MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY
HALL ON OCTOBER 23 , 1980 .
Mayor Thanepohn called the meeting to order at 8 : 30 P .M. and led
the Council in the Pledge of Allegiance tothe Flag .
In the absence of Clerk Erickson , acting Deputy Clerk Madden called
the roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Simmons
Wolff Pierce
Alderman Hanback was absent from Ward 2 . A quorum was established .
Guests were Paul and Mabel Hicks representing the Senior Citizens and
Jim Hall representing the Yorkville Lion ' s Club .
The reading of the minutes of the October 9 , 1980 meeting was waived .
Alderman Wolff moved the minutes be approved as presented , seconded
by Alderwoman Pierce . Motion carried .
Mayor Thanepohn read a Resolution setting Halloween "Trick or Treat"
hours at 5 : 00 P .M. to 8 : 00 P.M. for October 31 , 1980 . Alderman
Harker moved the Resolution be approved , seconded by Alderwoman
Pierce . Motion carried .
Alderman Beach read a request from the Park Commission that the
City furnish someone to take minutes at their meetings . Also, he
asked that the Park Commission receive a copy of their bills and
balances monthly. Mayor Thanepohn directed Treasurer Merkel to
furnish the Chairman of the Park Commission with a copy and directed
the Deputy Clerk to furnish them with a secretary to take minutes .
OLD BUSINESS - Alderman Simmons moved that the City Attorney should
draw up a Resolution authorizing the Mayor and City Clerk to
execute the Syregelas Annexation Agreement in its present form
absent any agreement regarding a variance for the sign for the
development . Also , liquor license allocations were not to be a
part of the Annexation Agreement . The motion was seconded by Alder-
man Harker . Roll call vote was taken as follows :
Harker - Aye Simmons - Aye Pierce - Aye
Wolff - Aye Beach - Aye
Motion carried 5-0 . Alderman Hanback was absent .
Jim Hall gave a report on the operation of Woodworth ' s Swim Club by
the Yorkville Lion ' s Club . After deducting for all expenses ,
revenue of $7 ,722 .76 was realized . It was suggested that the City
may want to take over operation of the pool for the next few
summers . On motion by Alderman Wolff and second by Alderman
Simmons it was agreed to refer the matter to Trees & Parks Committee .
Motion carried . Alderwoman Pierce called for a committee meeting
the night of October 30 , 1980 at 7 : 30 P .M. at the Water Tower to
discuss the swimming pool .
Alderman Simmons reported on a meeting with Fox Industrial Park
Developer and Don Holt of Davis Construction Company and Jerry
Leifheit of Aurora Blacktop Company . The Developer is asking the
City to assume control of the presently undedicated streets of
Fox Industrial Park . It was tentatively agreed (with no formal
action) by the Council that if the Developer presents an engineering
plan with specification for improving the streets , that the City
Engineers will approve , the City will accept the streets , subject to
a bond being posted equal to 110% of the City Engineer ' s estimate .
Mayor Thanepohn asked for an Executive Session to discuss the
acquisition of real estate . Alderman Simmons moved to adjourn into
Executive Session at 9 : 00 P .M. , seconded by Alderman Harker . Motion
carried .
The regular meeting was reconvened at 9 : 20 P.M.
Alderman Harker moved that the Mayor and Clerk be instructed to sign the
"Professional Service Agreement" for the Architect on the proposed
library, seconded by Alderwoman Pierce . Roll call vote was taken as
follows :
Beach - Aye Harker - Aye Simmons - Aye Pierce - Aye
Mayor Thanepohn - Aye
Aldermen Haab.ack,:..& Wolff were absent from voting. Motion carried 5-0 .

Alderman Beach moved to adjourn the meeting at 9 : 30 P.M. , seconded by
Alderman Simmons . Motion carried 4-0 .
