City Council Minutes 1980 12-11-80 (67) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON DECEMBER 11 , 1980 . Mayor Thanepohn called the meeting to order at 8 :00 P.M. and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson called the roll as follows : Ward 1 - Wolff Ward 2 -Harker Ward 3 - Simmons Aldermen Beach, Hanback and Pierce were absent from their respective wards . A quorum was established . The reading of the minutes from the November 20 ,1980 meeting was waived . Alderman Simmons moved the minutes be approved as presented, seconded by Alderman Wolff . Motion carried 3-0 . The reading of the bills was waived. Alderman Harker moved to approve the bills as presented , seconded by Alderman Simmons . Roll call vote was taken as follows : Harker - Aye Simmons - Aye Wolff - Aye Mayor Thanepohn - Aye Motion carried 4-0 . Aldermen Beach , Hanback & Pierce were absent from voting . MAYOR' S REPORT - Mayor Thanepohn presented an Award of Excellence to Harold Martin III regarding recognition of performance exhibited in the enforcement of illegal operations of vehicles in the City of Yorkville , specifically an incident occurring November 13 , 1980 of gross overweight violation . Alderman Wolff move to approve Mayor Thanepohn ' s appointment of Glen Calvert as Patrolman with the Yorkville Police Department , to become effective December 15 , 1980 with all the terms of the Personnel Policy and Wage Schedule , seconded by Alderman Harker . Motion carried 3-0 . Patrolman Calvert then received his Oath of Office . Alderman Hanback arrived at 8 : 15 P .M. Mayor Thanepohn read a Proclamation in Remembrance of the Hostages in Iran and requested that yellow ribbons be displayed on Christmas trees and decorations within the City of Yorkville . Mayor Thanepohn reported on the Land Acquisition trip to Springfield. In the end the City of Yorkville was deeded approximately 4 acres of Game Farm to be conveyed to the City of Yorkville upon signature by Governor Thompson. A 40 year lease for additional acreage adjacent to the same property that was deeded is being prepared for signatures soon . Alderman Simmons commended Mayor Thanepohn , Administrative Assistant Madden and all others who were included in the initiating and implementing of the land acquisition . Administrative Assistant Madden will have a more complete report at the next meeting . The 4 acres will be used for the construction of the new library and community Center facilities and the additional leased acreage will be utilized for public recreational facilities . Mayor Thanepohn regretfully accepted the resignation of Dick Mau from the Human Resource Commission and as chairman of the Community Center Advisory Committee due to his moving out of the City . Mayor Thanepohn will announce a new member and Chairman by the next meeting . Mayor Thanepohn reported that the Decennial Census preliminary population count is 3399 and the preliminary housing count is 1290 in the City of Yorkville . Alderman Hanback moved to approve the City Council and City Committee Regular Meeting dates and authorize Attorney Dickson to draw up an Ordinance reflecting the same (***See attached copy) , seconded by Alderman Wolff . Roll call vote was taken as follows : Simmons - Aye Wolff - Aye Harker - Aye Hanback - Aye Motion carried 4-0 . Aldermen Beach & Pierce were absent from voting . CITY CLERK - Alderman Simmons moved to refer the Petition by Peter & Anna Demetralis for rezoning of 3 .640 acres in Kendall County ,east of Illinois Route 47 and north of the present Y-mart location , from Kendall County A-1 to B-3 to. the Yorkville Plan Commission being the parcel is within the 112 mile jurisdiction , seconded by Alderman Wolff. POLICE - Alderman Wolff moved to approve the Police reports as presented, seconded by Alderman Harker. Motion carried. Chief Randall reported that the Madsen Corporation has honored the Yorkville Police Department with the Good Neighbor Award . `' Secretary , Pauline Usry attended a seminar on mini & micro computers . The new portable radios have been received by the Police Department . ADMINISTRATIVE ASSISTANT TO THE MAYOR - Alderman Harker moved to approve the reports of the Water , Building & Zoning and Street Departments , seconded by Alderman Simmons . Motion carried 4-0 . An extensive pro- gram of locating and indexing all buffalo boxes was initiated. SENIOR CITIZEN REPRESENTATIVE - Mrs . Identa Austin reported there were many favorable comments on the Human Resource Commission ' s trip to the Museum of Science & Industry on December 6 , 1980 . They hope to sponsor more trips in the future . COMMITTEE REPORTS BUILDING & ZONING - Alderman Simmons reported the meeting regarding Westphal ' s Financing through Industrial Bonds was cancelled and - -.•. has been rescheduled to December 16 , 1980 at 8 ; 00 P .M. at the Water Tower. EMERGENCY SERVICES & DISASTER - Alderman Hanback reported that the Federal Siren Company has been contacted for a representative to come out and check the emergency siren and give an estimated cost to repair . POLICE - Alderman Hanback moved to advertise for sealed bids for a new police squad car to be opened at the January 22 , 1980 City Council Meet- ing, seconded by Alderman Harker. Motion carried 4-0 . TREES & PARKS - Alderman Hanback announced the subject of Woodworth ' s swimming pool will also be on the agenda for the December 16 , 1980 Committee meeting at 8 ;00 P .M. at the Water Tower. Alderman Harker moved to adjourn the meeting at approximately 8 : 35 P .M. , seconded by Alderman Wolff. Motion carried 4-0 .
