alderman Colosimo discussed the term 'developer', the available incentives and if developers and
builders should get the incentives. Mr. Olson said anyone who owes the City money or is in breach of
any City documents, would not be eligible for an incentive. He or the City Attorney would determine
if someone is eligible. Alderman Frieders asked if someone in litigation with City is incentive-eligible.
Mr. Olson said it would be dependent on the situation. Ms. Barksdale-Noble said papers could be
signed by the client to identify themselves as a developer or builder.
Mr. Olson said a revised policy will be drafted and it will proceed to City Council.
2. EDC 2014-13 Building Code and Property Maintenance Standards
Mr. Ratos said the EDC had previously requested amendments for the Building Code and Property
Maintenance code. He detailed changes to the following categories: repair of accessory structures,
repair of exterior structures, roofs and drainage, doors and windows. He added that the 2012 Energy
Code is very strict.
Alderman Colosimo commented that the revisions will add more tools for enforcement. Alderman

Frieders asked if a resident could contest a property maintenance issue. A citation could be issued and
if it is an Energy Code violation, it could elevate to a State issue if not addressed.
These changes will be amendments to the code and this item will move to the consent agenda.
3. PC 2014-30 Property Maintenance Inspection Update
The downtown lumber yard has been re-cited for violations according to Mr. Ratos. Most other
violators have sought building permits to rectify the issues. Permits can be pulled if no work is
completed after a certain time.

Chairman Koch presented the following additional business items......
The Wrigley property tax abatements have been voted on by the City and building is underway. Mr.
Olson noted that the Library will be voting on this issue at their next meeting.
Aurora Textiles has bought the old X-Pac building and will be moving operations there from a 100-year
old building. This will result in 60 jobs transferring there and they have also joined the YEDC.
Yorkville Christian High School will be located in an existing facility across from the cement plant on
the south side of town and school will begin soon. They will have 10-20 students.
A new chicken wings restaurant will open soon in the building where Big Easy was located. Mr. Ratos
said they have work to complete on the grease trap and are working with YBSD and the City.
The October EDC meeting will move to Thursday, October 9th since Alderman Frieders will be
unavailable on the regular night.
There was no further business and the meeting was adjourned at 6:35pm.
