MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY
HALL ON SEPTEMBER 25 , 1980 .
Mayor Thanepohn called the meeting to order at 8 : 00 P .M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Beach Hanback Pierce
A `quorum was established .
The reading of the minutes was waived . Alderman Hanback moved the
minutes be approved as presented , seconded by Alderwoman Pierce .
Motion carried 6-0 .
ATTORNEY ' S REPORT - Attorney Dickson submitted the Proposed Amendment
for the BOCA Appeals Procedure which eliminates some of the
qualifications of the make-up of the board .
Alderman Simmons moved to pass"Ordinance Amending the BOCA Basic
Building Code as Heretofore Adopted by the United City of the #11-80
Village of Yorkville the 12th Day of February, 1976 , for the
Purpose of Redefining Qualifications of the Board of Appeals '
Members" , seconded by Alderman Harker . Roll call vote was taken
as follows :
Harker - Aye Hanback - Aye Simmons - Aye
Pierce - Aye Wolff - Aye Beach - Aye
Motion carried 6-0 .
MAYOR' S REPORT - Mayor Thanepohn reported the City Council has
been mnvi e o participate in the Yorkville Homecoming Day Parade
on October 11 , 1980 .
Alderman Hanback moved to authorize payment of the registration fee
and expenses for Administrative Assistant Madden to attend the
"Crossroads ' 80" Seminar at Sangamon State University on October
2 ,;3 & 4 , 1980 , seconded by Alderman Harker . Motion carried 6-0 .
The seminar deals with the effect State Government has on Local
Government .

Alderman Harker moved to approve the request by Bernetta Werner
of the Kendall County VFW to conduct "Buddy Poppy Days" in
Yorkville including Countryside Center on October 3 , 1980 from
3 :00 P .M. to 8 : 00 P .M . and October 4 , 1980 from 7 : 00 A.M .
to 1 : 00 P .M. Motion was seconded by Alderwoman Pierce . Motion
carried 6-0 .
Mayor Thanepohn reminded the City Council that they must comply
with the Open Meetings Act in regards to any committee meetings .
Meetings are to be announced at the regular City Council meetings .
Mayor Thanepohn reported on a meeting with Gene Pinell of I .D.O.T .
regarding the Bridge Project and everything is coming along well
to date . Mr . Pinell is requesting a contact person who is
accessible during the day for contact on construction plans and
problems that come up needing decisions immediately . Alderman
Harker moved to authorize Administrative Assistant Madden as
agent for the City of Yorkville in regards to the I .D .O. T. Bridge
Project , seconded by Alderman Hanback . Roll call vote was taken
as follows :

Harker - Aye Simmons - Aye Hanback - Aye
Motion carried 5-1 .
Alderman Hanback will remain as Representative of the City Council
to the Library Board in regards to the project . A copy of the Archi-
tect ' s Contract is now with Jim Clarage , City Planner .
The City will be reimbursed ONLY for the amount of property taken
for the right-of-way in regards to the library , approximately 20%
of the property . The Federal Government may make the balance of
the property into parking .
Alderman Harker requested Administrative Assistant Madden to obtain
new ballpark figures regarding the hanging of the river crossing
water main onto the new bridge and also figure of a second under-
the-river crossing .
CITY CLERK - Clerki.Erickson reported that a letter was received
from the Illinois Dept . of Revenue acknowledging receipt of the
Ordinance #10-80 :copy regarding the exclusion in the municipal

Retailer ' Occupation Tax , Municipal Service Occupation Tax and Municipal
Use Tax not applicable to the City of Yorkville and becoming effective
October 1 , 1980 .
PLAN COMMISSION - Alderman Simmons reported the Syregalas Public Hearing
was before the Plan Commission on September 23 , 1980 and was referred
to the City Council to schedule a Public Hearing regarding zoning and
annexation of the Syregalas Petition for Annexation Agreement . The
Public Hearing is scheduled for October 23 , 1980 at 7 : 30 P .M.
SENIOR COMMUNITY - Alderwoman Pierce reported she attended the Seminar
for the White House Conference on Aging at Mercy Center .
NEW BUSINESS
Alderman Wolff moved to allow the Lions Club to conduct a Candy Day
October 11 , 1980 in the City of Yorkville .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons requested Attorney Dickson to
draw up an amendment to the Ordinance regarding building fee schedule
to be presented at the next meeting .
EMERGENCY SERVICES & DISASTER - Alderman Hanback reported that a meet-
ing is scheduled for October 1 , 1980 to test the disaster siren .
FINANCE - Alderwoman Pierce reported that Officer Sibenaller has
completed 3 years of employment and will elevate to the next pay
level .
Alderwoman Pierce called a committee meeting directly following the
adjournment of the regular meeting .
POLICE - Alderman Hanback reported that Chief Randall will meet
with the County representatives and Larry Nelson on Wednesday ,
October- 1 , 1980 for discussion on the new radio system. Purchases
of radios will be necessary regardless of whether we go with the
new system or not.
PUBLIC PROPERTY & BUILDINGS - Alderman Harker reported that the
repair work has been completed on the Police Department roof .
SEWER - Alderman Harker moved that the City accept the bid pro-
posal for the City ' s share in the amount of $6 ,990 .00 for hooking
Countryside Center on to the interceptor for. the portion that goes
under Blackberry Creek . The motion was seconded by Alderman Simmons .

Mayor Thanepohn reported that the City has received $61 ,869 from the
Sewer System Evaluation Study Grant . Administrative Assistant
Madden reported that the paper work in regards to the SSES Grant
has begun and the Physical work shoula. benin in the next week .
STREETS & ALLEYS - Alderman Beach moved to send out for bids for
graveling and oiling-_ - of Mill Street in the area immediately north
of Van Emmon and south to E . Ridge Street , seconded by Alderman Harker .

Aldermax Beach ,__on, the recommendation and approval by City Engineer' s
Baxter & Woodman , Inc . , moved to authorize payment to Pyramid Concrete
in:-regards to the sidewalk replacement downtown in the amount of the
following :
$12 ,422 ,.74
Less 1 ,06 .84 (cost to repair the traffic signal)
Total Due $11 , 315 .90

WATER - E .P .A. approval was received on the Van Emmon Street Water
Line and individual hook-ups can now begin.
!4TREETS & ALLEYS - Alderman Beach reported that the City has been
requested several times to take part in the building of a sidewalk
on W. Somonauk Street with the School District on a 50/50 cost
basis . The project has not been budgeted for this year and can
possibly be included in next year ' s budget.
CHAMBER OF COMMERCE - Alderman Simmons reported the quarterly
Dinner Meeting will be October 2 , 1980 .
AdministrAtive ASsistant Madden reported that the new Salt & Utility
Building has has the 60 tons of salt on hand moved to the building
and another 90 tons will be delivered .
Alderman Simmons reminded the City Council of a meeting with
Wildwood Subdivision representatives on September 29 , 1980 at
7 : 30 P .M . at the Water Tower .
Alderman Harker moved to adjourned the meeting, seconded by Alderman
Simmons . Motion carried .
